The meeting was called to order by the Mayor, ;r. J".
Furlong.
The Councilmen present were: Levy, Durbin and Mayor
The Councilmen absent were:
Kniffin and Leonis.
The minutes of the meetings of August l5th~ September
6th, September 7th and September 19th, were read.
It was moved by Durbin and seconded by Levy, that the
minutes of August l5th. September 6th. September 7th and September
19th be approved as read. Motion carried.
A communication from the Los Angeles By-Products Company,
re~uesting a permit to conduct business of purchasing, storing and
selling metals, junk. bottles, glass, paper etc.~ was laid over.
as this communication had been previously laid over for a meet-
ing of the full Board, a.nd a meeting not having been held;
It was moved by Durbin and seconded by Levy, that this
communication. be laid over until such meeting could be held. Mo-
tion carried.
Communica.tion from David R. Backus, regarding the above
permit, from the Los Angeles By-Products Company was laid over.
It was moved by Levy and seconded by Durbin that this
connnunication follow the previous one. lfotion carried.
A connnunication from the Engineering Department of the
City of Los Angeles, regarding the improvement District of Downey
Road and Union Pacific Avenue, was again read~ same having been re-
ferred to the City Engineer at a previous meeting, who being presen\
requested that the Board allow him more time before reporting.
It was moved by Durbin and seconded by Levy that the City
Engineer be given more time. Motion carried.
A circular letter from Hiram W. Yladsworth, Chairman of
the Metro.politan Water District Committee, was read.
It was moved by Durbin and seconded by Levy that same be
filed. Motion carried.
Comrnunication from H. E. VThi te, requesting a permit to
conduct a business of bottling bluing, vinegar, oils and syrups, on
the premises of W. F. Smith, on East 37th Street, was read.
It was moved by Levy and seconded by Durbin that the same
be referred to the Fire Chief, for investigation and report. Motion
carried.
Application of Gus Xohnson for a permit to operate a res-
ta.urant at 2318 East 52nd street, was read.

Applica.tion for a permit by the Western Union !elegraph
Company" for the William Rubbish Company to haul refuse from their
office a.t 2816 Santa Fe Avenue. was read.

plication be filed and a permit granted.to the William Rubbish
Company. Uotion carried.
Application of C. D. Antoniadis. for a permit to oper-
ate a restaurant at 2818 Santa Fe Avenue. was read.

be referred to the Police Department fo.r investigation and report.
Motion carried.
Application of Jack Goldberg. for a permit to operate a.
dancing aca.demy at 2810 Santa. Fe Avenue. was read.
It was moved by Durbin and seconded by Levy that the same
be referred to the Police Department for investiga.tion and report.
Motion carried.
A Communication from the sta.te Board of Health in regards
to sewers" within the limits of the City of Vernon,. VIas read.
It was moved by Durbin and seconded by Levy, that the com-
munication be referred to the City Engineer for investigation and
report. Motion ca~ied.
Communication from the Paraffine Companies Inc... request-
ing tha:t a permit be granted to the Schumacher Wall Board Corp.. to
haul certain scrap material. said material to consist entirely of
mineral substance~ and is noncombustible,. from their plant to a pit
near Miles Avenue, which is in the City Limits of Vernon.. wa.s rea.d.
It was moved by Levy and seconded by Durbin. that ovring to
the fact that this materia.l was of mineral substance and was non-
combustible. that the application be filed and a permit granted.
Motion carried.
Application by the O. K.. &: Los Angeles Sawdust Company.
for a permit to haul refuse from their premises at 2300 East 38th
Street, to the Los Angeles Dumping ground, was read.
It was moved by Levy and seconded by Durbin that the ap-
plication be filed and a permit gra.nted. Motion carried.
Application by the Distributors Packing Company for a trans-
fer to them of a butchering or killing :permit of the Reuther Pack-
ing Company, was read. Qvling to the fact that the permit YlaS non-
transferable;
It was moved by Levy and seconded by Durbin. that the ap-
plication be filed and that the Distributors Packing Company be in-
structed to file an application for a permit. Motion carried.
A:pplication of Co. G. Johnson for a permit to operate a res-
taurant at 2318 East 52nd Street,. vias read.
It was moved by Levy and seconded by Durbin that the same
be referred to the Police Department for investigation and report.

At this time the Police Department reported upon th~ap-
plication of F. J".. Hardy for a restaurant at 4315 Downey Road. Said
report contained the fact that this restaurant was in a very unsan-
itary condit ion" that. there was no connection to the sewer" and rec-
ammended that it be denied.
It was moved by Levy and seconded by Durbin that the re-
port of the Police Department 'be accepted and concurred in. Motion
carried.
The report of the Police Department of the general con-
dition of the City, was read.
It was moved by Levy and seconded by Durbin that the same
be filed. Motion carried.
The report of the Fire Chief on the application of the
Republic Finance & Investment Company " in regards to the use of the
property at Slauson and Alameda Streets" formerly occupied by the
Ant i-Oak Leather Company, in v:Thich the Fire Chief reported that the
building Vfas not, in his opinion. safe for occupancy" and requested
that the application be referred to the building committee. was read.
It was moved by Levy and seconded by Durbin that the re-
port 'be received and the application be referred to the building
cormnittee for investigation and report. Motion carried.
The report of the Fire Chief on letter of the Eureka Found-
r'-J & Pattern Company". in regards to sparks emana.ting from the Los
Angeles Incinerator" wherein we reported that all sparks are now
eliminated. was read.
It was moved by Durbin and seconded by Levy that the re-
port of the Fire Chief be filed. Motion carried.
The following applications, all having the approval of t.he
City Engineer" as head of the Building Department" were read.
APPLICATION NO. 1275: By Charles Harmon for building permit to con-
struct a. meat packing plant on Lot II of the Vernon Avenue Villa
Tract. Approximate cost of $15.000.00.
APPLICATION HO. 1276: By R. Yaffe for a building permit for the con-
struction of an additional building for the storage of tires on Lot
28, Tract 9461, the premises now used and occupied by them. Approx-
imate cost of $2500.00.
AF'PLICATION lirO. 1277: By Pioneer Paper Company for a building per-
mit for the construction of three siloat at 55th & Alameda Streets.
Approximate cost of $1500.00.
APPLICATION 1'1'0. ~278: ~J Dr. George D. Wells for a building permit
to c'onstruct a garage and childrens playhouse, for his own. children.
at 4317 Downey Road. Approximate cost of $50.00.
APPLICATION NO. 1279: By the Pacific Cottonseed Products Company~
for a. building permit for the construction of an incinerator at 230~
East B2nd street. Approximate eost of $100.00.
APPLICATION NO. 1280: By the General Petroleum Corporation. for a
building permit for the construction of an office on Lot l.J Tra.ct
3228. Approximate cost of $~500.00.

It was moved by Durbin and seconded by Levy, that all of
the applications be filed and permits granted. Motion carried.

were read.
It was moved by Durbin and seconded by Levy. that the
demands be a.llowed a.nd yvarrants dra.wn for the same. Motion carried.
