The meeting was called to order by the Mayor. ~. ~.
Leonis.
The Councilmen present were: Durbin, Levy, Fur~ong and
The Councilman absent was: . Kniffin.
It Vias moved by Durbin and seconded by Levy that the
reading of the minutes of the meetings of October 3rd and October
~'7th be laid over unti~ an adjourned meeting to be he~d November
~O, ~927. Motion carried.
At this time the City Clerk announced he had bids upon
his desk for the ~rovement of Topeka. Avenue as per the notice
mv it ing same.
It was moved by Durbin and seconded by Levy that the
City Clerk proceed to open the bids. Motion carried.
At this time the City Clerk read the bids from the
following firms: The Los Angeles Paving Company. Griffith Com-
pany; George R. Curtis Company; George ~. Oswald Company.
It was moved by Durbin and seconded by Levy that al~
bids be referred to the City Engineer for checking and report
at the next regular meeting. Motion carried.
A communication from Newlin & Ashburn regarding paving
of Topeka Avenue in behalf of the Griffin Wheel Company.was
read.
It was moved by Durbin and seconded by Levy that the
matter be referred to the City Attorney and City Engineer for
investigation and report. 1fotion carried.
!'he City Clerk read a parmi t granted by the State Board
of Health to the City of Vernon for the discharging of sewage
into Slauson Avenue sewer of the City of Los Angeles.
It was moved by Leonis and seconded by Levy that same
be filed. MDtion carried.
A cor~1unication from the 1furvel Hal~ studios regarding
the issuing of a booklet on Industria~ District ofYernon was
read.
It was moved by Levy and seconded by Durbin that the
matter be referred to the Comittee as a whole. Notion carried.
A communication from the Lovelure Sales Corporation
regarding changing of .their name -to the Eervada Perfume Company,
was read.
It was moved by Durbin and seconded by Levy that the
same be filed. Mot ion carried.

was read.
It was moved by Leonie and seconded by Durbin that
the application be filed and permit granted. Motion carried.
A communication from li. C. llLcClell.an regarding the
changing in ownership of the Remolite Paint Company at No. 2019
East 38th St.reet. was read.
It was moved by Durbin and seconded by Leonis that
the communice,tion be filed and a pe.rmit be granted to the new
owners. Motion carried.
The application of B. F. Kindred for a permit to
operate a restaurant at lio. 23~8 East 52nd street. was rea.d.

The application of the Eagle Iro.n & Metal Company for
a junk ciealers'l.icense in the city of Vernon" was read.
It was moved by Leonis and seconded by Durbin that sa.xne
be referred to the Police Department for investigation and report.

Report of the Fire Department on the application of
Forbes Brothers Company" to conduct a machinery supply and wood-
working shop at lifo. 2808 Santa Fe Avenue,. was read.
It was moved by Leonis and seconded by Levy that the
report of the Fire Department on said applicatio.n be filed and a
permit be granted. Motion carried.
A comrnunication from the Eureka Foundry & Pattern Com-
pany" requ!sting a permit to fill holes in Harriett Street with
cinders from their plant" was read.
It was moved by Leonis and seconded by Levy that the
matter be referred to the Street Department. Motion carried.
A comm.unicatio.n from Fraters Valve and Fitting Company
request ing a permit to dump slag o.n the property of Mrs. Dodson
at Fruitland and Soto Street" was read.
It was moved by Leonis and seconded by Levy that the
same be referred to the street Department for investigation and
report. Motion carried.
A communication from the A Brass Foundry to haul rubbish
from their property at Uo. 2052 East Vernon A.venue through the
streets of the City of Vernon,. was read.
It was moved by Leonis and seconded by Levy that the
communication be filed and a permit granted. Motion carried.
A communication from F. C. Crossan for a permit to ha.ul
scrap metal from their plant at Ho. 2288 East 48th Street to a
dump o.n East 15th Street, was read.
It was moved by Durbin and seconded by Levy that the

A. communication from the Pacific Ready-Cut Company for
a permit to drive their clean-up trucks"used in hauling scrap
building material from the City of Los Angeles through the City
of Vernon to their plant ~ was read.
It was moved by Durbin and seconded by Levy that the
application be filed and the permit granted. Motion carried.
A communication from Foster & Kleiser requesting a permit
to haul refuse and rubbish over the streets of Vernon to the
dump at East 25th and Ha.rriett Street~ was read.
It was moved by Leonis and seconded by Levy that the
application be filed and a permit granted. Mot ion carried.
A communication from the Gilmore Oil Company for a
permit to haul rubbish through the streets of Vernon from their
plant to the dump~. was read.
It was moved by Leonis and seconded by Durbin that the
communicat ion be filed and a permit granted. :Mct ion carr ied.
A communicat ion from the Atlas Mixed Mortar Compamy for
a permit to haul building refuse over the streets of Vernon to
the Standard Brick Company yard at 23d and Sota Streets was read.
It was moved by Leonis and seconded by Durbin that the
communication be filed and a permit granted. Motion carried.
APPLIC.A.T~I.9X N9.._ 1301: By O.K.Box Company for building permit for
the construction of a lumber shed and mill at 3133 East 26th
Street. at the approximate cost of $150.00, waw read.
It was moved by Leonis and seconded by Levy that the
ap.plication be referred to the City Engineer for investigation
and ~eport. Motion' carried.
APPLIC.i\T.IPN 1m. 1305: By J". de la Torre for building permit for
the construction of a dwelling at 3103 East 26th street at the
approximate cost of $30.00, was read.
It was moved by Durbin and seconded by Levy that same
be referred to the City Engd.neer and Health Department. Iliotion
carried.
APPLICATION NO. 1307: By H. T. Cutting for a building permit for
the construction of-a new roo" at 2213 East 38th street. was read.
It was moved by Leonis and seconded by Durbin that same
be referred to the City Engineer for investigation and report.

APPLICATION lIO. 1310: By" United Pressed Beef Company for the
installation of a 285 gallon gasoline tank and pump at 3040 East
Vernon Avenue ~ was read.
It was moved by Leonis and secondeQ by Levy that same
be referred to Councilman Durbin for investigation and report.
Motion carried.
APPLICATION NO. 1313: By Southern California Telephone Company~
for permission to place one 30 foot pole and one 35 foot pole
on the east side of Miles A.venue. north of 57th street to furnish
service to the Poxon China Company. 5600 Miles Avenue. was read.
It was moved by Durbin and seannded by Leonie that same
be referred to the City Engineer for investigation and report.

It was moved by Leonis and seconded by Levy that the
City of Vernon be and they are hereby authoriz.ed to furnish to the
City of Los Angeles the sum of $25,000.00 to be used for certain
. reconstruction and repair of the sewer of the City of Los Angeles
in the Los Angeles ,river bed, said removal to be so constructed
as to permit the construction of a bridge over the Los Angeles
River at Soto street by the City of Vernon; said $25,000.00 to
be considered a.s an advance pv.yment upon the sum of $86" 745.00
that will be due from the City of Vernon to the City of Los
Angeles at some future date. pursuant to a contract heretofore
entered into between the City of Vernon and the City of Los
Angeles 1 dated March 18, 1909; and that when called upon by the
City of Los Angeles,the said City of Vernon will pay five per
cent of the cost of construct ion and removal of said sevier
pursuant to said contract dated :M~a.rch 18, 1909. Motion carried.

Two 30 foot a.nd three 35 foot poles north side of 49th Street
between Santa Fe Ave. and Hampton street.

Fe Avenue and Hampton street.
One anchor on the north side of 49th Street, between Santa
Fe Avenue and Hampton Street.
Ninety foot two way multiple tile duct on Leonis and Pacific
Blvd.
ninety-five foot four way multiple tile duct on Downey Road
at Leonis Elvd.
APPLICATION NO. 1300: ~J Vernon Country Club to install a.n
electric 'lIght on sign at Pacific Blvd. and Santa Fe Avenue.
APPLICATIOlT NO. 1302: By Union Iron Works for the construction
of ma,cll1ne shop' for-the Southern California Iron & Steel Com-
pany, at Slauson and Downey Road. Approximate cost $10,250.00.
APPLICAT.IOlif NO. 1303: By H. G. Chaffee C.ompany for bui1ding per-
mit for construction of loading dock at 3301 East Vernon Avenue.
Approximate cost $900.00.
APPLICAT~ON n~l-30:i: By Abegg & Reinhold Company for bui1ding
permit for construction of steel storage shed at 2533 East 26th
Street. Approximate cost $75.00.
APPLICJ\TION J:TO. Y306: By WoodviI'ard Bennett Company for building
permit for construction of garage roof at 2501 East Vernon
Avenue. Approximate cost $165.00.
APPLICATION NO. 1308: By. :M. Broom Company for ~ building
permit'fOr construction of a garage at 1905 East 55th Street.
Approximate cost $100.00.
APPLICATIon :no. 1311: By Southern California Gas Company for
permit to repair service at 22.60 East Vernon Avenue.

The report of the Water Department was read.
It was moved. by Levy and seeonded.. by Durbin that same
be filed... Motion carried.
At this time the Police Chief announced.. that they had
employed L. W. Thatcher in place of A. C. Gehrman, at Qne Hundred Sev-
e.n~yFive Dollars,per mQnt:b..and asked the Council to approve
the appoiatment.
It was moved by Leonis and seconded by Levy that the
appointment be approved. Motion carried.
The report of the Police Department on general condi-
tions of the City" was read.
It was moved by Leonis and seconded by Durbin that same
be filed. Motion carried.
The City Clerk at this time presented some tax bills
from the County Tax Collector on property owned by the City,
wherein a tax was levied for the Flood Control Bonds upon City
owned property.
It was moved by Leonis and seconded by Levy that same"
be referred to the City Attorney. Motion carried.
ORDINANCE NO. 405: An Ordinance prohibiting the use of public
fire hydrants by private citizens without a permit, was read for
first reading.
It was moved by Durbin and seconded by Levy that Or-
dinance No. 405 be passed for first reading. lJotion carried.
ORDINANCE NO. 406: An Ordinance regulating and licensing
restaurants and other places where food and drink is sold or
offered for sale, was read for first reading.
It Was moved by Durbin and seconded by Levy that
Ordinance No. 406 be passed for first reading. Motion carried.
RESOLm:'ION NO. 498:' A Resolution for the improvement of Slauson
Avenue ". under County Improvement Act.. No. 349, was read.
It was moved by Durbin and seconded by Levy that Re-
solution No. 496 be ad.opted. Motion carried.
At this time Mr. Fitzgerald of the Crown Paint Company
asked for thirty days time in which to remove their plant from
its present location.
It was moved by Durbin and seconded by Levy that the
Crown Paint Company be given thirty days time in which to remove
their plant into the proper zone. Motion carried.
Demands on the General Fund in the sum of $4565.22,
were read.
It was moved by Durbin and seconded by Levy that the
