J. Furlong. Councilmen present: Oouncilmen absent: Leonis, Durbin, Levy, Furlong Kniffin It was moved by Durbin, seconded by Levy, that the reading of the minutes of the previous meeting be dispensed with. Motion carried. ORDINANCE NO. 432, a.n Ordinance granting to the Richfield Oil Company a. pipe line franchise in the city of Vernon was read for second reading. It was moved by Durbin, seeonded by Levy that Ordinance No. 432 be passed for second reading. Mot ion car- r ied. ORDINANCE NO. 432, an Ordinance granting to the Richfield Oil Company a pipe line franchise in the city of Vernon wa.s rea.d for third and final reading. It was moved by Durbin, seconded by Levy, that Ordinance No. 432 be adopted. Motion ca.rried by the follow- ing vote: A':fes: Noe s : Absent: Leonis, Durbin, Levy, Furlong None Kniffin ORDINANCE NO. 434, an Ordinance repealing Ordinances Nos. 237 and 253, was read for second reading. It wa.s moved by Durbin, seconded by Levy, that Ordinance No. 434 be passed for second reading. Motion ca.rried. Hickey Company regard- ing their bid on sprinkler tank wagons wa.s read. -1.- :)1. ~~ It was moved by Leonie, seconded by Durbin, that the same be referred to the City Engineer for report. Motion carried. Communication from the City Attorney approving payment of judgment in favor of the Bank of America for $13,939.20, in connection with the opening and widening of Magnolia and Slauson Avenue, was read. It was moved by Durbin, seconded by Levy, that the communication be filed and warrant drawn for the amount. Motion carried. Communicat ion from the Goldco Brass Company, re- questing a permit to haul refuse from its premises at 2822 Santa Fe Avenue, was read. It was moved by Leonis, seconded by Levy, that the Eommunication be filed and the permit granted. Motion carried. Communication from Forbes Bros. Company, request- ing permit to haul refuse from its premises at 2808 Santa Fe Avenue, was read. It was moved by Durbin, seconded by Levy, that the communication be filed and the permit granted. Motion carried. Communication from La-Fon System, regarding ap- plication pending for signboard at Slauson and Alameda Street, was read. The City Engineer being present recom- mended that the application be granted. It was moved by Durbin, seconded by Levy, that the reconnnendation of the City Engineer be concurred in. Motion carried. Fetition submitted by H & ~ Truck Company, et al regarding the change of name of .Junior Street to East 46th Street, wa.s read. It was moved by Durbin, seconded by Levy, that the petition be filed and the City Attorney instructed to draw a reso1ut ion changing the name of said street. Mot ion ca.rried. At this time the City Engineer made a report upon the bid submitted to him at the last regular meeting for the furnishing of street equipment and fire apparatus, and recom- mended as follows: That all bids be rejected for fire apparatus except the bid of the American-LaFrance and Foamite Corporation (PaCifiC), and that its bid be accepted. It was moved by Leonis, seconded by Durbin, that the reoommendation of the City Engineer be oonourred in and the City Attorney instructed to draw a contraot to conform with the Notice Inviting Sealed Proposals and the bid filed by said Company. Motion carried. 1'he City Engineer further recommended that the follow- ing bids be aocepted for the furnishing of street equipment, and that all other bids on the same equipment be rejected ex- cept the successful bid. Said recommendat ion was as follows: -a- :-:. t ~~ That the bid of the Pike Auto and Trailer Works for furnishing a two wheeled trailer for the sum of $290.00 be accepted. That the bid of the Lewis Motor Company for furnishing one If ton Ford truck with hand hoist and Dual Wheels for the sum of $894.00 be a.ccepted. That the bid of the Shepherd Tractor & Equip~nt Co. for the furnishing of one 15 h.p. caterpillar tractor for the sum of $1560.00, and one set of street plates for the sum of t49.00 be accepted; also that the bid of the same company for the furnishing of one No. 38 Killefer Rooter for the sum of $300.00 be accepted. It was moved by Durbin, seconded by Levy, that the recommendations of the City Engineer be concurred in and that orders be given for the purchase of this equipment. Motion carried. ~'he City Engineer requested further time to make a report on the bids for the water tanks. It was moved by Leonis, seconded by Durbin, that the City Engineer be given further time in which to report upon same. Motion carried. At this time the City Engineer reported upon the application submitted by the County of Los Angeles regarding separation of grades on Washington Boulevard, and recommended that the ~or of said City sign said application. It was moved by Levy, seconded by Durbin, that the recommendation of the City Engineer be concurred in. Motion carr ied. At this time the City Attorney reported that, in his opinion, ,the Sinclair Oil Company, in opening its store in the Central Manufacturing District, would not violate the City ordinance, and recommended that a permit be granted said Compa.ny. . It was moved by Durbin, seconded by Levy, that the recommendation of the City Attorney be concurred in and the City Clerk be instructed to issue a permit covering said ap- plication. Motion carried. Communication from the 1'J;:'l:ton_d J?acific Railway Co. assuring the city of Vernon that sa.id company would not call upon said city to pay any portion of the cost of the separa- tion of grades on Washington Boulevard, was read. It was moved by Durbin, seconded by Levy, that the communication be filed. Motion carried. Report of the Police Department upon the general conditions of the City \Vas read. It was moved by Durbin, seconded by Levy, that the same be filed. Motion carried. Application 2U~: of Kennedy Name Plate Company for bui1d.. ing permit for an addition to preilent plant at 4509 Pacific Boulevard. A.pproximate east $1500.00. Ap,licat1on 2244: of Hickey Pipe & Supply Company for build- ing permit for the conatruetion of office and shop a.t 3375 .8t Slaueon Avenue. Approximate:. east $10,12$.00. A1;>plication 22:45: of Southern California Gas Company for permit to cut off old service at Northeast corner of Vernon AYenue and Soto Street. It was moved by Leonie, seconded by Durbin, t.hat the applications be filed and the permits granted. Motion carried. At this time Councilman Leonis introduced Reso1u- tion No. 579, a Resolution conaolida.ting election precincts in the city of VernOn and appoin1.ing elee:ti on officers to condu<:,t the genera.l municipal election to be held on Monday, April 14, 1930, which was seconded by Councilman Levy and carried by the fOllowing vote: qes: Leonis, Levy, Durbin, J1urlong Noes:.
