19260920 Regular City Council Meeting - Minutes MINUTES OF THE REGULAR UEETING OF THE BOARD OF TRUSTEES OF THE CITY OF VERNON HELD ON TEE 2.oth DAY OF SEPTElffiH1R, 1926, AT THE CITY HALL OF THE CITY OF VEIDTON, 43.05 SANTA F.J~ AVENUE, VERNON, CALIFORNIA. The meeting was called to order by the President, ~. ~. Furlong, at 8 otclock ~. M. The trustees present were: Leonis, Durljin and Furlong.. The trustees absent were: Kniffin and Levy. Unfinished Business: The minutes of the meetings of July 6. Ju~ 12. ~uly 19. July 2.0, August a. and August 16 were read. It was moved by Durbin and seconded by Leonie tha.t the minutes be approved as read. Motion carried.. ORDIIfA1.\fCE NO. 387: An Ordina.nce for the vaca.ion of Indiana. Street of said City was read for second reading. It was moved by Leonis and seconded by Durbin that Ordinance No.. 387 be passed for second reading. Motion earried. New Business: At this time the City Engineer presented a dia- gram of the assessment district of the Northwest Sewer District. It was moved by Durbin and seconded by Leonis that said diagram be laid over to the next regular meeting for approvaJ.. Motion carried. The City Clerk then advised the Board that this' was the time and place fixed purusant to sta.tute and notice given for the hearing of the matter o.f the a.ssessment of the Northwest Sewer District. It was moved by Leonis and seconded by Durbin tl~t the matter be laid over until the next regular meeting. Motion carried. At this time the City Clerk presented to the Board a grant deed of the Buttonlath Company to the City of Vernon. Trustee Durbin in.troduced RESOLUTION No. 461 a resolution accepting said deed, And moved its adoption, which was seconded by Trustee Leonis and carried. At this time the City Clerk presented to the Board a grant deed of August and Ellen Vogel, C. E. Becb7ith and Ma.ude Becbi1th to the City of Vernon. Trustee Durbin introduced RESOLUTION No. 462, a. resolution accepting said deed and moved its adoption, \"1111ch was seconded by Trustee Leonis and carried. i. · .'7'.fC'1 ,.~; ~ Sept emb er 20, 1926. At this time the City Clerk presented to the Board a grant deed of' Frank and Marie Domecus to the City of Vernon. Trustee Durbin introduced RESOLUTION No. 463, a resolution accepting said deed a.nd moved its adoption, which was seconded by Trustee Leonis and carried. At this time the City Clerk presented to the Board a grant deed of the United Dressed Beef Company to the City of Vernon. Trustee Durbin introduced RESOLUTION No. 464, a resolution a.ccepting sa.id deed and moved its adoption, which was seconded by Trustee Leonis and carried. At this time the City Clerk presented to the Board a.n easement of the General Petroleum Corporat ion to the City of Vernon. Trustee Durbin introduced RESOLUTION No. 465, a resolution accepting said ea.sement, and moved its adop- tion, which was seconded by Trustee Leonis and carried. RESOLU'fIOlf NO 466: A resolution of the Board of Trustees consenting to the a.ssessment district for the improvement of Slauson Avenue was read. It was moved by Leonis and seconded by Durbin that the same be referred to the Sewer Committee, City Engineer and the City Attorney. Motion carried. An agreement executed by the Southern Pacific Company regarding the opening of 49th Street across the right of way of the Southern Pacific Company Was read. It was moved by Leonis and seconded by Durbin that the same be referred to the City Engineer and City Attorney. Motion carried. A communication from the Ruether Packing Company in regard to their new proposed tank house was read. It wa.s moved by Durbin and seconded by Leonis that the same be referred to the City Attorney. Motion carried. Notice of a.n extension of ninety (90) days granted by the Railroad. Cornmission in the matter of the application of the Los Angeles Railway Corporation to construct a. cross- ing at gra.de of spur tra.cks of A. T. & S. F. Railway Com- pany in Leonis Boulevard was read. It was moved by Durbin and seconded by Leonis that the same be filed. Motion carried. Notice from the State Railroad Cormnission declar- ing that the public convenience and necessity required the exercise of rights under street ra.ilway franchise in Leonis Boulevard was read. It was moved by Durbin and seconded by Leonis that the same be filed. -2- ~n~ :l.jO September 20, 1926. An application of the Stauffer Chemical Company re- questing a permit to manufacture liquid Caustic Soda at their plant now located at 3200 East 26th street was read. It was moved by Leonis and seconded by Durbin that the permit be granted with the distinct understanding that if any obnoxious odors or gases emanate from the same that the permit will be withdrawn. Motion carried. An application of the Stauffer Chemical Compa.ny for a permit to manufacture superphosphate at their plant located at 3200 East 26th Street was rea.d.. It was moved by Durbin and seconded by Leonis that owing to the fact that the Board has not sufficient data to pass an intelligent judgment on the sarne, that the application be filed. 1Iotion carried. A copy of a resolution adopted by the Board of Supervisors authorizing an appropriation for the improvement of Slaus on Av.enue was read. It was moved by Leonis and seconded by Durbin that the same be filed. Motion c.arried. An application from !rick Hoffman for a permit to operate a restaurant. at 53rd and Sante Fe Avenue was read. .It was moved by Leonis and seconded by Durbin that the same be referred to the Police Department for investi- gation and report at the next meeting. Motion carried. An application of A. L. Harrison for a permit to opera.te a restaurant at 5710 Santa Fe Avenue was read.. It was moved by Leonis and seconded by Durbin tha.t the same be referred to the Folice Department for investigation and report at the next meeting. llIotion carrie<l An application by E. O. Barnett, director of Ath- letics of the Los Angeles Fire Department for a permit to hold football games in Maier Park on Sundays for a period of 12 games was read. It Was moved by Leonie and seconded by Durbin that the permit be grante.d, with the distinct understanding that no games are to be carried on between mixed colors.... and for a violation of this understanding that the permit be with- drawn.. Motion carried. A cOImnunication from the Board of Public Works of tIe City of Los Angeles in regard to the Vernon Avenue sewer wa.s read. It was moved by Durbin and seconded by Leonis that t he same be filed. Motion carried. A communication from M. O. Haldeman Corporation, requesting the status of the alley between East 37th and 38th Streets was read. . It was moved by Leonis and seconded by Durbin tllat the sarne be filed, and that the City Clerk be instructed to' notify the Haldeman Corporation as to themual conditions of said alley. Delavlare corporation, successors in interest to the General Petroleum Corporation, a. California. corpor- ation. requesting a. permit to as.s.ign Ordinance No. 3790. to it by the Genera.l Petroleum Corporation, a California. corporat ion. It was moved by Leonis and seconded by Durbin that a permit to assign the franchise granted under Ordinance No. 379 be granted. Motion carried. An application for an extension of thirty (30) days time by Joe Chutuk to complete the Northwest Sewer District was read. It was moved by Leonis and seconded by Durbin that the same be granted. Motion carried. A cmmnunication from the General Petroleum Corpor- ati.on commending the efforts of the Jlernon. Fire Department was read. It wa.s moved by Leonie and seconded by Durbin tbat the same be filed, and a copy thereof be given to the Fire Chief. Motion ca.rried. A connnunication from the California League of Muni- cipa.lities was rea.d. It was moved by Leonis and seconded by Durbin that the same be filed. Motion ca.rried. Reports of Fire Inspector H. H. Isaacs on foam sys- tems at Gilmore Oil Company, Jameson Oil Company and Hercules Gasoline Company Vlas read. It was moved by Durbin and seconded by Leonis that the same be filed. Motion carried. The following communication from the Atlas Mixed YJrortar COmlJany \'Ilas read: "To the honorable Council of the City of Vernon, Gentlemen, 'We understand there is some question of our renewing excavation on property known as 2901 Santa Fe Ave. '" Our Company has removed all machinery used in excavating material to sell, and hereby re- presents to your Honorable Body this property while in our possession will not be so used. Demands on the general fund in the sum of Twelve Thousand Five Hundred Twenty-two and 14/100 Dollars ($12,522.l4) were read, and demands on the trust fund in the sum of Nine and 73/100 Dollars ($9.73) were read. It was moved by Leonis and seconded by Durbin that the demands be allowed and warrants drawn for same. It was moved by Leonis and seconded by Durbin that the meeting adjourn.
