MINUTES OF THE REGULAR !:'!EETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD ON THE 5TH DAY OF MAY, 1930, AT

The meeting was called to order by the Mayor, J. J.
Furlong:

It was moved by Leonis, seconded by Durbin, that the
reading of the Minutes of the previous meeting be dispensed
with. Mot ion carried.
Communicat i on from Hercule s Foundr ie s, Inc., regard-
ing sewer manhole covers used by the City on its sewer system
vias read.
It was moved by Leonis, seconded by Durbin, that the
same be filed and the City Attorney be instructed to communicate
with the Hercules Foundries, Inc., explaining to it that the
City, as such, furnishes no manhole covers, but that they are
furnished by the construction contractor. Motion carried.
Communication from Harry E. Bonnell and Associates
regarding annual au~it of the City was read.
It was moved by Durbin, seconded by Levy, that the
communication be filed. Motion carried.
Communication from the Union Pacific Company, request-
ing per.mit to burn dry weeds and grass on its property within
the City, was read.
It was moved by Leonis, seconded by Levy, that the
communication be filed and the permit granted provided the work
was done under the supervision of the Fire Chief. Motion carried.
Communication from the Goldco Brass & Manufacturing
Company, requesting permit to haul refuse from its premises at
2822 Santa Fe Avenue, was read.
It was moved by Leonis, seconded by Durbin, that the
communica.tion be filed and the permit be granted. Motion carried.
Communication from the Huntington Park Lodge of Elks,
requesting permit to use the old Vernon ball park for its ball
team, was read.
It was moved by Durbin, seconded by Levy, that the. same
be referred to the Committee of the \Vhole. Motion carried.
Communication from the Vernon Industrial Development
Association, requesting that the City Engineer be given necessary

credentials to solicit power data from v rious Vernon indus-

It was movedbby Durbin, seconded by Levy, that the
communication be filed. Motion carried.
At thiw time Councilman Leonis introduced the
following resolution and moved its adoption:
RESOLUTION No. 589
A RESOLUTION OF TIIm CITY OF VERNON DIRECTING THE CITY ENGINEER-
ING DEPARTllillNT TO COLLEC~' DATA FROM TEE VA..'tiIOUS IIIDUSTRIES OF
THE CITY SO AS TO ASCERTAIN THE .AMOUN~' OF ELECTRIC EUERGY USED
BY T1IF.: DIFFEREUIf MANUFACTURING PLAUTS OF SAID CITY.
The City Council of the City of Vernon does reso~ve
as follows:
Section 1: That the Gity Engineer of said City be,
and he is hereby, instructed to ascertain the amount of electric
energy used within the corporate ~imits of the City of Vernon;
Section 2: That the Mayor of said City and the City
Clerk of said City furnish the City Engineer with proper creden-
tials to present to the manufacturing plants showing the authority
of said City Engineer to collect said data.
Section 3: The City Clerk shall certify to the passage
of this Resolution and thereupon and thereafter the same shall be
in full force and effect.
Adopted and approve this 5th day of May, 1930.
Seconded by Councilman Durbin and carried.
Report of the Water Department was read.
It was moved by Levy, seconded by Durbin, that the same
be filed. Motion carried.
At this time the City Clerk informed the Council that
the Santa Fe Railway Compa.ny had presented a contract giving to
the City of Vernon an easement to lay a twelve inch concrete storm
drain and one manhole upon it s right of way between 26th and 27th
Streets, in the City of Vernon.
Moved by Durbin, seconded by Levy, that the easement as
presented be accepted. Motion carried.
At this time the City Clerk presented to the Board
ORDINANCE NO. 435, an Ordinance granting the Santa Fe Railway
Company a franchise as set forth in said Ordinance.
Moved by Leonis, seconded by Durbin, that Ordinance No.
435 be passed for first reading. Motion carried.
Communication from the Union ~acking Company and others
asking for a permit to hold a celebration for the opening of Soto
Street on May 9, 1930, was read.
It was moved by Leonis, seconded by Levy, that the mat-
ter be referred to the 1'olice Department and Councilman Durbin.
Mot ion carried.

At this time the Police Chief informed the Council
~hat he had appointed, subject to the approval of the Council,
N. D. Bartle;t and K. R. Blackburn, motorcycle officers, at
a Ealary of ~175.00 a month each, and asked that s~e be ap-
proved by the Board.
Moved by Leonis, seconded by Durbin, that the ap-.
pointment of said officers be, and the same is hereby,
approved, at salaries of $175.00 a month. Motion carried.
At this time the Police Commission requested an
increase in, salary for,R. S. Keating, of the Police Depart-
ment, from $l75.00 to $180.00 per month.
It was moved by Leonis, seconded by Levy, that the
increase in.salary be approved. Motion carried.
Connnunicat ion from J. Yf. McCoy, request ing permit
to haul refuse from premises at 2241 East 38th Street, was
read.
It was moved by Durbin, seconded by Levy, that the
connnunication be filed and the permit granted. Motion carried.
Connnunication from Baldridge Packing Company, re-
garding a delinquent penalty on water bill, was read.
It was moved by Leonis, seconded by Durbin, that
the communication be referred to the City Attorney for reply.
Motion carried.
Report of the Police Department was read.
It was moved by Leonis, seconded by Durbin, that the
same be filed. Motion carried.
The following applications, all having the approval
of the City Engineer, were read:
Application 2286: OF Union Oil Company to relocate gasoline
pumps at service station located at Santa Fe Avenue and Slauson
Avenue. Approximate cost $400.00.
Application 2287: of National Packing Company for permit to
make alterations on roof of building located at 381l Soto
Street. Approximate cost $150.00.
Application 2288: of National City Turpentine Company for
permit to erect three galvanized tanks for the storage of .
vegetable oil at 3135 East 26th Street. Approx. cost $400.00.
Application 2289: of Sunland Biscuit Company for permit to
make additions to factory at Fruitland and Everett streets.
Approximate cost $2500.00.
Applications 2290: of Klubi nkin , for building permit to cQn~
struct additions to dwelling at 3557 East Vernon Avenue.
Approximate cost $750.00.
A~plications 2291: ofN. B. Demopoulas, for building permit
to make alterations on dryer at 52nd and Santa Fe Avenue.
Approximate cost $500.00.

ApI?licat ion 2292: of Oilfields :l'ransportati on Co., for build-
ing permit for the construction of automobile serv ice build-
ing at 5501 Boyle Avenue. Approximate cost $2000.00.
A:pplication 22.93: of Vernon Fixture & Cabinet Company for
permit to construct twelve foot driveway at 2044 Audrey Street.
Application 2294: of Southern California Gas Company for per-
mit to remove three hundred feet of pipe on Fruitland Road for
the Bureau of Standards.
Application 2295: of Southern California Gas Company for per-
mit to lay 485 feet of gas main in Soto Street, south of 26th
Stl!:eet.
Application 2296: of Southern Calif'ornia Telephone Company for
permit to place one forty foot pole on the northwest corner of
Fruitland Avenue and Malabar Street.
Application 2297: of Southern California Gas Company for per-
mit to renew main on Soto Street, south from a point twenty feet
north of 37th Street.
It was moved by Levy, seconded by Durbin, that the
applications be filed and the permit s granted. Mot ion carried.
Demands on the General Fund in the sum of $6764.80,
consisting of the following items, were read:

It was moved by Leonis, seconded by Durbin, that the
demands be allowed and the warrants dravm for same. Mot ion
carried.
