19210315 Regular City Council Meeting - Minutes REGULAR MEETING. A regular meeting of the Board of Trustees of the City of Vernon, County of Los Angeles, and State of California, was held on the 15th day of March 1921 , 191 , at 2 o'clock P. M. of said day at the regular meeting place of said Board in said City of Vernon, which said time and place is the time and place fixed by ordinance for regular meetings of the said Board to be held. There were present at such meeting Trustees, J.J.Furlong,Leonis.Kniffin.Kornad~ and Durbin. There were absent from such meeting Trustee, None President Trustee J.J.Furlong presiding. The minutes of the meeting, held on March 1st and Mar. 7th 1921 191 , were: read and laid over for correction. Letter from the Board of Fublic Works of Los Angeles granting the Cit~ of Vernon the right to connect on to the sewer on east Fift~-first St. Los Angeles was read and ordered filed. Application of the Globe Cotton Oil Mills was read and ordered held until receipt of a letter from the Globe Mills assuming any damages in conaection with the proposed work. Application of the South Los Angeles Water Co. to excavate in Santa Fe Ave at 65th St was approved subject to receipt of a letter from the Griffin Wheel Co.granting permission to cut their sidewalk. Applications of the Southern Calif.Gas Co.to excavate at 2126 East 38th St and2416 East 56th St for service connections was read and approved. Application of S.J.Wood for a building permit on Lot 42 Blk.2 Aldine Sq. Tract was read and approved. Application of J.P.Alpeter for a building permit on Lot 44 and W.6 feet of Lot 46 Elk.2. Aldine Sq. Tract was read and approved. The following res'lut1on known as resolution Ro.191 was read and approved upon motion duly made,seconded and carried. RESOLUTION 10.191 A resolution by the Board of Trustees of the Ci~y of Vernon declaring void all Deput~ City Marshall appointments heretofore made and authorizing the issuing of new and diffe.ent shields to be worn by all Deputy City Marshalls hereafter appointed. WHEREAS, It il deemed advisable to cancell the appointments of all dt:pJ.ty C1tyM~shal18her.tofo:r.appointed and declare all shields heretofore won by Deputy City ~mrshalls void. Bew appointments to be made only after the approval by the Board of Trustees of a written application made by the applicant for a new appointment and WHEREAS, Bew Deput~ City Marshall shields shall be of a. design approved b~ tl the Board of Trustees.and a deposit of $6.00 will be made b~ each person. 0.."-)"'3 .....'l..>.. Page 2 meeting Mar.16.1921 receiving new appointment and shield either as a Deputy or as a Watchman said deposit to be refunded upon return of shield which will cancel said new appointment. THEREFORE BE IT RESOLVED BY THE BOARD OF TRUSTEES OF THE CITY OF VERB ON , that all Deputy City Marshalls appaintments heretofore made b, and is hereby declared void and shields of a design worn by all Deputy City Marshalls heretofore appointed are hereby declared void and BE IT FURTHER RESOLVED that all appointments made hereafter shall be made after the approval by the Board of a written application for such appoint- ment and BE IT FURTHER RESOLVED that a deposit of $5.00 be required from each person receiving a shield under any fusure appointment,said deposit returnable upon the cancelling of the appointment and the return of the shield. I, Thomas J.Furlong,Clerk of the City of Vernon do hereby certify that the foregoing resolution was duly and regularly adopted by the Board of Trustees at a regular meeting held on March 16th 1921. An ordinance defining,regulating and eieensing the business of PRIVATE fiATCB. OR PATROL SERVICE transacted and carried on in the City of Yernon, and prescribing the penalties for a violation hereof. Tl!E BOARD OF TRUSTEES OF THE CITY OF VERNON DO ORDAIN AS FOLLOWS: Section ~. It shall be unlawful for any person,firm or corporation either as owner,agent or employee to engage in the business or occupation of watching or patroling for compensation two or aore business establish- ments or residental prem1ses,except as hereinafter provided. Section 2. Any person,firm or corporation,either as owner , agent or employee desiring to engage in the business or occupation of Watching or Patroling or to conduct a Watch or Patrol Senice shall first secure a permit from the Board of ~rustees so to do. Application for said permit to be filed in writing with the City Clerk. , Section 3. Any person,firm or eorporation,either as owner , agent or employee desiring to engage in the business or occupation of Watching or Patroling shall upon the Board of Trustees granting a permit so to do,and upon being notified that said permit has been granted,deposit with the City Clerk a bond in the amount of one thousand dollars ($1000.00) as a guarantee. Section 4. A lieense fee of $5.00 per month shall be charged,said license due and payable to the City Clerk on the first day of each month in adTance. Section 5. . The Board of Trustees retains the right to revoke for cause any permit before the expiration date of same. Section 6. All permits granted shall be for one year only and sha.ll be renewed at the expi*ation of same. Section~. In addition to making application for a permit to conduct a business of Watching or Patroling,an application will be made in writing to the Board of Trustees by each person or individual for a Deputy City Marshalls appointment,subjeet to the rules and regulations now in foree by the City Marshall. Seotion 8. Any person,firm~ or corporation,either as owner,agent or employea.directly or indirectly,violating any of the provisions hereof shall be,and is hereby deolared to be guilty of a. misdemeanor and shall. upon conviction thereof.be punishable by a fine of not more than three hundred dollars ($300.00) ,or by imprisonment in the City Jail for a tera not exceeding three (3) aonths,or by both such fine and imprisonment.And eTery day that any such Watch or Patrol Service shall be kept or maintained contrary to the provisions hereof shall be and it is hereby made a seperate and distinct offense hereunder and punishable as such. The Clerk shall certify to the passage of this ordinance and thereupon shall post.or cause to be posted true and correct copies of the same in three of the most public places in the Ci t.y of Vernon. to wit: - The Northwest corner of East Thirty -eighth Street and Santa Fe Ave.the no~lh west corner of East Thrity-seventh Street and Santa Fe Ave and at the entrance of the City Hall at the Northwest corner of East Thirty-eighth Street and Irving Street,there being no newspaper of general circulation published and circulated in said city. An ordinance regu.lating the unloading from railroad oars easing head gasolin was ordered drawn. Application of 1~.Gorman for a position on the police department was laid o"fer.
