19211101 Regular City Council Meeting - Minutes REGULAR MEETING. A regular meeting of the Board of Trustees of the City of Vernon, County of Los Angeles, and State of California, was held on the 1 day of Nov.1921. ,191 ,at 2 o'clock P. M. of said day at the regular meeting place of said Board in said City of Vernon, which said time and place is the time and place fixed by ordinance for regular meetings of the said Board to be held. There were present at such meeting Trustees, J.J.Furlon~tKniffin.Durb1n.Hornad&1 and Leonis. There were absent from such meeting Trustee, Bone President Trustee J.J.Furlong presiding. The minutes of the meeting, held on October 18th 1921 191 ,were:read and approved. Application of J.H.Curran for a lunch box distributing permit was read and ordered filed. Application of H.W.Booth for & re.turan~ license at 5208 Santa Fe Ave. was rea.d and approved. Application of the Southern Calif.Gas Co. for a service connection exoavation perait s:t Ea.st 27th & Santa Fe Ave was read and apPlloved. application of the So.L.A.Water Co. for excavation permits at E 38th and Ross St. and E.28th and Santa Fe Ave. waiJ read and approved. Application of W.J.Ergenginger for a building permit at 3000 Santa Fe Ave. was read and approved. Application of John Monkoff for a building permit for a grocery store at 25th and Santa Fe Ave was read and laid over. Application of R.F.Ware for a building permit at 2126 East 38th St was read and approved. Applioation of Gordon A.Barr for a building permit at 49th & Pacific Blvd. for the purpose of a paint faotory was read. The Board moved and secon~d a motion that the building permit be granted but that a paint factory would not be allowed to operate at this location on account of fire hazard. A oommunication regarding stray dogs was read and referred to the City Attorney to draft an ordinance relative to dogs. A letter from the Factory Site Co. relative to the paving of Pacific Blvd. was read and ordered filed. A letter from the California Cotton Oil Co. relative to the dumping ground maintained in Los Angeles City just north ,of Vernon City limits by which said dump is imperiling our East 26th St bridge was read and ordered filed. A letter from the City Manager of South Pasadena relative to the disposal of sewage was read and ordered answered and filed. Decision No.915a received from the State Railway Commission relative to the Santa Fe Ry. spur track at East 50th St.was read and ordered filed. Decision No. 9614 received from the State Railway Commission relative to the Southern Pacific Ry. spur track accross Ross st. was read and ordered filed. An amended report from the Mushet Audit Co. on the Books of the City of Vernon for the year ending June 30th 19~1 was read and ordered referr,d to the finance committee. """''''9 .","'" Page 2. minutes of the meeting of Nov.l.192.1. The matter of the paving of East 27th St. east from the Santa Fe.Ry. tracks was brought up.A hearing of the property owners was held. There were the following property owners present.- Messrs.1mchris,Flammer' Jamison Oil Co. and Santa Fe Ry.Co. 1~.Geo.1Iachris aud the Santa Fe Ry. Co. has no objection to the paving of this street providing the Santa Fe Ry.Co. do not have to lower the grade of their tracks.As the present proceedings call for the lowering of these tracks to grade the present proceedings would have to be dropped and new proceedings started on the other hand the Jameson Oil Co. and John Flammer do not want the street paved at all. The Board expressed a willingness to do what ever the majority of the frontage to be effected wished in the matter. Discussions followed pro and con without arriving at any suitable term- ination so the Board ordered the hearing continued on Taesday Morning Nov.15th 1921 at 9:30 A.M. A letter of application received from Stanley Visel an attorney whose cliants bought a dump located in the City of Los Angeles on the west bank of the Los Angeles River just north of the Vernon city limits was read.These people asked permission to use the DeTurk sand pit for a dump and to amend our present ordinance relative to the hauling of rubbish in the City of Vernon so as to enable them to use East G6th st. to haul over. Attorney Visel was p.esent with his cliants and. outlined to the Board in detail their plans. Upon the termination of their talk an attorney representing the Rubbish Mens Association made a talk in which He outlined that the Association Wished to get this DeTurk pit. The Board however made a motion and seconded same that they did not care to change our ordinances to grant any concessions on rubbish hauling,holding that our City was kept cleaner by the existance of these ordinances and that Vernon would not care to become a dumping ground for the waste filth that originated elsewhere.The matter was ordered closed. The Southern Glass Company brought to the attention of the Board the existance of a nuisance namely the loading of Manure into railway cars from a spur track loaated at East 26tp. St. and the Santa 11le Ry.Tracks. The Board ordered the City Health Officer to swear to a complaint if this was a public nuisance and order the arrest of the offenders. A Communication signed by the Vernon Fixture & Cabinet Co. relative to the condition of the street known as St.Charles Ave.The Board referred this matter to the City Engineer for a report. The following reseiution was presented and upon motion duly made by Trustee Leonis seconded by Trustee Kniffin and passed by the Board same was ordered adopted. RESOLUTION NO.202 THE BOARD OF TRUSTEES OF THE CI TY OF VERliON DO HEREBY RESOLVE AS FOLLOWS: That maps known as TractsNo .4386.4533 and 4384 be and the same are hereby adopted.
