MINUTES OF A REGULAR ]y'lEETIRG OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD ON THE 6TH DAY OF JANUARY, 1930,
AT THE CITY HALL OF THE CITY OF VERNON,

The meeting was called to order by the Mayor, J. j.
Councilmen present:

Kniffin, Levy
It was moved by Durbin, seconded by Leonis, that
the reading of the Minutes of the previous, meeting be dis-
pensed with. Motion carried.
Communicat ion from the Los Angele.s County Recorder,
\with deed attached, submitted by the California Trust Co.
for a portion of the Rancho San Antonio to the City of Vernon
for right of way purposes, was rea.d.
It was moved by Leonis, seconded by Durbin, that
thedeed be referred to the City Engineer for checking and
report. Mot ion carried.
Resolution submitted by the County Sanitation
District regarding the annexation of a portion of the City
of Vernon to the County Sanitation District No.1, was read.
It was moved by Durbin, seconded by Leonis, that
the same be referred to a Committee of the Whole. Motion
carried.
Communication from the Title Insurance & Trust Co.
agreeing to furnish the titie search in the matter of the
acquisition and improvement District No.1, in which the bid
for said search was $137.50, was read.
It wa.s moved py Leonis, seconded by DurbinJ that
the bid of the Title Insurance & Trust Company be received
and the City Clerk be instructed to order the search for the
price named. Motion carried.
Communication from the County Surveyor regarding
the South Side Drainage District \vas read.
It was moved 'by Durbin, seconded by Leonis, that
the same be referred to a committee of the whole. Motion
carried.
Communication from the Board of Education of the
city of Los Angeles in regard to street assessments a.ga.inst
school property in the city of Vernon was rea.d.
It was moved by Leonis, seconded by Durbin, that a
note thereof be made and the communica.tion filed. Motion
carried.

Communication from Los Angeles Paving Company re-
garding the possibility of having the Union Pacific: Company
install a railroad signal againss Vernon Avenue was read.
It was moved by Leonis, seconded by Durbin, that
the matter be referred to Councilman Durbin for investiga-
tion and report. Motion carried.
Communication from the Boyle Manufacturing Company
regarding parking conditions on Santa Fe Avenue was read.
It was moved by Leonis, seconded by Durbin, that
the same be referred to the City Attorney with instructions
to prepare an ordinance regulating parking. Motion carried.
Communication from Cornelius Bros., requesting per-
mit and license to conduct a slaughter house and wholesale
meat ~a=king business at 3049 East Vernon Avenue.
It was moved by Durbin, seconded by Leonis, that
the communicat ion be filed and the permit grant ed. Mot ion
carried.
ORDINANCE NO. 429, an ordinance ordering a certain
unnamed alley in Block 24, Huntington Park Ex:tension No.1
to be closed and vacated was read for first reading.
Moved by Durbin, seconded by Furlong that Ordinance
No. 429 be passed for first reading. Motion carried.
Application for a franchise by the Richfield Oil
Company to lay pipe line in Harriet Street, East 26th Street,
Soto Street, Vernon Avenue and Boyle Avenue, was read.
It was moved by Durbin, seconded by Leonis, that
the application for the franchise be filed and that notice
of sale of sa.id franchise be advertised in the Huntington
Park Signalt and tha.t same be sold February 17, 1930. Motion
carried.
Communication from Associated Oil Company request-
ing renewal of permit for the hauling of refuse from its prem-
ises at 2406 East 49th Street, was read.
It was moved by Leonis, seconded by Durbin, that
the communication be filed and the permit granted. Motion
carried.
Report of the Union Oil Company on the County of
Los Ange.le sFranchise no. 596 N. S., was read.
It was moved by Durbin, seconded by Leonis, that
the same be filed. Motion carried.
Report of the Water Department for the month of
December, 1929, was read.
It was moved by Leonis, seconded by Durbin, that
the same be filed. Motion carried.
Report of the Police Department on genera.l condi-
tions of the city was read.
It was moved by Leonis, seconded by Durbin, that
the same be filed. Motion carried.

At this time the Fire and Police Commission m.ade
a report and recommended that the salaries of Mr.A.rtele, of
the Fire Department, and of ];!r. Giles, of the Police Depa.rt....
ment, be increased to $300.00 per month from january 1. 1930,
and, in addition thereto, that the City furnish the necessary
gasoline and oil for their private automob.iles.
It was moved by Durbin, seconded by Leonis, that
the report of the Fire and Police Commission be filed and
the recommendations as to salary be concurred in. Mot ion
carried.
The Fire Commission requested that the city purchase
a Hoyt heater for the Fire Department, as per blueprints sub-
mitted and the price for sa.:rne not to exceed $200.00, installed.
It was moved by Leonis, seconded by Durbin, that
the recommendation of the Fire Commission be concurred in.
]lotion carried.
Communication from julio Perez for permission to
hold ball games on Sunday and during the week in the ball
park on East 38th Street, was read.
It was moved by Durbin, seconded by Leonis, that
the communica.tion be referred to the City Attorney for in-
vestigation as to the legality thereof and report. Motion
carried.
At this time the City Attorney reported that all
judgments submitted for the opening and widening of Magnolia
and Slauson were legally correct, and recommended that they
be paid.
It \vas moved by Leonis, seconded by Durbin, that
the following judgments be paid by the City Treasurer, to-wit:
Pacific Mutual Life Insurance Company of California; West
Coast Glass Company; Pacific System Homes, Inc., formerly
Pacific Ready-Cut Homes, Inc., and Max E. Pollasky. Motion
carried.
It was moved by Durbin, seconded by Leonis, that
the Richfield Oil Company be granted a per.mit to place three
flanges upon a pipe line now owned by it in the City of
Vernon and to be covered by a franchise, the sale of which
is to be held February 17, 1930. Motion carried.
Communication from Sinclair Refining Company, re-
questing permit to conduct a business of warehousing and
marketing petroleum lubricating oils and greases at 441.0
District Boulevard, was read.
It was moved by Durbin, sec onded by Leonis, that
the communication be referred to the City Attorney for
report. ]lot ion carried.
Communication from the District 1>rinting Company,.
requesting permit fcbr the hauling of waste paper and other
"refuse from the premises at 4440 East 49th st., was read.
. It was moved by Durbin, seconded by Leonis, that
the communication be filed and the permit granted. Motion
carried.

Approximate cost $600.00.
Application 2186: of Stauffer Chemical Company for building
permit for the construction of factory addition at 3200 East
26th Street. Approximate cost $1500.00.
