19210419 Regular City Council Meeting - Minutes REGULAR MEETING. A regular meeting of the Board of Trustees of the City of Vernon, County of Los Angeles, and State of California, was held on the 19th day of April 1921 , 191 , at 2 0' clock P. M. of said day at the regular meeting place of said Board in said City of Vernon, which said time and place is the time and place fixed by ordinance for regular meetings of the said Board to be held. There were present at such meeting Trustees, J.J.Fur1ong~Leonis~Kniffin~Hornaday and Durbin. There were absent from such meeting Trustee, None President Trustee J.J.Furlong presiding. The minutes of the meeting, held on March 15th and April 5th 1921 191 , were: read and approTed. Application of John Monkoff for a permit to build a resturant on the property on the east side of Santa Fe Ave just north of East 26th St. was read and approved. Application of W.D.Prater & E.L.Connors to conduct a watch and patrol service was read and laid over awaiting the return of the City Attorney. Application of John K.Campbell for a permit to sell the Boxing Blade Magazine on the streets of the city in front of the Fight entrance on ~~esday nights was read and referred to the Police Dept. Application of the Southern Calif.Gas Co.to excavate at 2408 East 56th St.for service was read and approved. The Financial report on the City of Vernon for the month of March was read and referred to the finance committee. An ordinance known as ordinance 1F 219 being an ordinance regula.ting the establishing and maintaining of excavations in the City of Vernon was read for the first time. Trustee Leonis reports in reference to the dumping of rubbish in the river bed just north of our 26th St.bridge that he has taken this matter up with the county authorities and the county flood control and that they are at work now to solve some method of illiminating this nuisance.Our bridge is in danger of having the bank at the east approahh washed out should a heavy fall of water pass down the riTer.The gradual filling in of the west bank would turn the river and force it to the east bank at the bridge.The suggestion was made that if the county did not take some definite immediate action that our City Engineer should go over the 23n ,._----.-..-.....",-.-.y., Page 2 of minutes of the meeting of April 19th 1921 situation and take the necessary steps to obtain an injunction against the parties responsible for the fill. The question of street lights was brought up under unfinished business and the suggestion made that we establish lights from the present poles at needed intersections.The street light committee are charting the city and determinating at which corners these lights are most needed and establishing the approximate cost of maintainance. Under unfinished business the matter of placing Ci ty Limit sigbs was again brought up.Trustee Durbin on the Committee in charge was not prepared at this time to render a report. A 1~.Snyder made application for a position as motor officer. Said applicati was taken under advisement. The matter of placing the Deputy City Clerk under bond was then taken up and it was moved and seconded that a bond of '6000.00 was to be affixed as the necessary bond.Mr.Keller the present deputy City Clerk was instructed to make arrangements to obtain said bond.
