19251116 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF 'l'EE BOARD OF TRUSTB.'ES OF [lIRE CITY OF VERNON, HELD ON TEE 16th, DAY 01<' NOVEMBER 1925, AT frEE crrry H\LL, 4305 SANTA FE AVENUE, CITY OF VERNON. The meeting was called to order by the President, J.J.Furlong, at eight o'clock P.M. The Trustees present were: Furlong, Levy, Durbin, and Leonis. The Trustees absent were: ~w. Kniffin, on account of illness. The minutes of the regular meeting of November 2nd and the adjourned regular meeting of November 9th vrere read. Moved by Durbin, seconded by Levy, that the millnute.s be approved as read. Motion carried. At this time the City Clerk annotmced that he had bids for the laying of the cast iron water mains in the City of Vernon. Moved by Leonis, seconded by Durbin, that the bids be opened. Motion carried. The following bids were opened and read by the Clerk. Thomas Haverty Company and George Mitchell Company. Moved by Levy, seconded by Durbin, that the bids be referred to the City Engineer for checking and report. Motion carried. The City Engineer reported that the bid of the Thomas Haverty Company was low on items 5 and 6 and reco~~ended that the contract for these items be awarded to the Thomas Haverty Company. Moved by Leonis, seconded by Levy, that the recorrrrnendatmon of the City Engineer be concurred in. Motion carried. The City Engineer recolnmended that the George Mitchell Company were low on all items except 5 and 6 and recorffinended that they be awarded the contract for the doing of said work. Moved by Leonis, seconded by Durbin, that the recommendation of the City Engineer be concurred in and that the contract, as recor~nended, be awarded to GeoDge Mitchell Company. Motion carried. Bids for the construction of a sewer in East 26th Street were then read~ The following bids were opened: Thomas Ihverty Company and Joe Chutuk. Joe Chutmk being the lowest bidder it was; Moved by Durbin, seconded by Levy, that all bids be rejected except the bid of Joe Chutuk and that he be awarded the contract. Motion carried. At this time Trustee Durbin introduced Resolution No. 396. Moved by Leonis, seconded by Levy, that Resolution No. 396 be adopted. Motion carried. Bids for the construction of a: table for the City Hall were then read, from the Gunn Furniture Company, Leon Spinak Company, and the Vernon Fixture & Cabinet Company. The Vernon Fixture & Cabinet Compny being the lowest bidder it was; Moved by Lconis, seconded by Durbin, that all bids be rejected except the one submitted by the Vernon Fixture & Vabinet Company, and that they be awarded the contract. The City.Clerk read the bis of the W.C.Payne Company for the cons- truetion od a pump house and garage and other construction mentioned in the notice inviting sealed bids. There being no other bid it was; Moved by Levy, seconded by Durbin, that the bid of W.C.J:"ayme Co., be accepted. Motion carried. At thi s thime the City Engineer recor,Jrnended that the contract for a grader be awarded to the Austim Company, Moved by Durbin, secondedLby Leonisthat all bids be rejected for graders and that the contracy be awarded to the Austing Co. Mot on carried. At this time the City Clerk announced that this was the time and day set for the hearing of any protests for the improvement of Pacifio Blvd., and upon inquiry from the Chairman of the Board he stated that:there were no protests filed with him. The Chairman,&atcfihis time asked if there was anyone in the audience who had any objections or protests to be made against the improvement of Pacific Blvd., there being no response Trustee Durbin intrmduced Resolution No. 395, a Resolution ordering the work on Pacific Blvd. Moved by Leonis, seconded by Levy, that Resolution 395 be adopted. Motion carried. At this time the City Clerk announced that he had examined the Great Register of Los Angeles County and that there were sufficient names upon the petition for annexation of the district known as the Central Manuf- acturing District. At this time the City Engineer reported to the Board that this district could reasomably be presumed to be inhabited. Moved by Le~.sseconded by Durbin, that the report oM the engineer be Piled. Motion far.ried. At this time Trustee Levy introduced Resolution 397, a resolution calling a specmal election in said Central Manufacturing District. Moved by Durbin, seconded by Leonis, that Resolution 397 be adopted. Motion carried. At this time the City Clerk reported that he had exarained the great register of Los Angeles County and found that there were sufficient ne..mes upon the petition for the annexation of Bandini District. City Engineer McCurdy reported that this dmstrict also could reasonably be considered as occupied territory. Moved by Levy, seconded by Durbin, that the report of the Engineer be filed. Motion carried. Trustee Purbin introduced #esolution 398, a resolution calling for a special election for the annexation of said Bandini territory. Moved by Levy, seconded by Durbin, that Resolution 398 be adopted. Motion carried. At this time the City Clerk advised the Board that tl1i~ was the time and place fixed, pursuant to statutes and notice given, for the hearing in the matter of the assessment for the improvement of East 52nd :::>treet as provided for in Resolution of Intention 358, adopted on the 5th day of May, 1925. He also informed the Board that an affidavit of the post- ingof the notice of filing the asse.;sment was on file in his office and that no written appeals or objections had been filed in hi1 office up WO the date set for hearing. The Chairman of the Board of rustees asked if there was any interested persons pBesent(3desiring to be' heard on the matter and none responded. Noes; None Absent; Kniffin. A cOlmnunication from E.J.Stanton & Son regarding Alameda Street was eead. Moved by Leonis, seconded by Levy, that the City Clerk be instructed to cor~Dunicate with E.J.Stanton & Son explaining to them the improvement to be done in Ala ecta Street. Motion carried. Communication from H.ll.Isaacs on the ~eson Oil Company's Foamite Sy.stem was read. Moved by Durbin, seconded by Leonis,that srune be referred to the Police Department for act:i.on and report. Motion carried Application of Eva D. Ackerman for a re taurant license at 203Si East Vernon was read. Moved by Leonis, seconded by Durbin, that same be referred to the Police Department for investigation and report. Motion carried. Communication from the Vernon Athletic Club was read. Moved by Durbin, seconded by Leonis that the Chairman appoint a committee to investigate same and report. Mot:tLon carried. The Chc..ir appointed Durbin and Levy. Communication from the Atchison, Ifopeka c..ncl Santo" Fe Railway Company requesting a franchise fo r a spur track across EruitlIincl Road to serve the Boyle-Dayton ComIl,lmy was read. Moved by Levy, seconded by Durbin, that same be filed and the City Clerk be instructed to communicate with the railvvay company explaining to them the reconwendations of the City Engineer. Motion carried. Application 696; same being an E.:.pplica tion"or a building permit from the Baash Ross Tool Company, was read, s~ne having the reconunendation of the City Engineer it was moved by Leonis, seconded by Levy that the application be filed and permit granted. Motion carried. Application 697; Same being an appliaation for a building permit by the M.M. Broom Company, and having tha approval of the City Engineer it was Moved by Leonis and seconded by Levy that the application be filed and p'?rmi t granted. I'/[otion carried. Application 698; Same being an application by the Union Iron Works for a building permit and having the approval of the City Engineer it was Moved by Leonis and seconded by Durbin, that the ppplication be filed and permit granted. Same having the approval of the City Engineer, it was Moved by Leonis and seconded by Durbin, that the application be filed and ~ermit granted. Motion carried. Application 700; srone being an application of the Southern California lelephone Company for permission to set three 30 foot poles on north side of East 26th Street, east of Harriett Street, was read, same having the approval of the City Enineer, it was Moved by Le~} seconded by Durbin, that the application be filed and permit granted. Motion carried. Application 701; Same being an'application of the Southern California '!'elephone Company to make tQ make service connection on south side of East 45th 8treet 190 feet ERst of Magnolia Avenue, was read. Same having the approval of the City Engineer it was . Moved by Durbin, seconded by Levy, tllat the application be filed and permit granted. Application 702; Same bet:fugan application by the Safeway Stores for permission to build an auto sitel ter wa~:! read. Application 703; Same being an application by A. Miller for construction of a dust collector in his establisbrnent. Same having the approval od! the' City Engineer it was Moved by Durbin, seconded by Levy, that the application be filed and permit granted. . Resolution No. 399; a resolution approving Plan No. 243 for the improvement of East 49th Street from Alameda Street to a point 411.42 feet east of Pacific Blvd., was read. . Moved by Leonis, seconded by Durbin, that Resolution No. 399 be adopted. Motion crrried. Resolution No. 400; a resolution approving hhe assessment district No. 243-A, for the improvement of 49th Street Wa2 read. Moved by Durbin, seconded by Leonis, that Resolution No. 400 be adopted. Motion carried. Resoiliution of Intention No.401; a resolution of the Board of Trustees declaring their intention to improve 49th Street was read. Moved by Durbin, seconded by Leonis, that Resolution of Intention No. 401 be adopted. Motion carried. At this time the City Attorney requested that theBoard employ ~~et Wilson, Attorney-at-Law, to assist him in the litigation noe pending in the Superior Court in referrence to the annexation of the Slauson Avenue District. Moved by Durbin, seconded by Leonis, that the request of the City Attorney be complied with. Motion carried. Moved by Levy, seconded by Durbin, that same be filed. Motion carried. The report of the Fire ~epartment was read. ~ Moved by Durbin, seconded by Levy, that same be referred to the City Attorney with ins ructions to comply with the suggestions therein stated and draw the necessary ordinances. Motion carried. Report of H.H.Isaacs, refinery inspector was read. Moved by Levy, seconded by Durbin, that same be referred to the City Attorney. Motion carried. Demands on the General Fund in the sum of $ $0,819.27 and on the Water Bond Fun4 #1 in the sum of $2043.25 and on the Water Bond Fund #2 $30,982.68 and on the Sewer Bon~ Fund #1 $ 653.73 were read.
