The meeting was called to order by the President, J. J. Furlong, at 8 o~clock P. M. The Trustees present ....lere: Leonis, Durbin, Levy and Furlong. The Trustees absent were: Kniffin. It was moved by Levy and seconded by Durbin that the minutes of December 6, 20, 1926, and January 3, 1927, be laid over until the n~"'Ct regular meeting. Motion crarried. At this time the City Clerk w1nounced that this was the time and place set for the opening of bids on Al~neda Street, and that he had several bids upon his desk. It was moved by Leonis and seconded by Durbin that the City Clerk open the bids. IJ!oti on carr ied. At this time the City Clerk opened and read bids for the paving of Alameda Street from the Curtis Paving Co., the L. A. Paving Co., and Griffith Company. It was moved by Leonis and seconded by Durbin that the bids be referred to the City Engineer for checking and report... lfotion carried. The report of the City Engineer on the application of the Department of Water and Power of the City of Los Angeles for a permit to install a eight inch water pipe on East '25th Street, to serve the Meta.ls Refining Company and the Union Scott Sawdust Company. was read. It was moved by Durbin and seconded by Levy that the report be laid over until the next regular meeting. Thiotion carried At this time the City Engineer reported on the applica- tion of the Atlas Mixed Thiortar Company for a reduction of the bond for refilling of the excava.tion at 2901 Santa Fe Avenue. It wa.s moved by Durbin and seconded by Leonis that the matter be referred to the City Attorney for report as to legality of lowering the bond. Motion carried. The report of the City Engineer on the deed submitted by the Santa Fe Railway Company for a certain strip of land along their right of "^lay on Slaus on Aven&te Vla..S read. The Engineer re- ported that the deed was for the property required by the City for street purposes, and recommended its approval. RESOLUTIOHNO. 476: A resolution accepting the deed from the Santa. Fe Railway Company to the City of Vernon, eovering a strip of land along their right of way on Slauson Avenue, and authorizing the Ci ty Clerk to record the same was read. r"'tJ...E' If"- '.,-" " ...... ,....~IJ '-' .Tanuaryl'7, 1927. It was moved by Leonis and seconded by Durbin that H.eso~ution No. 476 be adopted. Motion (tarried.. The Clerk advised the Board that this was the time and place fixed pursuant to statute and notice given for the hearing in the matter of the assessment for the improvement of East Vernon Avenue, as. contemplated by Resolution of Intention N'o.. 447, adopted the 7th day of .Tune, 1926.. The Clerk also informed the Board that affidavit of posting of the Uotice of Filing Assessment was on fi~e in his office and that no written appeals or obj ect ions had been filed in his office prior to the day set for the hearing. The President of the Board asked if there were any interested persons present des ir ing to be heard in the matter. All interested persons having been given full opportunity to show cause why the said assessment should not be confirmed all objections presented having been heard and fully considered and the Board having been satisfied with the correctness of the assessment. Thereupon Trustee Leonis moved that the said assessment be con.firmed and approved, which motion. seconded by Trustee Durbin, was carried by the following vote, to~{it: AY'ES : NOES: ABSENT: Trustees Leonis, Durbin, Levy and Furlong.. None Trustee Kniffin The Clerk advised the Board that this was the time and place fixed pursuant to statute and notice given for the hearing in the matter of the ~ssessment for the improvement of East 30th Street, as contemplated by Resolution of Intention No. 444, adopted the 7th day of .Tune, 1926. The President of the Board asked if there were any interested persons present desiring to be heard in the matter.. It was moved by Leonis and seconded by Durbin that the same be referred to the City Engineer of the City of Vernon to report the action taken by this City to the City Engineer of Los Angeles. Motion carried. The petition of Long Transportation Company, et al, for the improvement of Topeka Street was read. It was moved by Leonis and seconded by Levy that the matter be referred to the City Engineer and City Attorney, also the matter of improvement Center Street from Alameda street to Santa Fe Avenue. Motion carried. The application by the Griffith Company for thirty day extension of time for the improvement of Leonis Boulevard was read. It was moved by Durbin and seconded by Levy that the same be granted. Motion carried. The application of Vi. R. Schulte for a permit to operate a lunch and soda fountain at 4903 Santa Fe Avenue was read. It was moved by Leonis and seconded by Levy that the same be referred to the Biice Department for inve.stigation and report. Motion carried. A cowmnication from Al Monroe Tire Service Company, recommending the granting of the application of W. R. Schulte for lunch and soda fountain at 4903 Santa Fe Avenue Vias rea.d. Moved by Durbin and seconded by Levy that the same be filed. lVIotion carried. A communication from the Factory Site Company re- questing permission to install water and sewer lines and paving of Hampton Street and Chambers Strat, north of East 49th Street, by private contract under the supervision of Howard McCurdy, the City Engineer of the City of Vernon, was read. It was moved by Durbin and seconded by Levy that the same be grante.d. Motion carried. The report of tile Railroad COlmnission on the matter of the Santa Fe Railway Company for authority to construct a pass- ing tract and Slfli tching 1 ead across Atlantic Avenue was read.. It was moved by Levy and seconded by Durbin that the same be filed.. Motion carried.. An application of the California Rendering Company for permission to erect a steam boiler' plant on the rear end of their property, said rear end" of the property being in the City of Vernon, between East 25th and East 26th Street, east of Santa Fe Avenue was read. -3- 1"")"."'7. ,,;;u ~anuary 17, 1927. A notice of hearing before the Hailroad Commission,' in the matter of the application of the Pacific Electric Railway Company for permission to discontinue operating a portion of the Long Beach-Venice ':r.!otor Coach line, and permission to discont inue operation of the L. A.. Union Stockyards Motor Coach line. be- tween 20th Street and Long Beach Avenue, and the L. A. Union Stock Yards was read. It was moved by Leonis and seconded by Durbin tp.at the same be filed. Motion carried. A circular letter from the San Pedro Chamber of Coynmerce regarding the lJIetropol i tan Sanitation Distr ict was read.. It was moved by Durbin and seconded by Levy that the ~e be filed. Motion carried. RESOLUTION No.477~ A Resolution accepting a deed from J.. B.. Leonis to the City of Vernon. and author izing the City Clerk to record same iY~lediately was read.. It was moved by Levy and seconded by Durbin that the deed be accepted. IvIotion carried. ORDIl-IAl'rCE No. 394.;: An Ordinance amending Ordinance No. 314 of the City of Vernon prohibiting open firos in said City was read for first reading. It was moved by Leonis and seconded by Durbin that Ordinance No.. 394 be pa.ssed for first reading. Motion carried. ORDINANCE No.. 395: An Ordinance controlling the construction., maintenance and operation of refrigerating plants within the city and prescribing safety and signaling appliances and devices to be used in connection therewith, and prescribing a penalty for the violation thereof was read.. It was moved by Levy and seconded by Durbin that Ordinance No. 395 be passed for first reading. l!otion carried. At this time the Fire eommission reported to the ~'rustees through lfJI'. Ioeonis that the manufacturing plants and other plants in the City of Vernon are ea.rnestly and sincerely co-operating wi th the fire cornrnission of the City in a very satisfactory ma.nner and he commended them very highly. It was moved by Levy and seconded by Durbin that the report be filed. Motion carried. At this time Trustee Leonis reported that a conference had been had with the County Auditor, accompanied by the City Attorney. in reference to the llayv'lood Fire Deistrict, wherein the district is to be dissolved,and that there is about Four Thousand Dollars ($4,000.00) of an equity in the fire district \ivhich belongs to the City of Vernon by virtue of the annexation of the Central Manufacturing District, and that they were desirous that the City of Vernon waive any right that it may have in said equity, but the City Attorney reported tha.t in his opinion the Board of Trustee ware without power to give away anything belonging to the City, and under those circumstances, no matter how anxious they were ...4- 0na ~'> lr.?':' '-:..;. Motion carried. It was moved by Leonis and seconded by Levy that the City Engineer take steps to form a draina.ge district in the southwest portion of the city a.nd after securing the data on the same to make a ,report to the Board of Trustees. :Motion aa..rried. At this time the City Engineer requested permission to make a report on the bids received earlier in the evening. said permission being granted, he reported that the bid of the L. A. l)aving Company was t he lowest bid and recommended that the bid of the L. A. Pav ing Company be accepted. It wa.s moved by Durbin and seconded by Levy that the recormnendation of the City Engineer be concurred in, and that all bids be rejected except the bid of the L. A.Pa.ving Company and that that bid be accepted and that the contract be awarded to the L. A.Paving Company. Motion carried. APPLICATION No. 1062: By Safe\'lay Stores Company for building permit for' the construction of storage platform. Approx. cost $.1,072.00. APPLICATION No.. 1063: By Johnston Pump Compa.ny for building permit for the construction of shed. Approx. cost $250.00. APPLICATION No. 1064: By Plaistoid Products Company for building for the construction of warehouse. Approx. cost $12,000.00. Approx. cost $250~00 was rea.d. It was moved by Durbin and seconded by Levy that the a.pplication be filed and pompany be requested to file a blue print of said construction before any action be taken on it by the board.. Motion ca.rried.. The report of the Police Department was read. It was moved by Leonis and seconded by Durbin that the report be filed.. Uotion carried. Demands on the General Fund in the sum of Seven Thousand Two Hundred Sixty-nine and 40/100 Dollars ($7,2.69.40) were read. Demands on the Trust Fund in the sum of One Hundred Ninety-three and 18/100 Dollars ($193.18) were rea.d.. Demands on the Water System No.. 2 in the sum of ~vo Thousand J::ight Hundred Fifty and 68/100 Dollars ($2,850.68) were read.. It Vias moved by Leonis and seconded by Durbin that the demands be allowed and warrants drawn by the Treasurer for the amounts.. Motion carried.
