19180205 Regular City Council Meeting - Minutes .. REGULAR MEETING. A regular meeting of the Board of Trustees of the City of Vernon, Oounty of Los Angeles, and State of California, was held on the 6th day of February , 1918, at 2 0' olock P. M. of said day at the regular meeting plaoe of said Board in said city of Vernon, whioh said time and plaoe is the time and plaoe fixed by ordinance for regular meetings of the said Board to be held. There were present at such meeting Trustees, Leonis, Furlong, DurbIN, and Kniffin. There were absent from suoh meeting Trustee, Stevens. President Trustee J. J. Furlong presiding. The minutes of the meeting , held on January 22nd, 1918, 191 , were: read by the Clerk and upon motion duly made, seconded and carried, were approved. It waS moved by Trustee Kniffin, seconded by Trustee Leonie and carried by the following vote, that bids received for the improvement of East 27th and East 37th streets, be opened: Ayes: Trustees Leonis, Kniffin and Furlong. Noes: Trustees None. .. AMES SUBDIVISION OF THE GLASSEL TRACT IN THE CITY OF VERNOn BE CLOSED UP VACATED AND ABAlIDONED. The Board of Trustees of the City of Vernon do 'ordain and -2- 1-2 Page 5 - Minutes of meeting February 5th, 1918_ resolve as follows: Seotion 1_ RESOLVED, that. the public interests and conven- ience require and that the Board of Trustees of the City of Vernon hereby orders and directs that that oertain alley in the H_ M_ Ames Sub~ivision of the Glassel Tract in the City of Vernon, ranll- ing through Blocks Ten (10) eleven (11) and twelve (12) of said Tract, parallel with San Antonio Avenue, formerly called George Street, be, and the same is hereby, closed up, vacated and abandoned in aocordance with and as contemplated by Resolution of Intention of the Board of Trustees of the City of Vernon, Which said Resolution was passed on the 16th day of Ootober. 1917, and num- bered Resolution No_ 158; RESOLVED that as said work described in said Resolution of Intention and in Section 1 hereof is for the closing up of said alley, and it appearing to the Board of Trustees of the City of Vernon that there are no damages, costs, or expenses arising out of said work, and that no assessment is necessary for sa~d work, therefore no commissioners are appointed to assess benefits and damages for said work and to have general supervision thereof_ I hereby approve and sign the foregoing Resolution No. 165, this 1918. day of President of Board of Trustees of the City of Vernon. Communication from California Traffic Officers Association under date of January 17th, 1916, soliciting membership in said Association was read by the Clerk, and ordered filed. It was moved by Trustee Leonis, seconded by Trustee Kniffin, and carried by the following vote, that the license fees for con- ducting retail liquor establishments in the City of Vernon be in- creased to $80.00 per month; that the license fees for conducting wholesale liquor establishments in the City of Vernon be increaled to $25.00 per month, and that the license fee for conducting a restaurant liquor establishment in the City of Vernon be increased to $100.00 per month; and that the City Attorney be ordered to amend the necessary ordinanoes of the City of Vernon in accordance herewithl Ayes: Trustees Furlong, Leonia and Kniffin. Noes: Trustees none. Communication from Industrial Accident Commission of the State of California dated January 10th, 1918, enclosing copy of General Oonstruction Safety Orders with certified copy of Resolution adopted by the Industrial Accident Commission on November 30th, 1917, read by the Clerk and ordered filed. Application dated February 6th, 1918, from the Leviathan Mines Company for permit to operate an ore treatment plant on East 37th street in the City of Vernon, was read by the Clerk. Full Board not being present, said application was laid over. Application dated January 31st, 1918, from American Alloy Chemical Company for permit to operate a plant for the production of Ferro Alloys arid chemicals, on a loeat,ion lying between 26th street and the north city limits of Vern~n and between Santa Fe Avenue and the Los Angeles River, was read by the Clerk. Building permit was granted to Western Chemical Products Company for the erection of a factory for the manufacture of chemicals on property belonging to Stauffer Chemical Company. Building permit.was granted to L. A. Paving Company to construct barn for storing machinery on property of said company in Block H. Day Star Tract. Communication from Wright Callender Andrews Company dated , relative to abatement of nuisance consisting of zanja maintained by Shattuck & Rimo on Alameda street, read by the Clerk, and upon motion duly made, seconded and carried, was referred to City Attorney Chamberlin. At this time Trustee Durbin took his seat. At this point, City Engineer Howard McCurdy returned to the Chamber and reported that the Los Angeles Paving Company was the lowest bidder on the improvement of East 27th and East 37th streets, by about $5,000.00 Resolution of award in words and figures as follows, was introduced and read by the Clerk: "RESOLUTION OF AViA..1ID, 11=163. ~ Resolved, that the Board of Trustees of the City of Vernon, having in open session on the Fifth (6th) day of February, 1918, opened, examined and publicly declared all sealed proposalS or bids offered for the following work, to-wit: That all of the roadway of East Twenty-seventh street from the Easterly line of Santa Fe Avenue to the Westerly line of the right of way of the Atchison, Topeka & Santa Fe Railway Company, including all intersections of street and alleys, (except such portions of East Twenty-seventh street as are required by law to be kept in order or repair by any person or company having rail- road tracks thereon), be graded to the official grade, and paved with asphalt, concrete pavement on a cement, concrete base in accordance with plans No. 141, adopted by said Board of Trustees and on file in the office of the City Engineer, and in further accordanc~ with specifioations No. 14, adopted by said Board of Trustees, and on file in the office of the City Clerk. The Board of Trustees of the City of Vernon determine that serial bonds shall be issued to represent assess- ments of ~wenty-five ($25.00) Dollars or over for the cost of said work or improvement; said serial bonds shall extend over a period ending nine (9) years from and after the second day of January next succeeding the date of said bonds, and an even annual proportion of the principal swn thereof shall be pawable, by coupon, on the second day of January, every year after their date and until the whole is paid; and the interest shall be payable semi-annually, by coupon, on the second days of January and July, respectively, of each year, at the rate of 7% per annwn on all swns unpaid, until the whole of said principal and interest are paid. Said bonds shall be issued in accordance with the provisions of an Act of Legislature of the State of California, entitled "An Act to provide a system of street im.- provement bonds to represent certain assessments for the cost of street work and improvements within municipalities, and also for the payment of such bonds," approved February 27th, 1893, and of all acts supplementary thereto or amendatory thereof. HEREBY REJECTS ALL of said bids except that next herein mentioned, and hereby awards the contract for said work to the lowest, regalar, responsible bidder, to-wit: L. A. Paving Co. One at the Northwest corner of Santa Fe Avenue and Thirty-seventh street, another at the Uorthwest corner of Santa Fe Avenue and Thirty-eighth street, and another at the front door of the City Hall. Upon motion of Trustee Durbin, seconded by Trustee Kniffin, said resolution of award was adopted by the following vote: Ayes: Trustees Durbin, Furlong, Kniffin and Leonis. Noes: Trustees none. City Marshal Garr was instruct,ed to construct fence across Boyle Avenue at Vernon Avenue, so as to obstruct all vehicle traffic at this point on Boyle avenue, as a measure of safety. Upon motion of Trustee Leonis, seconded by Trustee Kniffin, Harry A. Chamberlin was appointed City Attorney of the City of Vernon, by the following vote: Ayes: Trusteos Durbin, Y~iffin, Leonis and Furlong.
