REGULAR MEETING
A regular meeting of the Board of Trustees of the City of
Vernon, County of Los Angeles, and State of California, was held
on the ~LST day of September , 19 25, at.82: 0' clock P. M. of
said day at the regular meeting place of said Board in said City
of Vernon, which said time and place is the time and place fixed by
ordinance for regular meetings of the said Board to be held.
There were present at such meeting Trustees,
Leonis, Durbin, Levy and Furlong.
There were absent from such meeting Trustee,
Kniffin.
President Trustee J. J. lturlong presiding.
The minutes of the meeting, held on
19 , were:
ORDINANCE No.3(9(.. ; an ordinance granting the United Oil Company
a franchise for a pipe line was read in full for a second reading.
Moved by Levy, seconded by Durbin, that same be referred to the City
Attroney for report at next regular meeting. Motion carried.
OEDINANCE No. 357; an ordinance granting t() the Southern Pacific
Company a drill track franchise of Audrey 0treet. Same having been
referred to the City EnGineer he requested more time to report on the
mater.
Moved by Durbin and seconded by Levy that the request of the City
Engineer be complied with. Motion carried.
Application of John Monkoff for a permit to collect garbage within the
City of Vernon was read, and on the recoTITTIendation of the Police
Uepartment it was;
Moved by Levy and seconded by Durbin that same be denied. Motion carried.
New Bussines
At this time the City Clerk subrci tted a deed executed by Lucien T. Ware
and Eva Ware, his wife;
Moved by Levy and seconded by Durbin, that same beaccepted. Motion carried.
Communication from the Southern Pacific Company in re-opening of East 49th
0treet was read.
Moved by Durbin and seconded by Leonis,that it ~e filed. Motion carried.
Co~nunication from the East Side Organization was read;
Moved by Durbin, seconded by Levy, that same be filed. Motion carried.
Report of the State Board of Helath was read;
Moved by Leonis and seconded by Levy that same be filed. Motion carried.
Cor~nunication from the Los Angeles Chwnber of COJ~nerce was read.
Moved by Leonis and seconded by Durbin that same be filed. Motion carried.
Communication from Fred E. Dixon for position as office clerk was read.
Moved by Levy and seconded by Durbin that same be filed. Motion carried.
Report of the Police Department was read.

APPL: No. 648; application for a permit to build a sand bin to be used
by the 60msumers Rock and Gravel Company in excavating on the De Turk pro-
perty was read. Same not having the approbal of the City Engineer it was;
Moved by Durbin and seconded by Levy that sam be filed. Motion carried.
APPL: No. 649; application of the Southern California Illelephone Co.,
for permission to set three 35 foot poles and other work mentioned in
said application was read. Same having the approval of the City Engineer
it was;
Moved by Leonis and seconded by Durbin that same be filed and permit
granted. Motion carried.
APPL: No. 650; application of the Al1stin Co.,was read. Same having the
approval of the City Engineer it vIas;
Moved byLeonis and seconded by Dtlrbin that the applica tLon be filed and
permit be granted. Motion carried.
At this time 1111'. LevY:ij1ade a report upon the furniture, wherein he
exp&ained to the Board the amount of furniture bought and set forth

At this time the City Attorney renorted that theAuditor requested that the
sum of ,351.12 be tnmst'ered fjJom the General Fund to the Water Bond :F'und
No. 1 and that :iS187. 20 be tr'ansferred froIl the 1"ire Alarm Bond Fund to
V"Jater Bond Fund"No. 1, and reconJlilended th~t thisrequest be complied with.
Moved by Durbin, seconded by Levy, that the Ci~y Treasurer be authorized
to draw a warrant to comply with the re~lest of the Auditor. Motion carried.
At this time the City Engineer reported that the Tllomas ilaverty Company
was the lowest bidder for the trenching and laying of the cast iron pipe
wi th lead joints for the City of Vernon and recomIilended shat all bids
be rejected and-the contract be awarded to Thomas Haverty Co.,~

~TIe City Attorney was then :1ns:bructed to draw a contract for doing of the
work.
The City ~Sngin(;or reported that the Standard .l:"ence Company bid was the lowest
for the construction of a fence around the City Hall and recommended that
the contract be awarded to the Standard Fence Co.
Moved by Levy and econded by Durbin that all bids for the fencing in of
the City ~lall property be rejected eRcept that of the Standard Fence Co.,
and the contract be vm:cded to them if they can furnish the de;:i

At this time the City Engineer asked for aL additional extension of time
to examine tlle material described ini~.@~Q No. 3 in the notice calling for

only the Fordosn tractor mentioned initem No. 3 be purchased at this
time, said tractor being eq-Iilipted vvi tll iron Ylheels in place of rubber
tires and that a brake be J_nstalled therein and the contract be awarded
to the Fl"'unk ~l. Hickey Co., for the furnishing of S8....'11e together with
iile.rb. No.2 by elimil1atiny the extI'u 1(:; vv:tth doubletrees and neck
yoke, the c~st of the Fo~dson tractor to be $802.60, the front spring

Moved by Leonis und seconded by Levy that all bids be rejected on these
items except that of tbe Frank T. Hickey Co., and that they be avrarded the
contract. Motion carried.
At this time the Chief of tb.e Fire Department recomended that the fire
apparatus o~ the ~~lerican La-France Fire Engine Co., be accpeted.
Moved by Leonis and seconded by Durbin that therecommendation of the
Fire Chief ce concurred in. Motion carried.
The Fire Chief reco:-'l(;ended that the Los Angeles Felt COq be suspended from
doing business in the City of Vernon until they install blowers, as they
are a fire hazzard.
Moved by Durbin and seconded by Leonis that the recom.mendation of the
Fire Chief be concurred in and the Fire Cllief be instructed to carry
out this order. ]\Totion carried.
Moved by Levy and seconded by Leonis that the recormnendatioJ? of theq
City Clerk be approved of allowing Frank Peterson, Janitor $4.00 per
day and that E.K.Niskern be allo'wed a salRry of ;i~175.00 per month as
motorcycle officer. Iilotion carr'ied.

Moved by Leonis and seconded by Durbin that the City Attorney write to the
manufacturer of fire hydrants ordered by the City, explaining the urgent
need of quick deli veryof" same. J\Iotiol'. carried.
Moved by Leonis and seconded by "Levy that the City Clerk advertise for ohe
Fordson tractor and two dump vIu..gons to be used in the Street Department.
