AT THE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVEll1JE, VERlTO:U, CALIFORNIA. The meeting was called to order by the President, J. J. Furlong, at 8 o.clock P. M. The Trustees present were: Leonis, Durbin, Levy and Furlong. The Trustee absent was: Kniffin. It was moved by Durbin and seconded by Leonis that the minutes of the meetings of April 18 and 25. 1927, be laid over until the next regular meeting. Motion carried. At this time the City Clerk announced that he had bids upon his desk, as per notice inviting sealed proposals, for the improvement of 46th street. It was moved by Durbin, seconded by Leonis that the City Clerk be instructed to open the bids. tfotion cal.'ried. The Clerk then opened the bids from the following firms: Griffith Company and the L. A. Paving Co. It was moved by Durbin and seconded by Levy that the bids be referred to the City Engineer for checking and report at this meeting. Motion carried. A communication from the Safeway stores Inc.. request- ing that a permit be issued to J. R. Greenwood and E. Emadoff to haR rubbish from the warehouse of the Sateway stores Inc. located at 1925 East Vernon Avenue. Mr. J. R. Greenwood was present and requested permission to haul the waste from the Sateway stores Inc. each morning over the follOWing route: Leave the Safeway stores on Vernon Avenue to Alameda street along Alameda Street to Twenty-fifth Street, east on Tvventy- fifth Street to Santa Fe Avenue. north on Santa Fe Avenue to Edmond Street to the dump of the City of Los Angeles. It was moved by Leonis and seconded by Durbin that a permit be granted to cover the above route to the part ies requesting same. ~tion carried. A communication from the L. A. Paving Company, re- questing an extension of time of sixty days to complete the impr ovement on Alameda Street... was read. It was moved by Durbin and seconded by Levy that the same be granted. APPLICATION NO. 1176: By Pacific Steel Building Co. for a build- ing permit to construct 8. manufacturing plant on East 52nd Street~ approximate cost $4.000.00~ was read.. It Vias moved by Leonis and seconded by Durbin that the application be referred to the City Engineer and the Chairman of the Board. Motion ca.rried. APPLICATION No. 1177:" By the Southern California Gas Company to make gas service at 5212 Santa Fe Avenue was read. The City Engineer being present, he requested that the permit be referred to him. as he desired that the route in making this connection be changed, that the connection should be made from 53rd Street tlrrough the alley. It was moved by Durbin and seconded by Levy that the application be referred to the City Engineer with instructions to issue the permit provided the applicant would change the route so as not to interfere with the street. Motion carried. The following applications~ a.ll having the a.pproval of the City Engineer~ were read: APPLICA~'ION No. 1173: By Weaver Henry Company for abuilding permit to construct a garage at 3275 E. Sla.uson Avenue, approx- imate cost of $293.00. APPLICATION No. l1.74: By L. A. Railway Company for a building permit for the construction of a brick office building on " property of Vernon yards, at a.n approximate cost of ~2~000.OO. APPLICATION No. 1175: By E. F. Scattergood. Chief Electrical Engineer~ for a. building permit to construct an electric trans- mission line~ approximate cost of $92,473.00. APPLICATION No. 1178: By Union Oil Company to repair oil leak at the intersection of Vernon Avenue and Santa Fe Avenue. APPLICATION No. l179: By Southern California Gas Company to make an excavation at 4815 Santa Fe AVenue~ and to cut the sidewalk to put stand pipe on valve. APPIHCATION No. 11.80:: By R. F. Ware for a sewer c onnecti on at 2144 Ea.st S8th street. It was moved by Leonis and seconded by Durbin that the applications be filed and the permits grant~d. Motion carried. A communication from the Police Department regard- ing the appointment of Charles R. Wilson in the place of ;r. H. JfcCoy as motorcyle officer and a. reques.t that the Board approve the same was read. It was moved by Leonis and seconded by Durbin that the appointment of Charles R. Wilson in the place of J. H. McCoy be approved. Motion carried. 'he report of the Police Department of the City o~ Vernon on the general conditions of the City was read. It was moved by Durbin and seconded by Levy that the same be filed. Motion carried. -2- 2~:'7 May 2. 1927 J cont. The report of the \^la.ter Department Vias read. It was moved by Durbin and seconded by Levy that the same be laid over until the next meeting for a more detailed report. Motion carried. It was moved by Leonis and seconded by Durbin that the City Attorney notify the Sierra Food Company that the Board of Trustees had revoked their permit, owing to the fact that they had placed a gaSOline tank in the street, \'1hile the;ir petition showed the same to be embedded in private property. Motion carried. It was moved by Leonis and seconded by Durbin that the City Attorney be instructed to prepare an Ordinance to be submitted to the Board wherein it was declared to be a. misde- meanor for anyone to refuse to assist the Fire Department in the event of a fire. Motion carried. A communication from the Southern California Utilities Inc. asking for an extension of time of two weeks before beginning to lower their pipe line in the alley between E. 37th and E. 38th Streets in said city. was read. It was moved by Leonis and seconded by Durbin that the time be granted. Motion carried. At this time the City Engineer informed the Board that the L. A. Paving Company was the lowest bidder for the improve- ment of E. 46th Street, and recommended that the contr.act be awarded to 5a.id company. It was moved by Durbin and seconded by Levy that all bids be rejected, and checks returned to all bidders, with the exception of the L. A. Paving Company, and that they be awarded the contract. Motion carried. RESOLUTION No. 487: A resolution awarding the contract for the improvement of E. 46th Street to the L. A. Paving C. was read. It was moved by Durbin and see ended by Levy that Resolut ion No; 487 be adopted. :Motion carried. It was moved by Durbin and seconded by Leonis that the City Engineer prepare a map for the extension of the Fire Dis- trict No. l, and submit same to the City. Motion carried. At this time the City Attorney was requested to make a report on his opinion as to the legality of the operating of slot machines in the City of Vernon. The City Attorney reported that in his opinion it was unlawful for slot machines to be operated in the city, both under the state law and under the City Ordinance now in effect in the C1 ty of Vernon. It was moved by Durbin and seconded by Levy that the report be filed and tIlat the matter again referred to Trustee Durbin and the City Attorney to make a thorough investigation of the report in this matter. l\t!otion carried. It was moved by Durbin and seconded by Levy that the Board of Trustees send flowers for the funeral of the father of Ernest Giles, Chief of Police, City of Vernon. Demands on the Sewer District No. 1 Fund in the sum of Three hundred five and 50/100 Dollars were read. Demands on the Water System No. 2 Fund in the sum of Sixty-five a.nd 97/100 Dollars were read. It wa.s moved by Leonis and seconded by Durbin that the demands be allowed and warrants drawn for ti1e same. Motion C' arried. It was moved by Leonis and seconded by Durbin tha.t the meeting adjourn.
