19280716 Regular City Council Meeting - Minutes llIliIUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON HElD ON THE 16th DAY OF mLY, 1928, AT THE CITY HAIL OF TEE CITY OF VERNON, 4365 SANTA FE AV J:!l1.lUlli, VERNON, CALIFORNIA. - - - - - ~ - - ~ - - - - - - - The meeting was called to order by th9 :Mayor, J. :J. Furlong. The Councilmen present were: Leonis, Durbin and Fur long. The Councilmen absent were: Kniffin and Levy. Minutes of the meeting of :July 2nd, 1925, were read. It was moved by Durbin, seconded by Leonis that the minutes be approved as read. Motion carried. ORDDfANCE NO. 411: An ordinance granting franchise to the Atchison, Topeka and Santa Fe Railway Company for spur track on Ea.st 46th street, was read for second reading. It was moved by Leonis and seconded by Durbin that Ordinance No. 411 be pa.ssed for second reading. llotion carried. ORDUTANCE NO. 411: An ordina.nce gran ting fra nchi se to tb. e Atchison, Topeka and Santa Fe Railway Company for spur track on East 46th Street, was read for third and final reading. It was moved by Leonis and seconded by Durbin that Ordinance Uo.4ll be adopted. llotion carried.. by ti:e following vote: " Ayes. "Noes. Absent Durbin, Le onis a nd Furlong None Kniffin and Levy ORDINANCE NO. 412: An ordinance prohibiting the erection, construction or installation of derricks, etc. waS read for second reading. It 'WaS moved by Le onis, seconded by Durbin that ordinance No. 412 be passed for second reading. Motion carried. OBDDfAlfCE NO. 412: An ordinance making it unlawful to erect, c.onstruct or install any oil derrick, machinery or apparatus for the purpose of drilling for, pumping or producing oil, was read for third add final reading. It was moved by Leonis and seconded by Durbin that Ordinance No. 412 be adopted. Motion carried by tm following vote: cu. " ..){ ) . ".Ayes- tt]fo es. Absent Leonis, Durbin and Furlong ]fone Levy an d Kniffin At thi s time the Ci ty Engineer pres en ted tot he Council for approval the assessment diagram prepared by himself for the improvement of Topeka Avenue as contem- plated in Resolution of Intention ]fOe 509. Councilman Durbin moved that said diagram be approved, seconded by COunCi~l Leonis and carried. At this time the City Clerk advised the Coun- cil that this v.a.s the time and place fixed pursuant to statute and notice given for the hearing in the matter of the assessment for the impr avement of Topeka. Avenue, as contemplated by Resolution of Intention ]foe 509, adopted the Third day of January, 1928; The Clerk also informed the Council that a.ffidavi ts of posting and publishing of the notice of filing assessments were on file in his office and that no written appeal or objection had been filed in his office to the date set for hearing. Hayor Furlong then asked if there wa.s any interested person desiring to be heard on the matter, present. All interested persons having been given full opportunity to show cause why the said assesffinent should not be con- firmed. All objections presented having been heard end fully considered and the Council being satisfied with 1he correctness. of the assessment; thereupon Councilman Durbin moved that sa id assessment be confirmed aa d approved, which motion was duly seconded by Councilman Leonis and carried by the following vote, to wit: "Ayes" Durbin, Leonis and Furlong ~Noes. A communication from. tIle Wils an Oil Tool Company for a permit to haul rubbish from 2301 East Vernon Avenue, was read. It was moved by Leonis, seconded by Durbin, that communication be filed and a pemi t granted... It was moved by Durbin, seconded by Leonis that communication be fi2ed and a p~it granted. Motion carried. Report of the Police Commission on the general condition of the city was read. It was moved by Leonis, seconded by Durbin that same be filed. Motion carried. The following applications, all having the approval of the City Engineer, were read. APPLICATION 1542: By E. ;[. Stanton and Son for building permi t for the construction of storage of fhavings at 38th and Al.ameda Street. Approxima. te cost 1900.00 APPLICATION 1543: By White Truck Company for permit to demolish pipe sheds at 4950 Santa Fe Avenue. AP.PLICATION 1544: By Percival Steel and Supply Oompal.\Y" for building permit for the construction of warehouse at 4600 Santa. Fe Avenue. Approximate cost 112,300.00. APPLIOATION 1545: By Whiting-Mead Pottery 00. for s; building permi t for the construction of warehouse and office at 4100 Alameda Street,; Approximate cost Ill,OOO.OO. APPLICATION 1546: By TIm. P. Neil Company fer building IE rmi t T for the construction of ve.rehouse for Avacado products on new street in Central Manufacturing District "between 59th and District Blvd. Approximate cost $19,000.,00. APPLICATION 1547: By Wm. P. Neil Company fer building permit for the construction of warehouse for the Produce TerminaI Market. Approximate cost $45,000.00. APPLICATION 1548: By Pacific Ready Cut Homes Co. for building permi t for the construction of garage fer the So. California Edison Company at corner of Pacific and Fruit- land Road. Approximate .:cost 1250.00. AWLICATION 1549: By Electric Steel and Mfg. CompaDY for building permit for the construction of factory laboratory at 3334 Eas t Slaus on Avenue. Appr aximat e c os t 11,000.00 APPLICATION 1550: By White Truck and Transfer Co. for permi t to install two gasoline stoIage tanks 550 gallons each, at 4950 Santa Fe Avenue. Approximate cost 1400.00. APPLICATION 1553: By the Standard Pipe and Steel Company for permit to break curb for driveway at 4439 Santa Fe Avenue. It was moved by Leanis, seconded by Durbin, that all the applica.tions be filed and permits granted. Motion carried. Report of the Police Department on the ap- lication of the standard Pipe & Steel Co. for perm.i t and license to operate their business at 4439 Santa Fe Avenue, was read. It was moved by Leanis, seconded by Durbin, that the report of the Police Department be filed and a permit granted. Motion carried. It was moved by Leoni s, see onded by Durbin, that the City Clerk be and is hereby authorized to ad- vertise for bids for the construction of the bridge on Soto Street, and to have the bids returnable July 30th, 1928, at 8.00 o'clock P. M. Motion carried. The City Engineer was instructed to immedia- tely begin proceedings for the improvement of Center Street, on the Motion of Councilman Leonis, seconded by Durbin and carried. It 'was moved by Leonis and seconded by Dur- bin that the Ci ty Engineer be ins tructed to supply data on the storm drain, end status of the Soto stree t Improvement at the next meeting. lIlotioncarried.
