MINUTES OF THE REGULAR :MEETING OF 'THE BOARD
OF TRUSTEES- OF THE CITY OF VERlifON HELD ON THE 16th
DAY OF AUGUST, 1926. AT THE CITY HALL OF THE CITY OF
VERNON, 4305 SANTA FE AVENUE, VERNON, CAL IFORNIA..

The meeting wa.s ca.lled to order by the President,
~. X. Furlong, at 8 o'clock P.M..
The trustees present were: Durbin, Leonis and
Furlong.
The trustees absent were: Kniffin and Levy.
It was moved by Leonis and seconded by Durbin
that the minutes of the previous meetings not heretofore
read be laid over until the next regular meeting.

Unfinished business:
At this time the City Engineer of the City of
Vernon reporte.d that the lowest and best bid for the im-
provement of East 30th Street was the bid of the L. A.
Paving Company. and recommended that the contract for
the improvement of Ea.st 30th Street be awarded to the said
L. A. Paving Company.
It was moved by Durbin a.nd seconded by Leonia. that
all bids be rej ected for the improvement of Ea.st 30th street
except the bid of the L. A. Paving Company, and that they be
awarded the contract for said improvement. Motion carried.
RESOLUTION NO. 456:: A resolution awarding the contract for
tme work and improvement of East 30th Street to the L. A.
Pav ing Company was read.
It was moved by Durbin and seconded by Leonis that
Resolution No. 456 be adopted.. Motion carried.
At this time the City Engineer of the City of
Vernon reported that the 10west and best bid for the im-
provement of Vernon Avenue was the bid of the L. A. Paving
Compa.ny, and recommended that the contract for the improve-
ment ef Vernon Avenue be awarded to the said L. A. Paving
Company.
It was moved by Durbin and seconded by Leonis that
all bids be rejected for the improvement of Vernon Avenue
ex.cep.t the bid of the L. A. Paving Company, and that they be
award.ed the contract for said improvement. Motion carried.
RRSOLUTION NO. 45'1: .A;resolution awarding the contract for
the work and improvement of Yernon Avenue to the L. A.
Paving Company was read.
It was moved by Durbin and seconded by Leonis that
Resolution No. 457 be adopted. Motion carried.

ORDINANCE NO. 385: An ordinance grant ing a. pipe line fran-
chise to the Crescent Refining Company was read for second
rea.ding.
It wa.s moved by Durbin and seconded by Leonis that
Ordinance No. 385 be pa.ssed for second reading. Motion carried

final reading.
It was moved by Leonis and seconded by Durbin that
Ordinance No. 385 be adopted. Motion carried.
ORDINANCE NO. 386: An ordinance vaeating a certain street in
Block 23 of Huntington l?ark Ertenstion No. 1 as set forth in
the ordinance was read for third and fina.l reading.

Ordinance No. 386 be adopted. Motion carried.
ORDINANCE NO. 384:: An ordinance fixing .the water rate t.o be
cha.rge.d by the water department of said city was rea.d for
second readi.ng.
It was moved by Leonis and seconded by Durbin that
Ordinance No~ 384 be passed for second reading. Motion earriaa
ORDINANCE NO. 384: An o.rdina.nce fixing the water rate to be
charged by the water department of said city was read for
third and final reading.
It \Vas moved by Leonis and seconded by Durbin that
Ordinance No. 384 be adopted. Motion c.arried.

It was moved by Leonis and seconded by Durbin that

ORDINANCE NO. 388: An ordinance fixing the rate of taxes for
the fiscal year 1926-1927 was read for second reading.
It was moved by Leonie and seconded by Durbin tha.t
Ordinance No. 388 be passed for second rea.ding. Motion
earried.
ORDINANCE NO. 388: An ordinance fixing the rate of taxes for
the fiscal year 1926-1927 was read for third and final read-
ing.
It VIaS moved by Leonis and seconded by Durbin that
Qrdinance No. 388 be adopted. Motion carried.

7185 for the approval. of the Board of Trustees.
It was moved by Durbin and seconded by Leonis that

A communication from Glenn W. Barnes requesting a
franchise for bus serv ice on Downey Road through the Central.
Manufacturing District was read..
It Vias moved by Durbin and seconded by Leonis that
the same be laid ove~ until a. meeting of the full board.
Motion carried.
An application of the Atchison~ Topeka and Sa.nta. Fe
Railroad for permission to construct, mainta.in a.nd opera.te a.
passing track and switching lead tra.ck across a portion of
Atlantic Avenue was read.
It was moved by Durbin and seconded by Leonisthat
the same be laid over. Motion carried..
A communica.tion from the Griffith Company, request-
ing an extension of sixty (6ol d.ays from August 15, 192.6, for
the completion of the improvement of Leonis Boulevard was
read..
It was moved by Durbin and seconded by Leonie that
the request for extension be granted. Motion ca.rried.
A communication from C. A. Williamson requesting an
extension of ninety (90) d~s to find a. new location for
their experimental. plant now located on Slauson and Alameda
Streets outside of the proper zone wa.s read.
It was moved by Durbin and seconded by Leonis that
the same be granted. Motion carried.
A communication f rom the Metal.s Refining Company
requesting a wa.ter connectioE to their plant on the north
sid~ of 25th str'eet was read.
It was moved by Durbin a.nd seconded by Leonis that
the communication be filed and no action taken thereon,
unless requested so to do by the City of Los Angeles.
Motion carried..
An a.pplication by the Rockwood Sprinkler Company
for an eight inch sprinkler connection to be installed at
Tilden Lumber & Mill Company, 4820 Santa. Fe Avenue'was re&d.
It was moved by Leonis and seconded by Durbin
that the same be granted with the distinct understanding that
the sa.id a.pplica.nt is tp pay a.ll expenses for the connection.
including the replacing of the stree't. Motion carried.
It. connnunication from R. C. Greve regarding the
driving of ca.ttle was read.

It was moved by Leonis and seconded by Durbin
that the communication be referred to the committee of
three appointed by and including the chairman, to investi-
gate said application a.nd report. Motion carried.
The Cha,ir appointed Leonis, Durbin and Furlong.
A. communication from the Genera1 Petroleum Cor-
poration requesting the Board of Trustees to consent to
assign a certain franchise under Ordinance 152 to General.
P~tro1eum Corporation of California was read.
It was moved by Leonis and seconded by Durbin
that the communication be referred to the City Clerk for
report at the next regular meeting. Motion carried.
A communication from Myron R. Stowe1l for per-
mission to conduct a warehouse for firebrick at 2302 East
48th Street was read..
It was moved by Durbin and seconded by Leonis
that the same be referred to the Engineer and Police
Department. Motion carried.

service at 2524 East 52nd street.
APPLICATION 924: By Southern California Gas Company for gas
service at 2.417 East 26th Street..
APPL I CAT IOl'l 925:: By O. K. lie L. A. Sawdust Company for build-
ing permit for shelter for sawdust at 2300 E. 38th Street.
APPLICATION 926: By Union Iron \~{orks for a cooling tower for
the Warman Steel Casting Company.
APPLICATION 927: By Associated Oil Company for retaining wall
and 1500 bbl tank.
APPLICATION 928: By Whiting Mead Company for a building per-
mit for wa~ehouse.
APPLIC'ATION 929: By Plastoid Products Company for a building
permit for shed and warehouse.
APPLICATION 930: By H. Stradas for building permit to con-
struct dwelling on Fruitland Tract.
APPLICATION 931: By A. A. Ca.se for building permit to con-
struct Was rack at 4501 DOVlney Road.

gas main on Malabar Street between Fruitland and 52nd Streets.
Communication from the Southern California Tele-
phone Company for telephone service on East 49th Street. The
City Engineer has approved method No. 3. to~it: to break 4
square feet of pavement and force a pip.e from the west curb.

It was moved by Leonis and seconded by Durbin that
the a.pplications be filed and permits granted. Motion
carried.
The report of the Police Department was rea.d..
It was moved by Durbin and seconded by Leonie that
the same be filed. Motion carried.
At this time the City Clerk informed the Board that
this was the time and place for hearing protests on the open-
ing. extending and widening of Slauson and Magnolia Avenues.
The Chairman of the Board requested a sta.tement
from the. City Attorney, who informed the Board that they had
no legal protests before them, and recommended that the pro-
tests be denies.
It was moved by Durbin and seconded by Leonis that
the recommendation of the City Attorney be concurred in.
Motion carried.
6RDINANCE NO. 389: An Ordinance ordering the work contem-
plated in Ordinance of Intention No. 383 for the opening.
extending and widening of Slauson and Magnolia Avenues wa.s
read for first reading.
It was moved by Durbin and seconded by Leonis that
Ordinance No. 389 be passed for first rea.ding. Motion
carri ed..
A. communication from the Stauffer Chemical Company
Wa..S rea.d and Mr. Stauffer addressed. the Board on the con-
tents therein..
It was moved by Durbin and seconded by Leonis that i.
the matter be ]Laid over to a meet ing of the full board. Motion carried.
It was moved by Leonis and seconded by Durbin that
the City Attorney be requeste.d to make application to the
Board of Supervisors of the County of Los Angeles for per-
mission.. to lay a twelve inch water main across the Downey
Street Briclge. Motion ca.rried.
The Auditor's report was read.
It was moved by Durbin and seconded by Leonis that
the report be referred to the Finance Co:mmittee
The following demands, all having the approval
of the Finance Cornm.ittee, were read
