The meeting was called to order by the President, J.J. Furlong. The Trustees present were: The Trustees absent were: Durbin, Furlong and Levy. Le onis and Kniff in. It was moved by Durbin and seconded by Levy that the minutes of previous meetings not heretofore read be laid over until the next meeting. Motion carried. At this time the City Engineer made a report on the Bridge Bids, and it was moved by Durbin and seconded by Levy that smne be laid over until the next regular meeting. Motion carried. ORDINANCE NO. 404: An ordinance levying the rate per centum for all municipal taxes, including bonds ~ld interest thereon for the fiscal year 1927-1928 was read for second reading. It was moved. by Levy and seconded by Durbin that Ordinance No. 404 be passed for second reading. Motion carri ed. ORDIN.~rCE NO. 404: An ordinance levying the rate per centum for all municipal taxes, including bonds and interest thereon for the fiscal year 1927-1928 was read for third and final reading. It was moved by Levy and seconded by Durbin that Ordinance No. 404 be adopted. Motion carried by the following vote: AYES : NOES: ABSEUT: Durbin, Furlong and Levy. JJone Leonis and Kniffin. A communication from the Railroad COnIDlission in refer- ence to a permit to con~truct and maintain a public street at grade over and across the right of ....'!lay and tracks of Santa Fe Railway Companyat East 48th Street was read. It was moved by L.evy ~nd seconded by Durbin that same be filed. Motion carried. A communication from the Board of Public Works of the City of Los Angeles in regards to the sewer across Los Angeles River channel at Soto Street was read. It was moved by Durbin and seconded by Levy that same be filed. Motion carried. A communication from the Parrafine Companies, Inc., re- questing a permit for the transporting of rubbish from their plant at Vernon and Santa Fe Avenue to plant located at 37th and Boyle Avenue was read. It was moved by Levy.and seconded by Durbin that the communication be filed and/ a permit granted. Motion carried. nns 0t~) An application by Margaret Brown for permission to operate a restaurant at 51st street and Pacific Boulevard was read. It was moved by Levy and seconded by Durbin that same be reported to the Police Department for investigation and report. Motion carried. A communication from the United By-Products Company reque.sting a permit for the manufacturing of meat scraps and bones for poultry feed was read. It was moved by Durbin and seconded Qy Levy that same be filed. Motion carried. A circular letter from the California state Board of Health in regard to the annual convention of League of Munici- palities to be held in Sacramento, California, September 19th to 23d, was read. It was moved by Levy and seconded by Durbin that the same be filed. Motion carried. A communication from F. C. Hodges for a permit to haul rubbish that accumulated in his place of business at 2304 East 48th Street to the Los Angeles City dump, was read. . It was moved by Levy and seconded Qy Durbin that the communication be filed and a permit granted. Motion carried. An application of Oscar Meltzer for per~ssion to operate an upholstery and mattress renovating plant at the corner of East 57th Street and Santa Fe Avenue was read. It was moved by Levy and seconded by Durbin that the same be referred to the Fire and Police Departments respective- ly. Motion carried. An application by Otis A. Miller for permission to operate a restaurant at No. 2025-2027 East 38th Street was read. It was moved by Levy and seconded Qy Durbin that the same be referred to the Police Department. Motion carried. An application by Harvey Bros. for a permit to haul rubbish and waste material through the streets of Vernon was read. It was moved by Levy and seconded by Durbin that the application be filed and the permit denied. Motion carried. ~1 application by the Acme-United Companw for permission to haul rubbish from their premises at No. 3649 Santa Fe Avenue to Los Angeles City dump was read. It was moved by Durbin and seconded by Levy that the application be filed and the permit granted. l!otion carried. At this t1me the California-Oregon Paper Mills presented a Deed to the City for a portion of their property for street purposes, and Trustee Durbin introduced RESOLUTION NO. 492, and moved its adoption, which was seconded by Levy and carried. Said resolution authorizing the acceptance of said Deed and the recordation thereof. Application of E. J. Stanton & Son for six inch fire 336 -2.- service at No. 2050 East 38th street was read. It ViaS moved by Durbin and seconded by Levy that the s~ne pe granted. Motion carried. report: At this time the Ci ty Engineer presented the following .. 8/15/27 "Honorable Board of Trustees, City of Vernon. Gentlemen: In accordance with your instructions I have checked the protests filed against the open- ing of streets contemplated by and set forth in Ordinance of Intention No. 401, adopted by your body on the 4th day of April, 1927. I find a total of 14,496 feet represented by protestants while the total of ti1e district is 36,843 feet. Therefore the protests represent only 40.62% which is not sufficient. Respectfully submitted, Howard McCurdy,City Engineer.- It was moved by Levy and s ec onded by Durbin that the report be accepted and referred to the city Attorney. Motion carr ied. It was moved by Durbin and seconded by Levy that the City Clerk be instructed to advertise for~ids for the patching of the streets of the City of Vernon for the ensuing year. Motion carried. It was moved by Durbin and seconded by Levy that the application be filed and the report of the Police Department be concurred in and the application denied. Motion carried. Demands on the general fund in the stun of Eight rrhousand Four Hundred Twenty-four and OS/lOO (~8424. 08) Dollars, were read.
