REGULAR MEETING.
A regular meeting of the Board of Trustees of the City of
Vernon, County of Los Angeles, and State of California, was held
on the 15th day of May , 19~3 , at ~ 0' clock JF. M. of
said day at the regular meeting place of said Board in said City
of Vernon, which said time and place is the time and place fixed by
ordinance for regular meetings of the said Board to be held.
There were present at such meeting Trustees,
Durbin, Kniffin, Leonis, T.J.Furlong.
There were absent from such meeting Trustee,
Hornaday
President Trustee J.J . Furlong presiding.

drive way, on East ernon Ave., was referred to City Engine er who re-
quested that this permit be granted,
Application for permission by gthe Sou. Calif. Telephone Co., to in-
stall underground conduit and iron pipe and to place ~ne manhole on
west side of Santa fe Ave., and on the north side of Vernon Ave.,
was referred to the City Engineer, regarding the installing of the
City of Vernon fire alarm systemJ in connection with same.

Building appliaction by the Levy Bros Box Co., to construct a store
and warehouse on the premisss known as 2238 E. 38th St, was read
and granted.
Building application by Fred B. Johnson a factory and warehouse for
commercial auto truct bodies., was read and ordered filed until plans
were submitted.
Building application by Frank Smith for a work shed on the premises
known as 2316 East 37th Stret was read and referred to Trustee Durbin
who requested that the permit be grant4.
Building application. by Frank Protto, for permission to construct
a Foundry at 48th & Pacific, was read and granted.
Building permit by E.K. WO(Jd Lumber Co., fo permission to construct
a storage and carpenter shop was referred to City Engineer.
Bulding permit by the E.K.Wood Lbr., Co., for permission to construct
a dry kiln was referred to the City Engineer. .
Building permit by the Associated Oil Co., for permission to construct
a distributing and service station, was laid over subject to changes
in material to be used.
Building permit by the Lynch Construction Co.,for permission to
construct a store and wareh:use was read and approved.
Building permit by the Western Finance Co., for permission to construct
a office and store house at 1924 East Vernon was read abd ordered filed
Building permit of the Coast Concrete Products Co, to construct sheds
was referred to the City Engineer
Bui1di~g permit of A.S.Heineman to constructa building at 27th &
Santa Fe Ave was read and granted.

the corner of ernon Ave., and Santa 'e was read ani rejected.
Application by the Burroughs Adding lWachine Co., to put the Citys
adding machine under contract was refesred to the City Clerk.

An ordinance calling a special election to be held in the City
of vernon, on the 31st Day of May 1923, and submitting to the
qualified voters of said City the question or proposition
of excouding from the City limits and boundaries of the said
City of Vernon certain uninhabited territory, was read and
upon motion duly made, seconded and carried passed the
second reading.
The above ordinance was read and upon motion made passed ~n%.re&
An ordinance granting the Wilshire Oil Co., the right, privilege
and franchise to lay and construct a pipe line system across
East 26th street was read and upon motion duly made and seconded

An midinance granting the Atchison, Topeka and Santa Fe Rail-
way Company. a corporation, its successors and assigns, the
right, privilege and Dermission to lay, construct, maintain
and pperate two single spur tracks across 49th Street in the
City o~ Vernon, was read and upon motion duly made w~s ordered
laid over.
An ordinance 01 the City of Vernon prohibiting the discharge
of storm water into the sanitary sewers in the City of Vernon
was read and upon motion duly made seconded, and carried
passed the second reading.
The above ordinance was read ~nr the third time and upon motion
duly made, seconded and carried, was adopted.
An ordinance of the Board of Trustees of the City of Vernon
probibiting the depositing of certain refuse in sanitary
sewers in the said City of Vernon, was read and upon mot ion
duly made seconded and carried passed the second reading.
The above ordinance was read for the third time and UDon
motion duly made, seconded and carried was adopted.
An ordinance granting the Atchison, Topeka and Santa Fe Rail-
way Company, a corporation, its successors and assigns, the
right privilege and permission to lay, construct, maintain and
operate a single railway spur track across East 28th Street in
the City 01 Vernon, was read and upon motion duly made seconded
and carried passed the first reading.
An ordinance of the City of Vernon declaring its intention of
of opening and widening that a certain street in the City of
Vernon known as Center Ave., was read antl upon motion duly
made, seconded and carried passed the first reading.

RESOLUTION NO. 252.
A resolution of the Board of Trustees of the City of
Vernon approving a map of an assessment distriot for the
opening and widening of Center Avenue within said City from
the easterly line of Alameda street to the easterly line of
lot three (3) tract no. 2585 , as per map reoorded in book
28, at page 2 of maps, reoords of Los Angeles County.
WHEREAS, it is the intention of the Board of Trustees
of the City of Vernon to open and widen_~ Genter Ave., wi thin
said City from the easterly line of Alameda Street to the
easterly line of 10tthree 13) Traot n. 2585, as per map
reomrdered in Book 28, page 2 of maps, Reoords of Los Angeles
County, and
WHEREAS, a oertain distriot in the said City is to be
benefited by suoh improvement and said distrist is to be
assessed to pay the expenses therof and to be known as an
Assessment distriot, and
WHEREAS, it is the disire of the Board of Trustees to
approve a ~p showing the boundaries of the territory to
be ino1uded in said assessment distriot,
THEREFORE, be it resolved;

That the map showing said distriot, hereto attaohed, be
and the same is hereby approved.
Section 2.
The City Clerk of the City of Vernon is hereby direoted
to oertify to the passage of this resolution and thereupon the

A. resolution of the Board of Trustees of the City of

WHEREAS, it is the intention of the Board of Trustees

WHEREAS, a certain district in the said City is to be

WHEREAS, it is the desire of the Board of Trustees to

in said assessment district.

accepting that a certain deed executed by the Western Pipe and Steel
Uompany o~ California, a corporation,
WHEREAS, the Western Pipe & Steel Company of California, a
corporation, has conveyed to the City of Vernon, a municipal corporation
for public purposes, the pr9~erty described in attached copy of Deed, and
n~EREAS, the City o~ Vernon, grantee therein, accepts the same,

It wa\:3 moved by Trustee Leonis, seconded by Trustee
Durbin and carried, that the Board of Trustees now proceed to
canvas the votes cast at the special election held on May lOth,
1923, in pursuance of ordinance No. 260 of the City of Vernon, and
that tellers be appointed to canvas said votes.
Trustees Durbin and Kniffin were appointed tellers and
they proceeded to canvas said election returns. After canvassing
said election returns the tellers reported that they had found the
vote to be as follows:
Shall the City of Vernon incur a bonded
debt of $500,000 for the acquisition of lands
and the digging, drilling, construction and
completion of wells, reservoirs, stand-pipes,
tanks, mains, pipe lines, pumping stations,
pumping plants, machinery and equipment, fire
houses and fire engines and equipment, and all
other works, property or structures necessary
or proper for a water works system for supply-
ing, distributing and applying water for the
protection of said City and its inhabitants
from fire, and the incurring of other expenses
incidental thereto or arising therefrom.

RESOLUTION NO.255
Thereupon, the following resolution was offered by
Trustee Leonis.
RESOLVED by the Board of Trustees of the City of Vernon,
that
WHEREAS at a special election held in the City of Vernon,
County of Los Angeles, State of California, on the lOth day of May,
1923, the proposition of incurring a bonded debt of $500,000 for
the acquisition of lands and the digging, drilling, construction
and completion of wells, reservoirs, stand-pipe& tanks, mains, pipe
lines, pumping stations, pumping plants, machinery and equipment,
fire houses and fire engines and equipment, and all other works,
property or structures necessary or proper for a water works system
for supplying, distributing and applying water for the protection of
said city and its inhabitants from fire, and the incurring of other
expenses incidental thereto or arising therefrom, received 103 votes
in favor of such proposition and no votes against the same, and
WHEREAS at such special election the proposition of in-
curring a bonded debt of $25,000 for the acquisition, construction
and completion of a fire alarm system and all works, property or
structures necessary or proper therefor, and the incurring of other
expenses incidental thereto or arising therefrom, received 102 votes
in favor of such proposition and 2 votes against the same, and
WHEREAS the number of votes in favor of incurring all of
said indebtedness was more than two-thirds of all the voters voting
at the special election,
NOW, THEREFOR, BE IT RESOLVED that said propositions and
each of them are accepted and adopted by the votes of more than two-
thirds of all the voters voting at such special election and that said
propositions and each of them were carried and duly accepted by the
qualified voters of this municipality and that the City of Vernon is
duly authorized to issue bonds as in said propositions and in the
ordinance calling said election provided.
