19241216 Regular City Council Meeting - Minutes REGULAR MEETING. A regular meeting of the Board of Trustees of the City of Vernon, County of Los Aqgeles, and State of California, was held on the 16th day of December , 19124, at1a o' clock B. M. of said day at the regular meeting place of said Board in said City of Vernon, which said time and place is the time and place fixed by ordinance for regular meetings of the said Board to be held. There were present at such meeting Trustees, Mr. Furlong, Kniffin, Levy &: Leonis There were absent from such meeting Trustee, Durbin President Trustee J.J.Furlong presiding. The minutes of the meeting, held on 191 , were: The minutes of the previous meeting were read. Moved by Levy, seconded by Kniffin that the minates of the previous meetings be approved as re<;1.d. Motion . d carri ad . UNFINISHED BUSINESS Ord An ordinance ordering the vQcating and abandoning a portion of East 29th 336 Street was read in full for a second reading. Moved by Kniffin, seconded by Levy that ordinance No. 336 be passed for second reading. Motion carried. , Ord Was read for a third and final reuding. Moved by Leonis, seconded by Levy 336 that ordinance No. 336 be adopted. Ord An ordinance ordering the vacating and abandoning of u portion of Second 337 Street was read for a second reading. Moved by Leonis, seconded by Levy ~hat ordinance No. 337 be, pasued fol' a second reuding. Motion c<irried. Ord Was read for a third and fipal reading. At this time the City Engineer of the City asked for a fllrther time to check a deed of the 4~cadia Bandini de Baker ~state to the City of Vernon. Moved by Leonis, seconded by Levy that the City Engineer be granted more time. Motion carried. Moved by Lee n Leonis, seconded by Kniffin that the surne be filed as the streets in which the applications refer to were not pllblic street~1 in the Oity of Vernon. Motion carrid Applications Nos. 449, 452, and 453 of the Southern California Gas Company for excavation permits on Santa Fe Avenue and East Slallson Avenue within said City having tha approval of the City Bngineer were read. Moved by Leonis, seconded by Kniffin that the applicti.tE be filed, and permits granted. Motion carried. APplication for building permit No. 444 of the OWens Parks Lumber Company was read. Same not having the approval 'of the City hngineer, it was moved by Leonis, Seconded by Kniffin that the application of the Owens Parks Lumber Company be referred to a Committee, consisting of Trustees Levy, City Engineer McCurdy, and City Attorney Cassidy, with power to g~ant the permit, provided said application conforms to building code. Motion carried. Application No. 462 of Edwin A. Irish for a permit to use the City water to flood ditches dug by him upob the public streets of the City was read. Said application having the approval of the CityEngineer with recommendations concerning same wri~ ten thereon, It was moved by Leonis and seconded by Levy that saia application be granted, provided all recommendations of the City :B.ngineer were conferred in. Motion carried. Application of the Southern California Telephone Company, being applications l~os. 446, 447 and 450 were read. Same nor having the approval of the City Engineer, it was moved by Leonis, and seconded by Kniffin that sais application be refer- red to the City :B.ngineer to report at the next m..ting. The following applicatioms, having the approval of the City Engineer, said appl- ications being from the Southern California Telephone Company were Bead: Application No. 369 for permission to place approximately 40 feet of cresote wood duct across Boyle Avenue, North from Slauson. Application Ho. 440, for permiSSion to place 1"2 inch iron pipe on the East side of Alameda street, south of 25th Street; Application No. 454 for permission to set one 30-foot pole on the south side of 49th Street, jUst of Santa Fe Avenue, one 35-foot pole on the south smde of 55th Street, West of Santa 1!'e Avenue, and one 35-foot pole on the north side of Center Street, West of Santa 1!'e Avenue. Application No. 455 for permission to set seven 40-foot poles on the Horth side of 48th Street, East of Alumeda Street; one 40-foot vole on the North side of 58th Street, east of Santa Fe ~venue; One anchor on the East swde of Pacific, Blvd., south of 48th Street, one anchor on the Horth side of 48th Street, West d: Santa Fe Avenue, all huving the upproval of tho City .E.ngineer, 8.S fur us same pertains to pllblic Streets, lanes and alleys of said city were reu.d. The following protests for the inlprovement of hast 26th Street were read: A protest from the Atchison, Topeka [,; Sante;. 1!'e Railway, Southern Glass COInpu.ny, and Mrs Vjm.M.Ste.phens. Moved bt Leonis, seconded by Kniffin that date of hearing protests be fixed at the 6th day of January 192..5, and the City Clerk be instruc1r ed to give native of same, in the manner <....nd form required b;/ law. Moved by Leonis, seconded by Kniffin that said application be referred to a Committee consisting of Trustees Levy, and Kniffin. Motion carried. Ord. 339 Calling an election for the Southwest sewer dist.cict was read for the first reading. Moved by Leonis, seconded by Levy that Ordinance 339 be passed for a ~na reading. Motion carried. Was presented by Trustee Leonis, and read, said resolution being that any person, firm I' corporation requesting connection with the water lines of the City of Vernon, in said city shall first deposit an amount equal to all labor, costs, all costs of material including irispection, to make said connections .Movedby Levy, seconded by Kniffin that Resolution l~o. 339 be adopted~ Motion carried. Res. 339 Res. 340 A resolution abandoning proceedings upon the vacating of a certain alley rUlliling Borth and Southeasterly of alameda Street, was read. Moved by Leonis, seconded by Kniffin that Resolution No. 340 be adopted. Motion carried. Ord. Was read in full for the first reading. Moved by Kniffin, secondtldby Levy 340 that Ordinance No. 340 be passed for a first reading. Motion carried. At this time a report of Ueputy Marshall E. Giles regarding houses constructed in violation of State Housing Act, without permits from the City of Vernon was read. Moved by "'eonis and secended by Kniffin that the Lame be referred to the Health Offoicers and City Attorney for action. Motion carried. Also a report of A. Strock for the killing of horses for Zoo be rov~ked. Moved by Leonis, seconded by Levy that the swne be referred to the Cit~ Health Oflicer and City Attorney for action. The following building applications for permits, all having the approval of the City Engineer, were read: being, Permi ts :No. 442 of the Pacific Cast Iron Pipe Company for..an office building to cost $150.00 ; No. 459 of the Union Iron ViorJs for construction to cost $2860.00; No. 4p6 of the Rio Grande Oil Company, a building to cost $250;00. No. 466 of the ~eliance Rock Company, construction to cost $50,000.00. It was moved by Levy, seconded by Kniffin that these applications be filed and permits grunted. Motion cuttied. ~emends aguinst the City amounting to $10,059.30 were read; moved by Kniffin seconded by Levy that warlantabe drawn in the sum of $10,059.30 of which $9,325.80 be drawn from the Construction fund, and $733.50 be drawn from the General fund.
