19180416 Regular City Council Meeting - Minutes ADJOURNED REGULAR MEETING. An adjourned regular meeting of the Board of Trustees of the City of Vernon, county of Los Angeles, State of california. was held on the ~6th day of April 191 8 at 2 0' olook: , , P. M. of said day at the regular meeting plaoe of said Board in said Oity of Vernon, which said place is the plaoe fixed by ordi- nance for regular me!~~~~lOf said Board to be held, pursuant to adjournment from the ~.8~}a~ meeting held the 15th day of Apri~, 191 8, There were present at such meeting Trustees, Furlong, Kniffin, Leonis and Durbin. There were absent from such meeting Trustee, Stevens. President Trustee J. J. Furlong presiding. Th~ minutes of the meeting April 2nd, 1918, , were: read. by the Clerk , held on 191 Upon motion duly made, seconded and carried, that portion of said minutes as follows, "A party who stated he was representing the \T.hite Sox Baseball Team, appeared before the Board asking permission to playa game of baseball at Maier Park for the benefit of the Red Cross. Upon motion duly,made, seconded and carried, this matter was referred to a Committee of the Vlhole," was corrected to read. 11 A. party who stated he was representing the lihi te Sox Baseball Team, appeared before the Board asking that permission be granted to play a game of baseball at Maier Park for the benefit of the Red Cross. The party addressing the Board was informed that the basebal~ park referred to was privately owned property, and that the Board had no jurisdiction to act in such a matter. n Upon motion duly made, seconded and carried, minutes as corrected were approved. Application of Crescent Refining and Oil Company, dated April 16th, 1918, for permit to operate an oil refinery at 28th and Santa Fe tracks, was read by the Clerk. Upon motion duly made, second.ed and carried said application was referred to a Cormnittee of the Whole, and City Clerk was instructed to advise the Crescent Company to furnish a n accurate description of the land upon which they >> ,\ desire to operate. Application of Vernon Feed & Fuel Company, dated .A.pri~ 15th, 1918, for permit to build and operate an alfalfa grinding and mixing 44: mill on East 38th street, read by the Clerk. Upon motion of Trustee Leonis seconded by Trustee Durbin, said permit was granted 2ermits to hanl sand, gravel or dirt, over public streets in the City of Vernon, were granted to the following; J. D. Scott, 1192 E 57th street, Los angeles, Calif. A. Raley, 1317 E 33rd street, Los Angeles, Calif. R. L. Armstrong, 431 South Grand avenue, Los .~geles, Calif. Mpp of Tract ~o. 3271 - presented by Howard Huntington, was approved. Communication from Howard I:IcCurdy dated April 6th, 1913, requesting the Board of Trustees to appoint Leo G. Theal Deputy City Engineer during his absence, read by the Clerk. Upon motion duly made, seconded and carried, Leo G. Theal was so appointed Deputy City El1.gineer during the absence of Howard McCurdy, City Engineer. The follOilving resolution was, introduced and read by the Clerk: "RESOLUiJ.1IOH HO. 167. WHEREl~, the Congress of the United States recently enacted a law commonly known and designated as the Daylight Savings Law, which law is now in full force and effect throughout the United States of America, and WHER~~S, under and by virtue of the provisions of said law, the clocks of the United states of America and its various political subdivisions, were, on the 31st day of l.Iarch, 1918, at the hour of 2 0 I clock A. M., turned ahead one hour, now THEREFORE, BE IT RESOLVED by the Board of Trustees of the City of Vernon, that the City of Vernon does hereby adopt the new time as provided for by the said Da;llight Saving Law and it is further resolved that the Clerk of the City of Vernon be, and he is hereby authorized and directed to set all the cloclcs of the City of Vernon in accordance vlith the new time as established by the said act of Congress. IT IS FURTHER RESOLVED that in the future all. the proceed- ings, meetings, affairs and business of the B~ard of Trustees 45 Page 3 - l',~inutes April 16th, 1918. and the City of Vernon shall be conducted and carried on at the time as established by the said Daylight Saving Law of Congress. I hereby certify that the foregoing Resolution was passed and adopted by the Board of T~ustees of the City of Vernon, at a regular meeting thereof, duly and regularly held at the City Hall on the 16th day of April, 1918. Draft of an ordinance, entitled llAn Ordinance making it unlawful to appear in a public place in a state of drunkenness or intoxication or on any private premises in a state of drunk- enness or intoxication to the annoyance of any other person, and providing the punishment therefor,"was introduced and read by the Clerk. Application of Bennie T. Lenz, dated April 11th, 1918, for license to operate a lunch wagon on Santa Fe Avenue at 48th street, was read by the Olerk, and ordered filed. Application of J. I~. Kenney, dated April 11th, 1918, for permit to operate a lunch wagon, read by the Clerk and ordered filed. Application of Fred Horn, dated April 11th, 1918, for permit to operate a lunch wagon at S. E. corner 26th street and ~ameda street, read by the Olerk, and ordered filed. Application of Harry V.
