The meeting was called to order by the Presidenii,
.T. .T. FlDRLONG, at ei~lt o'clock P.M.
The trustees present were: Leonis. Durbin and
Furlong.
The trustees absen t 'were: Levy and Kniffin.
!;,Ioved by Leol'1is. seconded by Durbin, that the min-
utes of the previous meeting be laid over until the next regu-
lar meeting. Motion carried.
At this time the City Clerk announced that this
was the time and place for the opening of the bids on Rolabird
Avenue.
Moved by Durbin. seconded by Leonis. that the City
Clerk be instructed to open the bids for the improvement of
Hola-bird Avenue. IJIot i on carried.
Bids for the i.n1provement of Holabird Avenue were
then read by the City Clerk 'from the following firms: L. A.
Paving Company" Griffith Company and Geo. R. Curtis Compauy.

be referred to the City Engineer .for checking and report.

be received and that the petition be filed. Motion carried.

be referred to the City Engineer for checking and report.

At this ,time the City Attorney reported to the
Board that the petition for annexation signed by B. G. Hall
and others was legally insufficient to give the Board justi-
fication to call an election.
The City Attorney further relJorted u.:!.tD the request
of the Gay Engineering Corporation for permission to reserve
approximately 100 feet on the north side of 27th Stree:t, adjac-
ent to their building for parking space. for their trucks, that
such permission was not contemplated in Ordinance No. 321, as
the reserve space in the street as contemplated in said ordin-
ance refers only to the loading and unloading af passengers

in front of public or semi-public buildings and in no event
as parking space.

be received and the communication filed. Motion carried.
Circular letter from the Department of Agricult ure
regarding puncture weed was read.
Moved by Durbin, seconded by Leonis. that same be
filed. Motion carried.

Comrnunication from the General Petroleum Corporation
request ing franchise for seven pipe lines V/a.S read.
Moved by Leonis, seconded by Durbtn, that the com-
munication be filed. lv!otion carried.
ORDIHANCE NO. 379: An ordinance granting a franchise to
General Petroleum. Corporation for seven pipe lines; as stated
in the ordinance, was read. fo I' first reading.
Moved by Durbin, seconded by Leonis, tha.t Ordinance
No. 379 be passed for first reading. Uotion carried.
Communication from the General Petroleum Corpora-
tion regarding depositing sulphuric acid sludge on their pr~-
erty was read. said communication reciting that there was some
contamination in the wells around Vernon used f9r domestic
purposes.
Moved by Leonis, seconded by Durbin, tha.t the
communication be referred to the City Hea.lth Officer. Motion
carried.
Deed from the FactoI'\J Site Company was read, for
a portion of the C. I,r. Moore Home Place to the City for stree't
purposes.. together with Resolution Ifo. 4S4, a resolution aacept-
ing a. deed from Factory Site Company, was read.
Moved by Leonis, seconded by Durbin, that Resolution
No. 434 be adopted. Motion carried.
RESOLUTION NO. 436: A resolution approving a map of Tract No.
92.56 was read.
Moved by Leonis, seconded by Durbin, that Resolution
No. 436 be adopted. Motion carried.
GOlTImunication from the California Oregon Paper Mills
regarding water connection was read.
Moved by Leonis, seconded by Durbin, that same be
referred to the City Engineer a.nd tha.t same be insta.lled upon
the deposit of sufficient amount of money to make the connection
and that the temporary charge until permanent ra.tes are fixed
be $25.00 per month for such service. Motion carried.
Application for water co~ection from Sukow: Chemical.
Company was read.
Moved by Durbin, seconded by Leonis, that same be
referred to the City Engineer. Motion carried.
Report of H. H. Isaacs, Refiner,y Fire Inspectortof
the J'ameson Oil Company and the Sierra Refining Companyts Foamite
systems was read.
Moved by Leonis, seconded by Durbin. that same be 3;}
filed. Motion carried.
Report of the Health Department was read.

report be filed. Motion carried.
APPLICATIOlf .NO.812: An application of Wilshire Oil Co. for
sewer permit was read.
Moved by Leonis, seconded by Durbin, that the
application be referred to the City Engineer to secure a
diagram of all connections to be made to said sewer before.
presenting same to the Board. Motion carried.
APPLICATION NO. 798: An application of Safeway stores to
build a fence was read.
APPLICATION NO. 811: ~ application for sewer permit for
California Compressed Gas Co. was read.
APPLICATION NO. 813: An application of Atlas Mixed Mortar
Company for building permit was rea.d.
APPLICATION NO. 814: An application of California Cotton Oil
Co. for sewer "permit was read.
APPLICATION NO. 815: .An applicatia.n of Union Oil Co., for
sewer permit was read.
APPLICATION NO. 816: An application of Lang Transportation Co.
for building pennit was read.
APPLICATION NO. 817: An application of H. P. Buttress for
sewer permit was read.
APPLICATION NO. 818: An application of Lang Transportation
Co., for moving pennit was read.
Moved by Durbin, seconded by Leonis, that the
above applications be filed and permits granted. lfotion
carried.
At this time the City Engineer reported that the
Griffith Company was the lowest ahd best bid upon the improve.-
ment of Holabird Avenue and recommended that th~y be awarded
the contract for said improvement.
Moved by Leonis, seconded by Durbin~ that all
bids be re.j ected upon the improvement of Holabird Avenue except
the bid of the Griffith Company and they be avtarded the con-
tract for the doing of said work. 1rotion carried.
RESOLUTION NO. 435: A resolution awarding the contra.ct for
the imI>r~rnen~f Holabird Avenue was read.
].[oved by Durbin+ seconded by Leonis, that
resolution No. 435 be adopted. Motion carried..
At this time the City Engineer reported that the.
bid of the Geo. :Mitchell Company was the lowest and best bid
on trenching and recommended that the bid of the Geo.Mitchell
Company be accepted.

Moved by Leonis, ,seconded by Durbin, tl1at all
bids be rejected except the bid of the Geo. Mitchell Co..
and that they be avm.rded the contract as named in their bid.

At this time Trustea Leonis reported that the
Fire Connnission 11.ad approved the application of C. E. Kirk
and ~ack Terrell and Theodore Snider and llad employed them as
hose men for the City Fire Department at $150.00 per month
and recommended the approval of the commission's action by the
Board. v
!i[oved by Leonis, seconded by Durbin. that the
action of the fire commission in employing tl~ three men as
hose men be approved. Motion carried.
Moved by Leonis, sec'onded by Durbin, that, the
City Engineer be instructed to instal a 200 gallon gas tank
in the fire department. Motion carried.
Uoved by Leonis, seconded by Durbin, that the
City Clerk be instructed to advert ise for the furnishing of
gasoline to the City for a period of one year and that in
said advertisement there be inserted a clause that tha Board
of Trustees in awarding the contract would t~ce into account
the proximity of th e bidders t place of business to the City
Hall. Motion carried.
Moved by Durbin, seconded by Leonis, that the
glass top for the council table be purchased from the Vernon
F~ture and Cabinet Company and installed on said table, said
glass top to have beveled edges and be in one piece and the
price to be $298.00. Motion carried.
