DAY OF APRIL, 1927, AT THE CITY HALL OF THE CITY
OF VERNON, 4305 SANTA FE AVENUE, VERNON", CALIFORl\fIA.
The meeting was called to order by the President, ;r..
;r. Furlong, at 8 o'clock P. M.
The Trustees present were::
Leonis, Durbin and Furlong.
The Tnustees absent were:
Levy and Kniffin.

The Chairman of the Board asked that the City Attorney
make a re.port on the application of the Blue Diamond Company.
At this time the City Attorney reported that owing to the
improvementsto be made by the City it would be necessary to
abandon the same if the permit was granted. and that the I1Ppliea.tion
did not comply with the Ordinance regulating business of this
character and recommended that the application be denied..
It was moved by Durbin and seconded by Leonis that the
report of the City Attorney be accepted and the recommendation
be concurred in, and that the permit be denied the applicant.
Motion carried.
The City Clerk at this time advised the Board that this
was the time and place fixed pursuant to Statute and notice
given for the hearing in the matter of the assessment for the
improvement of Slauson Avenue. as contemplated by Resolution
df Intention No. 460, adopted on the 7th day of September, 1926.
It was moved by D~~bin and seconded by Leonie that the
same be la.id over until the next regular meeting. Motion
carried.
At t his time the Fire Commission was called upon to
report on the bids for fire hose that was submitted to them
on March 14, 1927.
At this time Mr. Durbin reported for the Fire Commission,
and recommended that the bid be rejected and the check
returned.
It was moved by Leonie and seconded by Durbin that the
recommendation be concurred in and that the one bid referred
to them be rejected and the check returned to the bidder.
Motion carried.
At this time report of the Fire Chief on the applicat i on
of the Empire Oil Company for a permit to operate gasoline and
oil storage and distributing statton at 2418- East 30th Street
was read.

It was moved by Durbin and seconded by Leonis that
the matter be referred to the Fomite Inspector, 1~. Isaacs
for report. Motion carried...
ORDIN_~TCE No. 400: An Ordinance prohibiting drunkenness
in a public place was read for second reading.
It Was moved by Leonis and seconded by Durbin that
Ordinance No. 400 be passed for second reading.... Motion
carried...
OBDIl'3'MTCE No. 400: An Ordinance making it unlawful to a.ppear
in a public place in a state of drunkenness or intoxication
was read for third and final reading.
It was moved by Leonis and seconded ~J Durbin that
Ordinance No. 400 be adopted. Motion carried by the following
vote::

ORDIlifANCE No. 40l: An Ordinance bf Intention to open and lay
out eertain streets in the City of Vernon was read for second
reading.
It was moved by Durbin a.nd seconded by Leonis that
Ordinance No. 401 be passed for second rea.ding.- Motion carried.
ORDINANCE No. 401: An Ordinance of Intention to open and lay
out certain streets in the City of Vernon was read for third
and final reading.
It was moved by Leonis and seconded by Durbin that Ordinance
No. 40l be adopted.- Motion carried by the following vote:

A communication from C. ]!f. Perkins,. requesting a license for
the manufac.turing of fluid meters for installation on g,asoline
pumps, said business to be located at 5214 Santa Fe Avenue
was re ad.
It was moved by Leonis and seconded by Durbin that the
Same be referred to the City Engineer and the City Fire Chief.
Motion c:.arried.
A communication from the Bureau of Water Works & Supply
Compa.ny of Los Angeles, requesting permission to extend their
present water system on East 25th street, to serve the Metals
Refining Company and the Scotts Union Sa\vdust ao, was read.
It \vas moved by Durbin and sec onded by Le onis that the
same be referred to the City Engineer. Moti on carried.
A communication from the Engineering Department of the
City of Los Angeles, in regard to the Vernon Sewage disposal
was read.
It was moved by Leonis and seconded by Durbin that the
matter be referred to the Oi ty Engineer for checking and
report. Motion carried.

A communication from B. R. 1la.son, for permission to
operate a filling station at the corner of E~st Vernon Avenue
and Downey Road, was read.
It was moved by Leonis and seconded by Durbin that the
same be granted. Motion cal'ried.
A conwunica.tion from Geo. R. Curtis Company, requesting
a sixty day extension of time on the improvement of Slauson
Avenue.
It was moved by Leonis ~d seconded by Durbin that the
request be granted. Motion carried.
A communication from the Postmaster of the Los Angeles
Post Office in regard to certain contract between the U. S.
Post Office Department and the City of Vernon was read.
It was moved by Leonis and see onded by Durbin that the
same be referred to the City Attorney. Motion carried.
A cOllIDlunication from the Arcadia Bandini Baker Estate,
petitioning the Board for the improvement of Bandini lloulevard
with an eight inch asphaltic conerete pa.vement was rea.d.
It was moved by Leonis and seconded by Durbin that the
same be referred to the City Engineer, with instruct ions to
start proceedings immediately. Motion carried.
A communicat ion from the General Petroleum Corporation,
re~uesting a release on Bond under Franchise No. 379, now
superceded by Franchise No. 393, was read.
It was moved by Leonis and seconded by Durbin that the
same be referre,d to the City Attorney for report. Motion
carried.
A communication from ;r., H. Bland requesting a license to
operate a restaurant at 53rd and Santa Fe Avenue was read.
It was moved by Durbin and seconded by Leonis that the
same be referred to the Police Department for report. Motion
carried.
A conmmnication from j. H. Reynolds et al in :regard to the
application filed by them for license to operate a restaurant at
5300 Santa Fe Avenue was read. At this time the Police Chief
informed the Board that the application was withdrawn.
It was moved by Leonis and seconded by Durbin that the
communication be filed. Motion carried.
A communication from Iva E. Tutt, requesting a license
and permit to operate a plant f or the removal of paint I lacquer,
rust and dirt from automobiles at 3463 East 26th stree,t was rea.d.
It was moved by Leonis and seconded by Durbin that the
communication be filed and a permit grante.d. Motion ca.rried.
The report of the Police Department on the ap:plication of
j. H. Reynolds et a1 for a permit to operate a restaurant at
5300 Santa Fe Avenue was rea.d.

It was moved by Leonis and seconded by Durbin that the

The report of the Police Department on the application of
M. P. Sullivan for a permit to operate a lunch room at 5710
Santa Fe Avenue was read.
It was moved by Durbin and seconded by Leonie that the

The report of the Police Department on the general condi-
tions of the City was read.
It was moved by LeoniB and seconded by Durbin that the
same be filed. Moti on carried.
The following applications, all having the approva.l of
the City Engineer, were read:
AFPLICATIOl\f No. 1097: By the Sierra Food Company for a permit
to install a 280 gallon gasoline tank at 2024 East 49th Street.
APPLICATION No. ll40: By Abegg & Reinhold for building permit
for the construction of addition to, office a.t 2533 East 26th
Street, appro..~imate cost $lOO.OO.
APPLICATION NO, l14l: By G. Izuhara for building permit to
construct a barn 400 feet South of' Leonis Boulevard on Downey
Road, approximate cost $200.00.
APPLICATImr :No. ll42: :By Vox Inc. for the demolishing of
residence a.t Santa Fe Avenue and Pacific Boulevard.
APPLICATION No.. ll43: By S. Fegen for sewer connection a.t
5200 Santa Fe Avenue.
APPLICATION No. l144: By B. R. Sa.x.ton for sewer connection a.t
2221 East 38th Street.
APPLICATION No. l1.45: By Southern Cal.ifornia Gas Company for
gas service on 52nd Street, 200 feet west of Santa Fe Avenue.

It was moved by Leonis and seconded by Durbin that the
a.pplications be filed and permi ts granted. Motion carried.
ORDINANCE No. 402:- An Ordinance repealing Ordinance No. 214 of
the City of Vernon was read for first reading.
It was moved by Leonis and seconded by Durbin that
Ordinance No. 402. 'be pa.ssed for first reading. Motion carried.-
At this time the City Attorney reported and asked per-
mission to employ assistant counsel, owing to the amount of
work that he now ha.s on hand, including the improvements set
forth by the City of Vernon, and that in his opinion it was
necessary to employ an assistant.
It was moved by Leonis and seconded by Durbin that the
City Attorney be and he is authorized to employ such assistant
counsel as he deems necessary. Motion carried.
The report of the '.vater Department was read.
It was moved by Durbin and seconded by Leonis that the
s~e be filed. Motion carried.
Demands on the General Fund in the sum of Four Thousand
Seven Hundred Eighty-eight and 44/l00Dollars ($4788.44) were
read.
Demands on the 'rf~ter System No. 2 Fund in the sum of Two
Hundred One and 84/100 Dollars ($20l.84) were rea.d.
It was moved by Durbin and seconded by Leonis that the
demands be allowed and the warrants drawn. Motion carried.
It was moved by Leonis and seconded by Durbin that the
meeting adjourn. Motion carried.
