ADJOURNED REGULAR MEETING.
An adjourned regular meeting of the Board of Trustees of the
Oity of Vernon, county of Los Angeles, State of california. was
held on the 21st day of Ju.ly 1919 I at 11. 0' clock
A ~. M. of said day at the regular meeting place of said Board in
said City of Vernon, which said place is the place fixed by ordi-
nance for regular meetings of said Board to be held, pursuant to
adj ournment from the regular meeting held the 15tlla.y of July
1919 ,
There were present at such meeting Trustees, Leonis, Kniffin,
and Furlong.
There were absent from such meeting Trustee, stevens and
Durbin.

Draft of an ordinance numbered 211, entitled, crAn ordinance
fixing the amount of money necessa~ to be raised by taxation as rev-
enueto carryon the various Departments of the City of Vernon for
the year 1919-1920 and to pay the bonded indebtedness of said City",
was read for the second t~e. Upo~ motion of Trustee Leonis seconded
by r.rrustee Y..niffin said ordinance was passed and adopted by the fol-
lowing vot.e.
Ayes; Trustees Leonis, Furlong and Kniffin.
Hoes; none
Absent; :.rrustees Stevens and Durbin.
Protest of W. C. Greene and lrrs. W. C. Greene against the proposed
improvement of East 26:1ili Street as declared in Resolution of Intention
lIo. 174 passed May 20th, 1919, was read by the Clerk"denied'bythe
Board and ordered filed.
Thereupon Resolution No. 176 reading as follows:
VlliEREAS, the California Vehicle Act as amended by the Legislature
of the state of California at its last session w1l1 on and after July
22, 1919, on which date the amendments to said Act bec.omes effective,
req:m-re the erection and maintainance bw: the various counties and munic-
ipalities of the State of California of certain speed limit signs as a
condition pre-reqUisite to the enforcing of the regulations of the speed
of vehicles contained in Section 22 of said Act, and
WHEREAS, the City of Ve:rn.onis desirous of enforcing and. complying
with this law. and
WHEREAS, the Automobile Club of Southern California, an ineorpor-

ated, non-profit association of motorists residing in Southern California
has erected a sign posting system covering all of the principal highways
of Southern California and the principal highways leading into Soutaern
California throughout the western States, and is therefore particularly
well equipped and qualified to perform the work of erecting the signs
which the California Vehicle Act requires, by Section 1, Subdivisions
5 and 6 of the said Act, the various counties and Cities to erect; and
the said Automobile Club of Southern California having offered to erect
in the. City of Vernon. free of charge, all signs necessary for a full
compliance with the law upon the agreement of the said City of Vernon to
employ said CIUlh to maintain said signs and to pay said Club the actual
cost of replacing or rel)airing such signs or repairing become necessary.
HOW THERElfORE BE IT RESOLVED that this Board does hereby authorize
its Chairman to execute a contract on behalf of the City of Vernon with
the said ~utomobile Club of Southern California, a corporation, for the
said Resolution was passed and adopted by the following vote:

Upon motion duly made, seconded and carried Trustee Furlong,
President of the Board of Trustees of the City of Vernon, was authorized
to execute a contract between the City of Vernon and the Automobile
Club of Southern California, a corporation, for the erection of Speed
warning signs as set forth in Resolution No. 176 passed and adopted by
the Board of Trustees on the 21st &ay of July, 1919.
Thereupon Resolution No. 175 reading as follows:
Resolution of the Board of Trustees of the City of Vernon ordering
certain improvement work to be dOlle on certain portions of East T'llenty-
sixth Street in the City of Yernon.
THE BOARD OF TRUSTEES OF THE CITY OF VERlWN :DO RESOLVE .AS FOLLOWS:
Section 1, That the Board of Trustees of the City of Yernon deems
it to be required by the public interest and convenience, and hereby
orders that the followi~g street work be done, to wit:-
That a cemaat concrete gutter eight inches thi~ and ~ielve inChes
wide be constructed parallel and adjacent to the curb along the north
side of the roadway of East ~,enty-sixth Street from. a poin ten feet
westerly of the Easterly line of Santa Fe Avenue to a point ten feet
westerly of the Westerly line of Minerva Street and that a cement concret
gutter, eight inches thick and twelve inche4 wide be constructed parallel
and adjacent to the curb along the south side of.the roadway of East
Tv'lenty-sixth Street from a point tvvof.eet easterly of the Southern,Pac-
ific Railway Company and San Pedro, Los iillgeles and Salt Lake Railway
Company tracks intersecting East Tvventy-sixth Street to a point two feet
westerly of~he Westerly tracks of the Atchison Topeka and Santa Fe
Railway Company intersecting East Tv'ienty-sixth Street, all in the City
of Vernon, in accordance with, and in the mal~er and within the limits
described in,Resolution of Intention No. 174, adopted on the 20th day of

11ay, 1919, and Plans No. 106 and Specifications No. 10 adopted therefor
by the Board of Trustees.
That the northerly eight feet of the roadway of East ~venty-sixth
Street from a point ten feet easterly of the Easte~ly line of Santa Fe
Avenue to a, point ten feet vlesterly of the ~ line of Minerva StreEt
in the City of Yernon be graded to the official grade and paved with
asphalt concrete pavement on a six inch cement concrete base and surfaced
with twoinch asphalt concrete wearing surface in accordance with Plans
No. 106 and Specification No. 14, adopted therefor, and Resolution of

That the southerly eight feet of the roadway of East T\venty-sixth
from a point two feet easterly of the Southern Pacific Railway Comapny
and San Pedro, L04 .Angeles and Salt Lake Railway Company tracks inter-
secting said East Twenty-sixth Street to a point two feet westerly of
the ~1esterly tracks of the A.tchison. Topeka and Santa Fe Railw&y Company
tracks intersecting said East ~venty-sixth Street in the City of Vernon
be graded to the official grade and paved ~ith asphalt-concrete pavement

concrete wearing surface in accordance with Plans no. 106 I}Ild Specifica-
tions no. 14 , adopted therefor and Resolution of Intention No. 174

That the centre twenty feet of the roadway of East l'Wenty-sixth
Street from the eaterly line of Santa Fe Avenue to a point two feet west-
erly of the Westerly tracks of the ~itchison, Topeka and Santa Fe Railway
Company intersecting s&id East ~lenty-sixth Street including all inter-
sections of streets and alleys be re-surfaced with asphalt-concrete
wearing surfacein accordance with Plans No. 106 and Specifications No.
14 adopted therefor and Resolution of Intention No. 174. adopted on the
20th day of May, 1919.
EXCEPTING, however, from all of the aforedescribed work such
portion or portions of said street or any part theremf as is or are re-
cuired by law to be kept in order or repair by any person or company
having railroad tracks thereon.
REFERENCE is hereby made to the plans and specifications herein-
above mentioned and Resolution of Intention No. 174 for further partic-
ulars regarding the work or improvement hereby erdered.
All of the herein ordered work shall be dmne in pursuance of an
act of the Legislature of the State of California entitled, rr An act to
provide for work upon streets, lanes, alleys, courts, places and side-
walks, and for the construction of sewers rli thin municipalities, H approv-
ed Uarch 18th, 1885, and the several acts amendatory thereof and supple-
mentary thereto.
Section 2. It is further deterrnined, in pursuance of an act of the
Legislature of the State of California, entitled "An act to provide a
system of street improvement bonds to represent certain assessments for

the cost of street work and improvement within municipalities, and also for
the payment of such bonds," approved February 27th, 1893 and the several
acts amendatory thereof and supplementary thereto, that bonds shall be
issued to represent assessments of twenty-five dollars or over for the cost
of said work and improvement hareby ordered done. Said bonds shall be seria
extending over a period of nine years from the second ay of January next
succeeding the issuance of said bonds, and an even annual proportion of the
prmncipal sum thereof shall be payable by coupon on the second day of Januaw
every year after thJir date until the whole is paid, and to -bear interest
at the rate of six per cent per annum on all sums unpaid, until the whole
of said principal and interest is paid; said interest shall he payable by
COUl)On semi-annually on the second day of January and July respectively
of each and every year.
Section 3. That the City Clerk be, and is hereby directed and
required to post, or cause to be posted and kept posted, this resolution
conspicuously for two weeks in three of the mos.t public places in the City
of Vernon, to wit; the northwest corner of Thirty-eighth Street and Santa
Fe Avenue, the no~thwest corner of Thirt~y-seventh Street and Santa Fe
.1venue and the northwest corner of Thirty Eighth and Irving Streets, there
being no daily, semi-weekly or weekly newspaper published and circulated
in the City of Vernon.
Section 4. The City Clerk is hereby directed and required to
post conspicuously for five days on or near the council ch&nber door of the
BOard of Trustees in the City Hall of the City of Vernon, notice with
specifications, inviting sealed proposals or bids for doing the work here-
by ordered done, there being no newspaper published in said city. Said
notice shall r~tiuire that all proposald or bids offered shall be accompan-
ied by a cheill~ payable to the order of the President of the Board of
Trustees of the Ci ty of Vernon, ce.ctified by a responsible b,j"rik:, for an
amount which shall not be less than ten per cent of the aggregate of the ~
proposal, or by a bond for the said amount and so pa:;able, signed by the
bidder and b~T v.yO suri ties who sh:..:.1l justify, before s~ny officer competent
to administer all oath, in double the said amount, and over and above all
statutory exemptions.
