REGULAR MEETING.
A regular meeting of the Board of Trustees of the City of
Vernon, County of Los Angeles, and State of California, was held
on the 5th day of August , 1919 , at 2 o'clock P. M. of
said day at the regular meeting place of said Board in said City
of Vernon, which said time and place is the time and place fixed by
ordinance for regular meetings of the said Board to be held.
There were present at such meeting Trustees, Furlong. Leonis
and Kni ffin
There were absent from such meeting Trustee, Stevens and Durbin.

The minutes of the meeting, held on the 15th day of
July 1919, ~ and the adjourned
Regular meeting held on the 21st day of July, 1919. were read by
the Clerk and upon motion duly made, seconded and e:arried., were
approved.
Upon motion duly made. seconded andmearried the City Clerk
was instructed, to notify all persons or firms engaged in the liquor
business that all liquor licenses have been suspended from July 1,1919.
It was regularly moved and seconded that the petition of
C. Oliver who appeared before the Board in peEson, for a permit to
use the Base Ball Park for the purpose of holding baseball games be-
tween his team of oolored players and any other team, be lud over
until a meeting comprising a fUll Board be held.
The Clerk was instructed to open the bids for street work
enteilect pursuant to Besolution No. 175 of the Board of Trustees of
the City of Veraon, adopted on the 21st day of July, 1919. These

After the reading of the bids same were given to City
Engineer Howard MoCurdy with the request that he ascertain the lowest
bidder. and City Engineer McCurdy left the Chamber to make such cal-
culations.
City Engineer McCurdy returned to the Chamber and reported
that the L. A. Paving Company was the lowest bidder.
Thereupon Resolution of Award No. 178, reading as follows;
RESOLUTION OF AWARD no. 178.
WHEREAS, the Board of trustees of the City of Vernon, having
in open session on the 5th day of August, 1919, opened, examined and
pibliely deolaeed all, sealed proposals or bids offered and received in
accordance with the notice inviting the same heretofore posted in ao-
eordance with Resolution of the Board of Trustees No. 176 for the
following work, to wit:
That a cement concrete gutter eight inches thick and twel..e
inches wide be constructed parallel and adjacent to the curb along the
north-side of the roadway of East Twenty-sixth Street from a point ten
feet easterly of the easterly line of Santa Fe Avenue to a poin ten
feet westerly of the westerly line of Minerva Street and that a cement
concrete gutter, eight inches thick and ~welve inches wide be construc-
ted parallel and adjacent to the curb along the south side of the road-

Vernon, the Clerk of the Board of Trustees is hereby directed to post
notice of this award conspicuously. for five days on or near the chambex
door of the Board of Trustees at the City Hall in the City of Vernon.

It was regularly moved and seconded that the City Clark be di-
rected to return the bonds together with the rejected bids of Fairahild-
Gilmore-Wilton Company and Bryant Austin. Inc. said bids beint; pursuant to
Resolution Ho. 175 of the Board of frustees of the City of Vernon, adopted
on the 21st day of July, 1919.

APplication of W. J. Gorham for a building permit to erect sheds
and tanks on premises known as the North 40 feet of Lots 29, 30 and 31 of
Block E. Day Star Tract for the purpose of a cWlning establishment for
putting Wilshire gasoline into cans and cases. was granted.
Clerkts financial report on the City of Vernon for the month of
July. 1919 was read by the Clerk and referred to the Finance Committee.
An ordinance prohibiting the erection and maintainanc..e of slaught-
er houses. oil refineries, fertilizer. gas and chemical plants within
certain districts in the City_ of Vernon and repealing all ordinances or
parts of ordinances in conflict hereYlith't Was introduced, read by the Clerk
and laid over.
The a.pplication of the Highway Transportation Company for a
permit ,to operate and conduct an automobile express and freight transport-
ation line through the City of Vernon. under, and in accordance with, the
provisions of Chapter 213. Sta.tutes of 1917, Was filed and read by the
Clerk. Upon motion duly ma.de and seconded. the hearing of said a.pplication
wa.s set for the 2nd day of September, 1919. at the hour of 3 o'clock P.M.
of said da.y. at the City Ha11 of the City of Vernon, a.t the Northwest
corner of Thirty-eighth and Irving Streets. said City.
Map showing the assessment district for the improvement of East
Forty-sl~th Street and of Pacific Boulevard in the City of Vernon as con-
tmplated in Resolution of Intention No. 17~ adapted by the Board of trustees
on the 5th day of August 1919, was submitted to the Board by the City

It was regularly moved and seconded that Plans and Profiles Nos.
14380, 143b and 143c and Specific..ation Has. 9, 10 and 14, presented by the
City Engineer of the City of Vernon be, and they are hereby approved and
adopted for the improvement of Pacific 30ulevard and East Forty-sixth
Street and it is hereby ordere! that the Plans and Profiles hereinabove
referred to be filed with the City Engineer of the City of Vernon and that
the Specifications hereinabove referred to be filed in the office of the
City Clerk of the City of Vernon.
Thereupon Resolution of Intention No. 177 reading as follows:
"Resolution of the Board of Trustees of the City of Vernon, declar
ihg its intention to imp~ove East For~y-sixthe street from the
easterly line of Pacific Boulevard to a point thirty feet west of the wester
ly boundary line of the Los Angeles Fruit Land Association Tract, as per
map recorded in Book 3, Page 156, 11iscellaneous Records of Los Angeles CounW
and Pacific Boulevard from the Easterly line of Santa Fe Avenue to the
northerly line of Fruitland Raol, all in the City of Vernon, and declaring
the work or improvement to be of more than 10caJ. or ordinary public benefit
and that the expense of said work shail be assessed upon a district, and
specifying the exterior boundaries of the district of land to be affected
or benefited by said work or improvement.
WHEREAS, the public interest and convenience require that the
street work and improvement hereinafter described should be dane. ana
\1HEP.EAS, in the opinion of the Board of Trustees of the City of
Vernon, said contemplated work and improvement is, and the same is hereby
declared to be, of more t~an local or ordinary public benefit.
UOVl THEREFORE, the Boa.rd of Trustees of the City of Vernon do
hereby resolve and declare that it is the intention of the Board of Trustees
of said City to order the following work and improvement to be done in
said City, to wit:
(A) That both the raadways of Pacific Boulevard in the City of
Vernon, from the easterly line of Santa Fe Avenue to the Northerly line of
Fruitland Road, including all intersections of streets, alleys and lanes, be
graded to the official grade, andpaved wi th asphalt concrete pavement on a
cement concrete base in accordance with Plans and Profile No. 14380 and
Spe,cifica.tions no. 14 of said City.
(B) That a cement gutter one foot in width, be constricted along
the outside of both roadways of said Pacific Boulevard in the City of Vernon
from the easterly line of Santa Fe Avenue to the Northerly line of Fruit-
l~d Road, in accordance with Plan and Profile No. 143a and Specifications
No. 10 of said City.
(C) That a cement curb be constructed along the outside of each
roadway of said Pacific Boulevard from the easterly line of Santa Fe Avenue
to the northerly line of Fruitland Road, in accordance with Plan and
Profile No. 142a and Specifications No. 9 of said City.
CD) That all of the roadway of East Forty-sixth Street in the
City of Vernon from the easterly lin of Pacifie: Boulevard to a point thirty
feet west of the westerly boundary line of the Los Angeles Fruit Land Assoc-
iation Tract, as per Map recoriid in Book 3, Page 16~, 1liscellaneous Records
of Los Angeles County, State of California, including all intersections of
streets, alleys and lanes, be graded to the official grade, and paved with
asphalt concrete pavement on a cement concrete base in accordance with Plan
and Profile No. 143b and Specifications No. 14 of s~id City.
eE) That a cement gutter, one foot in width, be constructed along

cordance with Plan and Profile No. 143h and Specifications NoilO of said ciW

roadway of East Forty-Sixth Street in accordance with Plan &nd Profile
No. 143c of said City.
. . E'=CEPTING, however. from all of the aforedescribed work, such
port~on or portions thereof as is, or are, required by law to be kept in
order or rep~lr by any person or company having railroad tracks thereon.
All specifications herein referred to have been adopted by the
Board of Trusteees fOIf the work and improvement herein proposed to be done
and are on file in the office of the Clerk of the City of Vernon.
. All Plans and Profiles herein referred to have bean adopted by
the Board of Trustees for the work and improvement herein proposed to be
done and are on file in the office of the Engineer of the City of Vermon.
REFERn1CE is hereby made to the plans and specifications herein
referred to for further particulars regarding the intended work and Improve-
nMant .
And said Board of Trustees does hereby determine and declare that
said proposed work and improvement is of more than local or ordinary pub-
lic benefit and will affect and benefit the lands and district hereinafter
described, which said district is hereby declared to be the district ben-
efited by said work and improvement, and that therefore the entire cost and
expenses of said work and improvement shall be, and it is hereby made
chargeable against,and shall be assessed upon said lands and district,

It is hereby determined, in pursuance of an act of the legislat-
ure of the State of California, entitled, tl ,An act to provide for a system
of street improvement bonds to represent certain assessrrents for the cost
of street TIork ~nd improvement within municipalities, and also for the pay-
ment of such bonds, IT Ul)proved Febl'uary 27th, 1893, as thereafter amended,
that bonds shall be issued to repr'esent assessments of twenty five dollars
or over for the cost of said vvork and inrorovement. Said bonds shall be

serial, extending over a period of nine years from the second day of Jan-
uary next succeeding the issuance of said bonds, an even annual proDortiou
of the lJrincilJal sum thereof shall be payable by coupon on the seco;;'d day
of January every year after their clate until the iNhale is paid, and to bear
interest at the rate of seven per cent per annum on all sums unpaid until
