MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF TEE CITY OF "{,3RNON,
HELD ON THE 2ND DAY OF DECE:MBER,
1929, AT THE CITY HALL OF THE CITY
OF VERNON', 4305 SAl'i'TA FE AVENUE,
VERNON, CALIFORNIA.

The meeting was called to' arder by the lla.yar,

Councilmen present: Durbin, Leonis, Furlong, Levy
Cauncilmen absent: Kniffin
It was maved by Durbin, secanded b.1 Levy, that
the reading 0'1' the Minutes 0'1' the previaus meeting be dis-
pensed with. Matian carried.
The City Clerk at this time annaunced tha.t this
was the time and place far pratests an the impravement 0'1'
Sata Street, and that there were nO' pratest.s filed with him
in writing, ar atherwise. The Mayar then asked if there was
anyone in the raam whO' had any abjectians to' make as to' the
impravement 0'1' Sata Street and, hearing nO' respanse, Cauncil-
man Durbin introduced Resalution NO'. 576, 8. resalution order-
ing the wark, which was secO'nded by Cauncilman Levy, and
carried.
The City Clerk at this time annaunced that this
was the time and place set in the Natice Inviting Sealed
Prapasals far the canstructian af the East 26th Street stO'rm
drain, and that he had several bids an his desk.
It was maved by Leonis, secanded by Durbin, that
the Clerk be instructed to' apen the bids.
At this time the City Clerk apened and read bids
from the following persans, firms and corparations: Demmit
& Taylar; Atlantic Construction Campany; Radich &: Granc-ie-t;
M. Brkick; R. A. Watson; Bebek & Brkich; R. E. Caoney; Tha~
Haverty Campany; M. T. Markovich, and M. Miller.
It was maved by Leanis, seconded by Durbin, that
all bids be referred to' the City Engineer far Checking and
repart at the next regular meeting. Motion carried.
Applicatian af the Richfield Oil Campany far pipe
line franchise was read.
Maved by Durbin, secanded by Levy, that the same
be laid aver until a capy af the ardinance was filed with
the City Clerk. Matian carried.
Communicatian fram the Baa.rd af Pub1icvvarks af
the City of Los Angeles, requesting per.missian to' burn
street sweepings in the city af Vernan an a ten acre dump
near the Las Angeles Incineratar, was read.
It was moved by Durbin, secanded by Levy, tha.t
the same be referred to' the Fire Cammission. Motion carried.

Communication from the Standard Packing Company re-
questing pennission to haul refuse from premises at 2440 East
Vernon Ave,nue, was read.
Moved by Durbin, seconded by Levy, that the com-
munication be filed and the permit granted. Motion carried.
Communication from Mr. James sturgeon requesting a
per.mit to operate a parking lot opposite the Stock Show at
Los Angeles Union Stock Yards, from November 30 to December
7, was read.
Moved by Levy, seconded by Durbin that same be filed
as this is outside the city of Vernon. Motion carried.
Communication from the Associa.tion of City Planners
regarding the uniformity of street names, was read.
Moved by Leonis, seconded by Durbin, that the same
be referred to the City Clerk. Motion carried.
Re,port of the .Police Department on the general con-
ditions of the city, was read.
Moved by Leonis, seconded by Levy, that the same be
filed. Motion carried.
The following applications, all having the approval
of the City Engineer, were read:
Application 2151: of Hercules Refinery for permit to construct
a. 2500 barrel fuel oil tank at 2411 East 30th Street. Ap-
proved by H. H. I.saacs, Oil Refinery Inspector. Approximate
cost $2500.00.
Application 2153: of Philip Freidman &- Son for building per-
mit for the construction of a. warehouse at 5025 Downey Road
for the Killefer Manufacturing Co. Approximate cost $6000.00.
Application 2154: of Wilshire Oil Company for permit to make
alterations in building at 2455 East 27th Street for stock room.
Approximate cost $100.00.
A~plica~ion 2155: of P. J. Durbin for building permit to
construct canopy over gasoline pumps at Soto and Vernon Avenues.
Approximate cost $200.00.
Application 2156: Qj" WIn. P. Neil Compa.ny for building permit
for the construction of a factory at 4812 Everett Street. Ap-
proximate cost $9000.00.
Ap~lica.tion 2151: of Dahlstrom Metallic Door Company for build-
ing permit for the construct ion of addition to present factory.
at 3350 Ea.st Slauson. Approximate: cost $1800.00.
A-pplication 2158: Of Swift & Company for building permit for
the construction of water pump building a.t 3901 Jewel Avenue.
Approximate cost $100.00.
Ap-p;lication 2159: o.f Stauff'er Chemical Company for building
permit for changes in pumping plant at 3200 Ea.st 26th street.
approximate cost $2000.00.
Application 2160: of Nick Strattes far building permit to
construct addition to shed at 45th and Magnolia Avenue for
dwelling. Approximate. cost $;50.00.

Application 2161: of Wm. P. Neil Company for building per-~
mit to make alterations in warehouse a.t 4536 District Blvd.
Parti~ion additions in office of warehouse. Approximate
cost $500.00.
It was moved by Durbin, seconded by Leonis, that
the a.pplica.tions be filed and permits granted.
A.t this time A. cr. ktt, secretary of the Bell
Cha.mber of Commerce and president of the Downey Road Im-
provement Associa.tion, addressed the Council, requesting
that some preliininary steps be taken to relieve the traffic
of the city of Bell and the city of lIraywood on Downey Roa.d..
After general discussion Councilman Durbin moved
that the City Attorney and City Engineer be instructed to
take the necessa.ry steps for the condemnation of the land
necessa.ry for an eighty-foot street on the east side of the
Union Pacific railroad so as to relieve traffic in the
neighboring cities. Motion carried.
At this time officer Giles reported that the stock
show wa.s running without a permit and requested the Council
to take some act ion.
It was moved by Leoni s and seconded 'by Durbin that
the matte-r be referred to the City Attorney. Motion carried.
At this time Councilman Durbin introduced Resolu-
tion No. 576 ordering the work on Soto street, and moved its
adoption, which was seconded by Councilman Leonis and carried.
It wa.s moved by Leonis, seconded by Durbin, that
the City Clerk be instructed to advertise for bids. for the
furnishing of labor and material for the construction of
cast iron water pipe in Soto Street between Fru1-tland Roa.d
and the southerly boundary line of said city, in accordance
with Plan No. 391 a.nd Specifica.tions No. 22. Motion carried.
Report of the Water Department for the month of
l'fovember was read.
It was moved by Durbin, seconded by Leonis, that
the same be filed. Motion carried.
