19230515 Regular City Council Meeting - Minutes REGULAR MEETING. A regular meeting of the Board of Trustees of the City of Vernon, County of Los Angeles, and State of California, was held on the 15th day of May , 19~3 , at ~ 0' clock JF. M. of said day at the regular meeting place of said Board in said City of Vernon, which said time and place is the time and place fixed by ordinance for regular meetings of the said Board to be held. There were present at such meeting Trustees, Durbin, Kniffin, Leonis, T.J.Furlong. There were absent from such meeting Trustee, Hornaday President Trustee J.J . Furlong presiding. Building application by Fred B. Johnson a factory and warehouse for commercial auto truct bodies., was read and ordered filed until plans were submitted. Building application by Frank Smith for a work shed on the premises known as 2316 East 37th Stret was read and referred to Trustee Durbin who requested that the permit be grant4. Building application. by Frank Protto, for permission to construct a Foundry at 48th & Pacific, was read and granted. Building permit by E.K. WO(Jd Lumber Co., fo permission to construct a storage and carpenter shop was referred to City Engineer. Bulding permit by the E.K.Wood Lbr., Co., for permission to construct a dry kiln was referred to the City Engineer. . Building permit by the Associated Oil Co., for permission to construct a distributing and service station, was laid over subject to changes in material to be used. Building permit by the Lynch Construction Co.,for permission to construct a store and wareh:use was read and approved. An ordinance 01 the City of Vernon prohibiting the discharge of storm water into the sanitary sewers in the City of Vernon was read and upon motion duly made seconded, and carried passed the second reading. The above ordinance was read ~nr the third time and upon motion duly made, seconded and carried, was adopted. An ordinance of the Board of Trustees of the City of Vernon probibiting the depositing of certain refuse in sanitary sewers in the said City of Vernon, was read and upon mot ion duly made seconded and carried passed the second reading. The above ordinance was read for the third time and UDon motion duly made, seconded and carried was adopted. An ordinance granting the Atchison, Topeka and Santa Fe Rail- way Company, a corporation, its successors and assigns, the right privilege and permission to lay, construct, maintain and operate a single railway spur track across East 28th Street in the City 01 Vernon, was read and upon motion duly made seconded and carried passed the first reading. An ordinance of the City of Vernon declaring its intention of of opening and widening that a certain street in the City of Vernon known as Center Ave., was read antl upon motion duly made, seconded and carried passed the first reading. A resolution of the Board of Trustees of the City of Vernon approving a map of an assessment distriot for the opening and widening of Center Avenue within said City from the easterly line of Alameda street to the easterly line of lot three (3) tract no. 2585 , as per map reoorded in book 28, at page 2 of maps, reoords of Los Angeles County. WHEREAS, it is the intention of the Board of Trustees of the City of Vernon to open and widen_~ Genter Ave., wi thin said City from the easterly line of Alameda Street to the easterly line of 10tthree 13) Traot n. 2585, as per map reomrdered in Book 28, page 2 of maps, Reoords of Los Angeles County, and WHEREAS, a oertain distriot in the said City is to be benefited by suoh improvement and said distrist is to be assessed to pay the expenses therof and to be known as an Assessment distriot, and WHEREAS, it is the disire of the Board of Trustees to approve a ~p showing the boundaries of the territory to be ino1uded in said assessment distriot, THEREFORE, be it resolved; Seo:bion 1. WHEREAS, it is the intention of the Board of Trustees of the City of Vernon to open and widen Topeka Ave., within said city from the the east line off Alameda street to the west line of Santa Fe Ave., and WHEREAS, a certain district in the said City is to be assessed to,pay the expenses thereof and to be known as an Assessment District, and WHEREAS, it is the desire of the Board of Trustees to approve a map showing the buundaries of the territory to be included in said assessment district. Trustees Durbin and Kniffin were appointed tellers and they proceeded to canvas said election returns. After canvassing said election returns the tellers reported that they had found the vote to be as follows: Shall the City of Vernon incur a bonded debt of $500,000 for the acquisition of lands and the digging, drilling, construction and completion of wells, reservoirs, stand-pipes, tanks, mains, pipe lines, pumping stations, pumping plants, machinery and equipment, fire houses and fire engines and equipment, and all other works, property or structures necessary or proper for a water works system for supply- ing, distributing and applying water for the protection of said City and its inhabitants from fire, and the incurring of other expenses incidental thereto or arising therefrom. RESOLUTION NO.255 Thereupon, the following resolution was offered by Trustee Leonis.
