The meet ing was called to order by the Ma.yor, :r. ir.
Furlong.
Councilmen present:

It was moved by Durbin, seconded by Kniffin, that the
reading of the Minutes of the prev ious me et ing be dispensed
with. Motion carried.
The petition of Rose Garibald and others, filed in
the office of the City Clerk, for the creation of a municipal
Improvement District in the City of Vernon, was taken up for
action. Witnesses were sworn and testified.
It was moved by Durbin, seconded by Kniffin, and
carried, that the findings of the City Council on said peti-
t ion shall be:
1. That the petition is in writing and is signed
by two persons, each of whom is a qualified elector of
the City of Vernon and res ides vii thin the pI' oposed Munic-
ipal Improvement District, and they collectively constitute
more than ten per cent (10%) of the electors residing
therein.
2. That the signatures to the petition are the
genuine signatures of the qualified electors signing the
petition, and the same were signed on the date therein
shown, and the signers reside at the places designated.
3. That the petition contains an accurate de-
scription of the exterior boundaries of the proposed
district and the same is a part of and within the bound-
aries of the City of Vernon.
4. That the petition sets forth a general de-
scription of the publiC improvements to be acquired a.nd
constructed, and the swme are such as the City of Vernon
is authorized by law to acquire and construct.
5. That the said improvements to be acquired
and constructed are necessary and the district described
in the petition is benefitted by said improvements.
Application of the Richfield Oil Company for pipe
line franchise was read.
It was moved by Leonis, seconded by Durbin, that
the same be laid over until the next regular meeting. Mo-
tion carried.

Application of the Richfield Oil Company forexcava-
t ion permit to install insulating flange on pipe line in
Boyle Avenue was read.
It Was moved by Durbin, seconded by Khiffin, that
the emme be laid over unt il the next regular meet ing. Mot ion
carried.
It was moved by Durbin, seconded by Kniffin, that the
City Attorney be instructed to e::camine the franchises in the
city of Vernon with the Public Utility Compa.n;;l:ew, and report
back the condition thereof. Motion carried.
The following applications, all having the approval
of the Oi ty Engineer, were read:
Appl icat ion 2173.: of the Worthington .Pump Company for build-
ing permit for the construction of crane runway at 51st and
Santa Fe Avenue. Approximate cost ~~6000. 00.
Application 2174: OF Union Tank & Pump Company for building
permit for the construction of a.ddition to the present building
at 2801 Santa Fe Avenue. Approximate cost ~~20,000.00.
Application 2175: of Sperry Flour Company for building permit
for alterations to building at 4309 Fruitland Road. Approxi-
mate cost $400.00.
Applicat ion 2176: of Sunland Biscuit Company for installat ion
of ammonia. refrigerating system at 4383 Fruitland Road. Ap-
proximate cost $1000.00.
A~plication2l77: of Worthington Pump Compa.ny to construct
drivewa.y a.t 51st and Santa Fe Avenue.
A:p;plication 2178: of Southern California Gas Company to in-
stall gas service at 3001 Downey Roa.d.
A:pplication 2179: of Southern California Telephone Company
for permit to place six poles and one anchor on the north
side of Fruitland Road between Ma.labar and Santa. Fe Avenue,
and to remove four poles and two anchors on the south side of
Fruitland Road between Malabar and Santa Fe Avenue; also,
to place 135 feet of underground conduit and one manhole on
the north s ide and acro ss ])'rui t land Road east of Santa Fe
Avenue to serve Boyle Dayton Pump Company.
It wa.s moved by Leonis, seconded by Durbin, tha.t
the a.pplications be filed and permits granted. Motion
carried.
There being no further business, it wa.s moved by
Leonis, seconded by Durbin, that the meeting adj ourn. Mo-
tion ca.rried.
