19210621 Regular City Council Meeting - Minutes REGULAR MEETING. A regular meeting of the Board of Trustees of the City of Vernon, County of Los Angeles, and State of California, was held on the 21st day of June 1921 ,191 ,at 2 0' clock P. M. of said day at the regular meeting place of said Board in said City of Vernon, which said time and place is the time and place fixed by ordinance for regular meetings of the said Board to be held. There were present at such meeting Trustees, J.J.Furlong.Durbin,Hornaday and Kniffin. There were absent from such meeting Trustee, J.B.Leonis. President Trustee J.J.Furlong presiding. The minutes of the meeting, held on June 7th 1921 19l , were: read and approved. Application of A.'L.Etie for a permit to erect a building on Lots 10-11-12 of Block 6 of the New Vernon Add. was read and approved. Application of C .1.1. Ga;y' and Son for a permit to erect a new building on the N.E.Corner of 52nd and Alameda Sts. Was read and approved. Application of James Haynes for a permit to erect a new building on the N.E.Corner of Santa Fe Ave and Pacific Blvd. was read and approved Application of the South Los i~lgeles Land and Water Co. for a perrili t to excavate at Vernon Ave ~,_bout 50 feet west of HaJi'lthorne Ave. for water service was read and approved. Journel Voucher No.l14 transferring an additional amount necessary to take care of the Roadway and Alley find was read and approved. Application of the Vernon Commercial Co. for permission to install and maintain a small cooker in their plant for the cooking of bones of animals was read and denied. Financial report covering the month of 1~y 19~1 was read and referred to the finance committee. An ordinance was introduced by trustee Kniffin being an ordinance regulating traffic upon the public streets of the City of Vernon. A map and binder showing the assessment district for the opening and widening of an unnamed alley running easterly and westerly through Blocks 2 and 3 of the Aldine Square Tract and through Tract No.65 was presented and approved by the Board. The matter of placing City Limits signs along side the prinlklpaJ. streets to cover the new City Limits to the east and south was brought up by Trustee Hornaday and laid over for investigation. Resolution of Intention No.192. THE B01\RD OF TRUSTEES OF THE CITY OF VERnOn DO RESOLVE AS FOLLOWS: That the public interest and convenience require.and it is the intention of the, Board of Trustees of said city to order East Twenty seventh Street. a public street in said city.from the westerly line of the right of way of the Atchison TOpeb.,aa. ~ta Fe Railroad Company to the easterly line of the Day Star Tract.as per map recorded in Book 25.page 66,miscellaneous Records o~ Los Angeles County.excepting such portion or portions thereof as are required by law to be kept in order and repair.by any person,firm or company to be improved in the following manner.to wit:- That said street,between said limits,be graded to the official grade,and that the roadway space thereof be paved with six inch hydraulic cement, concrete,concrete bas and surfaced with a two inch asphalt-concrete wearing surface,in accordance with specifications No.15 and plan and profile No. 141 {a} of said City. That a concrete gutter eighteen inches in width be constructed aaong both sides of the roadway space of said street between said limits.as per specifications No.lO of said city,and as per said plan and profile. That a cement curb be constructed along both sides of the roadway space of said street between the aforesaid limits,in accordance with specifications No.9 and also as per said Plan and Profile. That an eight inch vitrified pipe sanitary sewer, together with manholes, flushtanks and other appurtenances.be constructed in said street between said limits,in accordance with Plan No.141 (b) and specifications No.l~ of said c~ city. to Which plans and specifications reference is hereby made for futbher particulars. All specifications herein referred to are on file in the office of the City Clerk of said City. All plans and profiles herein referred to are on file in the office of the City ~ngineer of said City. It is hereby determined bj the Board of Trustees that serial Bonds shall be issued to represent assessments of twenty-five ($25.00} dollars or over for the cost of said work or improvement; said serial bonds shall extend over a periOd of nine years from and after the second day of January next succeed- ing the issuance of said bonds,and an even annual proportion of the princLP& sum thereof shall be payable by coupon on the second day of January every year after their date until the whole is paid. The interest on said bonds fI! shall be payable semi-annually by coupon on the second days of January and July respectively,of each year,at the rate of seven (7) per cent per annum on all sums unpaid,untilthe whole of said principal and interest is paid. Said bonds and interest thereon shall be paid at the office of the City Treasurer of the City of Vernon. Said bonds shall be issued in accordance with,and pursuant to the provisions of an act of the legislature of the State of Californai,entitled,"An Act to provide a system of street improvemeIt bonds to represent certain assessments for the cost of street work and improvements within municipalities,and also for the payment of such bonds,n approved ~ebruary 27th 1893,and all acts supplementary thereto or ammend- atory thereof. . All of the herein proposed work shall be done in pursuance of an act of the legislature of the state of Californai entitled"_~ Act to provide for work upon streets,lanes,alleys,courts,places and sidewalks,and for the con- struction of sewers within municipalities,"approved March 18,1885,and all acts supplementory there.' or amendatory thereof. It is further resolved that the City l~rshall of said City of Vernon be, and he ~s hereby,selected,designated and appointed Superintendent of Streets of the City of Vernon , and as such,is hereby instructed,empowered and design- ated to perform any and all duties required of him by law. Resm1ution No.193. THE BOA....1ffi OF TRUSTEES OF THE CITY OF. VERlWl~ DO HEREBY RESLOVE AS FOLLOYiS:- That the following specifications for the construction of asphalt concrete pavement on a cement concrete base in the City of Vernon,to be known and designated as specifications No.15 be,and the same are hereby adopted for all street work hereafter done in said city: S?ECIFICATIONS No.15. FOR THE CONSTRUCTIOn OF ASPHALT CONCRETE 2AVEUENT on A CEI.TEHT COlJCEETE BASE IN THE CITY OF VERNOlJ. -1- Plans,Ete. The work herein proveded for is to be done in accordance with the pl&ns,profiles and cross-sections on file in the office of the City Engineer of the City of Vernon,and in accordance with the ordinance therefor,and all work shall,during its progress and on its completion,conform to the lines and levels which may,from time to time,be given by said City Engineer. -2- The work to be done as follows: 1. To excavate or fill in the area upon which the pavement,hereinafter provided for,is to be constructed,to such an extent and in such a manner as may be required by the plans,profiles,cross-sections and specifications. 2. To lay thereon the pavement as provided for hereinafter. 3. To furnish all the materials necessary to perform said work. 4. To do whatever else is required bt these speCifications. -3- SUB*GRiillE. The subgrade for that portion of the roadway which is to be paved,shall be such distance below and parallel with the finished surface thereof as is shown upon the adopted cross-section, -4- Grading shall include all filling,the removal of all earth,stone,or all other material,of whatever nature it may be,that may be encountered in preparing the street and shall also include all trimmings and shaping required to bring the surface of the street to grade and cross section. When mud or other soft material is encountered,it shall be rolled until the surface of the foundation ceases to sink under or creep in front of the roller.The Contractor,however,will not be required in such cases to excavate the mud or other soft dirt or material to a depth greater than two(2~ feet below sub-grade. All filling shall be done with good sound earth or gravel.Whenever a fill is to be made,the embankment shall be brought up in layers not exceed- ing one (1) foot in depth and each layer shall be thoroughly dampened and rolled \\'1 th a roller vlddghing not less than two hundred (200) pounds per lineal inch width of tire until it is firmly compacted. .r")> ,'1 ''''J ,.;..".:c. , Page 4 of meeting June ~l 1921 When special flooding is required,the contractor shall perform the same in accordance with the requirements as specified on the plans. No material of a perishable,spongy,or otherwise improper nature,shall be used in filling.The space over which fills are to be made shall first be cleared of all br~sh,timber,trash,or debris unfit for foundation. During the process of grading the street shall be maintained iB a reasonably good condition for traffic,care being taken to remove the surplus material as evenly as possible over the whole surface of the street. Not more than one half mile in length of any street shall be ploughed up before the laying of the concrete base is begum;nor shall more than one half mile in length of any street be ploughed up in advance of the laying of the concrete base,except where there are car tracks on the street,in which case one side shall be held intact until concrete base is begun on the other side.The contractor shall at all times maintain proper drainage on the street The width of the street to be graded,unless otherwise specified on the plans or in the ordinance of Intention,shall be held to mean the entire width of the street from property line to property line,and the roadway be*ween the curbs and pEoperty line shall be finished for its use as speci- fied herein. The spaces between the curbs and the property lines in cases where no cement walks are laid shall be graded to a plane rising at a rate of one guarte:r (~) inch in one (1) foot from the established grade at the curb line, and in cases where cement walks are constructed th& space between the curbs and the walks or the walks and the pro1?erty lines,as the case may be,shall be surfaced evenly with the tops of the curbs and walks. After a block or section has been graded,as above specified,the surface shall be thoroughly drenched with v:ater and \'ihen sufficiently dry shall be rolled with a steam or gasoline roller wmighing not less than four hundred (400) pounds to the line 1 inch width of tire until the surface is un- yielding. Whenever practicable the street shall be cross rolled as well as long rolled 10ngitudinally.Uepressions made by rolling shall be leveled up with good earth and again rolled. :.3uch IJOrtions of the street as cannot be reached by the roller,and all places excavated below sub-grade and refilled and all pipe trenches and other places that cannot be lJroperly compacted by the roller shall be tarrrped solid, and in cases of Viet liveather or soft or muddy ground making the use of the roller unsafe or improcticable,the rolling shall not be undertaken until the ground has bean sufficiently dry. The Contractor shall notify the Ci t~T 1:;ngineer vihan a block or a section has been brought to sub-grade ,1[1hen the latter will check the elevation of the same,and if the \iork is found to be satisfactory and in accordance with the specifications and grades given, the Contractor shall proceed as hereinafter mentioned. .... -5- COnCRETE BASE Upon the sub-grade prepared as above described,and thoroughly dampened, there shall be laid a concrete base of the thickness shown on the cross section and composed of the follov:ing m~;,terials to vii t:- 1. Portland Cement............l part by measure 2. Sand or stone screenings...3 parts by measure 3. Gravel or Broken stone.....6 parts by measure A sack of cement weighing 94 pounds net shall be considered as haying a volume of one cubic foot.The cement must be dumped from the sack directly into the mixer. * -6- COnCTIET]~ M.iTERIAL. CElIEHT. lUl cement shall be Portland cement, and must conform to the following requirements and be SlJ..bject to the following tests,which will be open to the contractor nd will be made by the uethods and under the conditiorr prescribed by the Committee on Cement Tests of the American Society of Civil Engineers. (a) Consistency. All cement for set tests,testpats and neat briquettes will be mixed with sufficient water to reduce the cement to normal consist- ency as prescribed by the Committee of the i~erican Society of Civil Engineer Neat briquettes will be pressed into the molds by hand,mld the mortar briquettes will be compacted by light tal)ping.Hortar Briquettes shall be mixa to a state of plasticity corresponding as nearly as possible to normal consistency in neat briquettes. 2-18 .'1J.c, Page 5 of meeting June 21 1921 (b) FINENESS. The ee~ent must be evenly ground,and when tested with the following standard sieves,must pass at least the following percentages by \veight: No.lOO sieve,having 100 meshes per lineal inch ..........9~~ No.200 sieve,having 200 meshes per lineal inch ..........75~ (c) TIME OF SJ~TTING. It shall develop initial set in not less than thirty (30) minutes,but must develop h~rd set in not less than one hour,nor more thante:an(10l hours. (d) TENSILE STRENGTH. Neat briquettes one (1) inch square in section shall attain a minimum tensile strength as follows,=.. At 24 hours in moist air.........................175 pounds. at 7 days(One (1) day in moist air,six (6) days in waterl........................................600 pounds. At 28 days (one (1) day in moist air,27 days in v'later)...................................................... .600 pounds. Briquettes one (1) inch scuare in secition,.made of one (1) part olf cement to three (3) parts of standard testing sand,shall attain a minimum tensile strength as follows: At 7 days (one (1) day in moist air,6 days in water........200 pounds. at 2.8 days(one (1) day in moist air 27 it ff IT ........275 pounds. The sand test must in all cases show an increase in strength 28 days over the seven days tests. (e) SOUNDNESS. Pats of neat cement about three (3) inches in diameter one half (~l inch thick at the center,and tapering to a thin edge,will be kept in moist air for a periOd of twenty four hours. A pat will then be kept in air at normal temperature and observed at intervals for at least tYJenty eight da.ys. .tnother pat will,. after having been kept in moist air twenty four hours be placed in water at normal temperature.The water shall then be heated to bmiling temperature and maintained there for three (3) hours. These pats,to satisfacto41y pass the requirements,must remain firm and hard,and must show on signs of distortion,checking,cracking,blotching or disintegrating. SM1D. All sand must be free from oil or organic matter and must not c contain more than seven (7) per cent ,by volume,of clay or silt.Not less than ninety (90) per cent,by weight,of the sand shall pass a S~Eeen having four (4) meshes to the lineal inch; at least fifty (50) per cent,but not more than eighty-five (85~) percent,by weight ,shall be retained on a screen having thirty (30) meshes to the lineal inch.Briquettes one (1") inch square in section made of one (I) part cement , conforming to these specifications and three (3) parts of the above sand,shall attain a minimum tensile strength equal to that required for standard sand at equal periods of time. STONE SCREmJINGS. Stonescreenings shall be such as are obtained in the crushing of clean,hard and durable stone,and shall be that portion which has passed through a one quarter (i) inch mesh screen,and shall otherwise conform to the requirements for sand above specified. GRAVEL. Gravel shall be clean,hard,free from more than five (5~) per cent ,by weight,of sand,and shall have sizes ranging from one Quarter (ill) inch minimum up to a size passing through a two (2"1 inch ring. Not less than thirty (30~) percent of its volume shall be material which will pass a three quarter (3/4} inch screen. If screened gravel is used,i t shall be composed of sizes betvIeen the allowed limits as they occur in nature. BROKEN ROCK. Broken stone shall be the run of the srusher,except,however that not more than five (5~) percent of its volume shall be material which will pass through a one quarter (.~") inch mesh screen, and not less than thir1y (30'10) percent of its volume shall be material which will pass a three quarte (3/4~1 inch mesh screen,It shall be clean.hard and durable in quality,shall range in size from the minimum moted above to such size as will pass a two (2") inch ring,and shall pass the following test: TESTING BBOKNN .::h'Ol~E. The broken stone tests for all stone used ullder these specifications shall be mad~ in accordance with the rnethods proposed by the American Society for Testing Materials. The rock used in the test shall be furnished by the contractor and shall be delivered by him at the testing machine when required by the Engineer. -7-- MIXING.Ececpt where prohibited by the width of the roadway to be paved, all mixing of concrete shall be don in a Q/~0 ~....1(."
