19181217 Regular City Council Meeting - Minutes REGULAR MEETING. A regular meeting of the Board of Trustees of the City of Vernon~ Oounty of Los Angeles, and State of California~ was held on the 17th day of December , 1918 , at Z o'olook P. M. of said day at the regular meeting place of said Board in said city of Vernon, which said time and place is the time and place fixed by ordinance for regular meetings of the said Board to be held. There were present at such meeting Trustees, and Kniffin. There were absent from such meeting Trustee, Leonis~ Furlon~ Durbin and Stevens. President Trustee J. J. Furlong presiding. The minutes of the meeting , held on November 19th, ~~~dx., 1918 , were: read by tp.e Clerk and upon motion duly made, seconded and carried, were approved. Resolution entitled "Resolution of the Board of Trustees of the City of Vernon ordering the improvement of East. Forty-sixth street and Pacific boulevard as contemplated by resolution of Intention No. 172," was introduced and read by the Clerk, but inasmuch as the Government had not as yet released this street, the resolution was laid over. Communication from City Attorney Chamberlin dated December 17th, 1918, relative to Southern California Gas Company's refusal to pay 2% of gross receipts arising from the use and operation and possession of its franchise, read by the Clerk. After consideration of the matter City Attorney Chamberlin was instrncted to notify the Southern Calif- ornia Gas Company by letter that unless payment on the 2% basis as required by ordinance granting their franchise was not forthcoming by January 1st, 1919, that the Board of Trustees of the City of Vernon would proceed with whatever means were wi thin its power to force them to comply with their contract. Motion by Trustee Kniffin, seconded by Trustee Leonis; Ayes; Trustees Furlong, Leonis and Kniffin, noes, Trustees none, absent, Trustees Durbin and Stevens. City Attorney Chamberlin was ordered to prepare a new excavation ordinance. Building permit was granted to Vernon Oil Refining Company for the construction of an office building upon the west 280 feet of Lot A Tract No. 2720 Map Book 28, page 50 of Maps, records of Los Angeles r4 County, California. 103 Page 2 - minutes Meeting December 17th, 1918. Application of South Los Angeles Land & Water Company for excavation permit, laid over. Financial report on City of Vernon for month of November, 1918, read by the Clerk, and ordered filed. Mr. C. J. Harcus, Sr., appeared before the Board asking for permit to operate lunch stand at corner of Vernon and Santa Fe avenues, and the matter was referred to the Police Department. Petition from Southern California Edison Company, asking the Board of Trustees of the City of Vernon to offer for sale and sell a franchise granting them the right to transmit and distribute electrical energy in the City of Vernon, was introduced and read by the Clerk. U~on motion duly made, seconded and carried, said petition was laid over. Communication from City Railroad Company of Los Angeles dated December 17th, 1918, and signed by Mr. S. M. Haskins its attorney and agent, offering City of Vernon a deed to all of its right of way on Pacific Boulevard from Santa Fe avenue to Fruitland road, excepting the center thirty feet thereof, for street purposes, read by the Clerk, and upon motion duly made, seconded and carried same was laid over. Thereupon Trustee Leonis was appointed Temporary member of the Finance Committee in the absence of two members, Trustees Durbin and Stevens. Communication from California State Board of Health dated December 12th, 1918, regarding tegulations for the control and prevent- ion of epedemia influenza, was read by the Clerk, and ordered filed.
