ING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD ON THE 17TH DAY OF FEBRUARY, 1930, AT THE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA, AT 8:00 P. M. - - ~ - - - - - - - - - - - - ~ - - The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Councilmen absent: Levy, Durbin, Furlong Kniffin, Leonis It was moved by Levy, seconded by Durbin, that the reading of the Minutes of the previous meeting be dis- pensed with. Motion carried. A bid was rec.eived for the franchise of the Rich- field Oil Company, accompa.nied by check for $100.00. It was moved by Durbin, seconded by Levy, that the bid of the Richfield Oil Company be accepted. Motion carried. ORDINANCE NO. 432, an Ordina.nce granting a franchise to the Richfield Oil Company in the city of Vernon was read for first reading. Moved by Durbin, seconded by Levy, that Ordinance No. 432 be passed for first reading. Mot ion car}~ied. I~~ROVEMENT DISTRICT NO.2. The Mayor.. announced tp.a.t tnisisthe..time and place fixed in Ordinance of Intention No. 430 for the hearing of protests of any person interested obj ecting to the format ion of the district described in said Ordinance of Intention No. 430, or to the extent of said district, or to the proposed im- provement or work, or to the acquiring or constructing of the proposed public utility, or to the inclusion of his property in said district. The Clerk reported that no written protests had been filed. The Mayor thereupon announced that any person present desiring to protest or to be heard upon the matter would be hea.rd at this time. No person present desiring to be heard to protest, evidence was thereupon duly received from Howard McCurdy, City Engineer of the City of Vernon, that the pet i ti on filed with the Council for the formation of said Municipal Improvement District contains an a.ccurate description of the ~terior boundaries of said proposed district, that the public improve- ment, or work, proposed to be a.cquired or constructed under said petition was a necessary improvement in said district, and that all property within the proposed district would be benefitted by the acquisition and improvement proposed; that the said pro- posed district was entirely within the boundaries of the City of Vernon and that the cost of the acquisition and construction --1...- :~n4 and incidental expenses in connection therewith is $125,000.00. Thereupon, it satisfactorily appearing to the City Council after hearing said evidence so given by said City Engineer, the City Council found and determined that all the property within the clescribed 'boundaries of the proposed dis- &rict would be benefitted by the proposed acquisition and im- provement, that the proposed district was all within the bound- aries of the City of Vernon, that the public work and improve- ment to be a.cquired and constructed wa.s necessary and was a benefit to said district, .that the district to be benefitted by said public work and improvement is correctly described in the petition for the formation thereof, that the cost of said acquisition and construction, and the incidental expenses in connection therewith, to-wit, the sum of $125,000.00, is not disproportiona.te to the work and improvement to be done a.nd acquired, and that a.ll of the property within the boundaries of said district will be benefitted by sa.id public work and improvement and by the acquisition and construction thereof, and that no one within said district had, either in writing or verbally, protested to the City Council, nor had any protes.t been filed with the City Clerk, or othenlise, to the formation of said district, or to the proposed improvement or work, or to the acquisition or construction of the proposed public im- provement, or to the inclusion of his property within said district; and the City Council, not deeming it proper or ad- visable to make any change in the proposed boundaries, there- fore determined that it had acquired and possessed jurisdiction to proceed further in accordance with the provisions of Municipal IInprovement Act of 1915. Councilman Durbin thereupon introduced an ordinance entitled: ORDIlU.NCE NO. 433 AN ORDINANCE. OF THE CITY COUNCIL OF THE CITY OF VERNON DEFINING AND ESTABLISHING THE BOUNDARIES OF A MUNICIPAL IMPROVE:MENT DISTRICT IN SAID CITY, DESIGNATING THE NAME BY WHICH IT SHALL BE KNOWN AND CALLING AN ELECT ION TO BE HELD WITHIN THE DISTRICT, AND PROVIDHTG FOR THE SUB- MISSION TO THE Q,UALIFIED ELECTORS OF SAID DISTRICT THE PROPOSITION OF INCURRIH'G A DEBT BY ~1m ISSUANCE OF BONDS OF SUCH DISTRICT FOR THE PURPOSES SET FORTH IN ORDINANCE OF INTENTION NO. 430, RECITING THE OBJECTS AND PURPOSES FOR VmICH THE PROPOSED IlmEBTEDNESS IS TO BE INCURRED, THE lU,TURE OF THE IIvJPROV".illMENTS TO BE ACQ,UIRED AND CON- STRUCTED, THE ESTIMATED COST THEREOF, THE AMOmrr OF THE PRINCIPAL IlIDEBTEDNESS TO BE INCURRED THEREFOR, AND THE RATE OF INTEREST TO BE PAID ON SUCH INDEBTEDllliSS, FIXIUG THE DATE ON \VHICH SUCH EI1!'mTION SHALL BE HELD, THE lW'NER OF HOLDING SAME AND THE lWINER OF VOTING FOR OR AGAINST SAID BOND PROPOSITION. Said ordinance was read for the first time and, on mo- tion of Councilman Durbin, seconded by Councilman Levy, and duly carried, same was passed to second reading. At this time the City Clerk announced that this was the time and place for the opening of bids for fire apparatus for the city. It was moved by Levy, seconded by Durbin, that. the City Clerk be instructed to open and declare bids for the fire apparatus. -2.... America La Franae Company Pacific Fire Extinguisher Company; and America Seagrave. C-orporation It was moved by Levy, seconded by Durbin that all bids be referred to the Fire Commission. Motion carried. At this time the City Clerk announced that this was the time and place set in the advertisement calling for bids for street equipment and that he had several bids. It was moved by Durbin, seconded by Levy, that the City Clerk open and declare the bids f"or street equipment. At this time the Clerk read bids from the following firms : Austin Western Road Machinery Co. Pike Automobile and Trailer Works Lewis Mot or Company Shepherd Tractor and Equipment Co. Frank T. Hickey Company It was moved by Levy, second.ed by Durbin, that the bids be referred to the City Engineer for Checking and report. Motion carried. Application of the Union Pacific Company for spur track franchise across Soto Street was read. It was moved by Durbin, seconded by Levy, that the 8op- plicat ion be referred to the City Engineer. Motion carried. Communication from the office of the County Surveyor regarding proceedings for the widening of Santa Fe Avenue in. Acquisition and Improvement District No. 252 of the County of Los Angeles was read. It was moved by Durbin, seconded by Levy, that the same be referred to the City Engineer. Motion carried. Communication from the Los Angeles Sausage Company reguesting permit and license to operate at 4820 Everett st. was read. It 3&s moved by Durbin, seconded by Levy, that the com- munication be filed a.nd permit and license granted. Motion carried. Communication from the Los Angeles Sausage Company requesting permit to haul refuse from its premises at 4820 Everett Street wa.s read. It was moved by Durbin, seconded by Levy, that the communication be filed and permit granted. Motion ca.rried. Communication from the Service Body v'Vorks regarding flour dust released by the Glove Milling Company and damaging new paint jobs done by Service Body Company at 21.1lt East 26th Street wa.s read. -3- :10{i It was moved by Levy, seconded by Durbin, that the communication be referred to the Police Department for in- vestigation and report. Motion carried. Communication from the Los Angelas Pioneer Shingle Compa.ny, 1550 West Vernon Avenue, requesting permit to haul refuse on and along the streets of the city of Vernon from their various jobs, was read. . It was moved by Durbin, seconded by Levy, that the communica.t ion be filed and the permit denied. Mot ion ca.rried. Communication from Swift & Company, advising that they have open.ed a small restaurant for their employees and not for the general public, at 3750 jewel Avenue, was rea.d. Moved by Durbin, seconded by Levy, that the com- munication be filed and the City Clerk instrueted to a.nswer same. Motion carried. Communication from Smart & Company, 421 East 8th Street, for permit to one of their jobbers to sell cosmetics, flavoring extracts, drug sundries, chemicals, etc., in the city of Vernon, was read. It wa.s moved by Levy, seconded by Durbin, tha.t the communica.tion be filed and the permit denied as in violation of a city ordina.nce. Motion ca.rried. Applica.tion of Mrs. .T. L. Clay to o.perate a. res- ta.urant at 4401 Downey Road wa.s read. It was moved by Durbin, seconded by Levy, that the applicat ion be filed and the permit grant ed. Mot ion carried. ORDINANCE NO. 434, an ordinance repealing Ordinances Nos. 23'1 and 253., wa.s read for first reading. It was moved by Durbin, seconded by Levy, that Ordinance No. 434 be passed for first reading. Motion carried. Communication from the Pacific Steel Building Co. for permit to haul refuse from it s premises at 2;065 East 51st St re et, was read. It wa.s moved by Durbin, seconded by Levy, that the communioation be filed and the permit granted. Motion carried. Report of the Police Department on general condition of the city was read. It was moved by Durbin, seconded by Levy, that the same be filed. Motion carried. The following applications, all having the a.pproval of the City Engineer, were read: App.lioation 2223: of Southern California Edison Company to construct a. manhole on the north side of Fruitland Road between private property and the curb, approxinately 415 feet ea.st of Santa Fe Avenue. Approximate cost $2601.00. Application 2225: of" Arora Products Company for a.lteration permit to change plate glass in windows at 53rd and Santa Fe Avenue. Approximate cost $150.00. ApPlica.tion 2226: of" Pioneer Paper Company for building per- mit for the construction of water cooling tower at 55th and Alameda Street. Approximate cost $3800.00. ApPlication 2227: of" Illinois ~acific Glass Company for building permit for the construct ion of warehouse at 3101 Fruit land Road. Approximate cost $10,500.00. AI>plication 2228: of Deitrick .Toslyn Oompany for permit to move existing boiler to new loca.tion at 5100 District Blvd. Approxinate cost $150.00. Applica.tion 2229: of" A. Lut~e f"or permit to demolish six woodsheds at old California Dressed Beef plant, Vernon and Santa Fe Avenue. Approximate cost $100.00. AI>plication 22.30: of Petrie & Pile for alteration permit to remodel incinerator a.t 2323 East 52nd Street. Approximate cost $200.00. Applicat 10.n. 2231: of Angelus Sanitary Can Machine Company for building permit for the construction of factory building at 4900 Pacifie Boulevard. Approximate cost $4000.00. Approximate cost $1000.00. Applica~ion 2233: of American Enca.ustic Tiling Company for permit to install a 545 gallon ga.soline tank a.t 2030 Ea.st 52nd Street. Approxim te cost $150.00. Application 2234: of.T. Oganesoff for permit to install a 550 gallon gasoline tank at 3001 Downey Road. Motion carried. Report of the Water Department for the month was read. It was moved by Durbin, seconded by Levy, that the same be filed.
