M., AT THE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA ~ ~ - ~ - - - - - - - - - - - - - ~ The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Councilman absent: Martin, Leonis, Durbin, Furlong Levy It was moved by Leonis, seconded by Durbin, that the reading of the Minutes of the previous meeting be dis- pensed with. Motion carried. .The asseswment diagram prepared by the City Engineer of the City of Vernon for the improvement of East 26th Stree.t, as contemplated by Resolution of Intention No. 578, was pre- sented to the Council for approvai. Councilman Durbin moved that the said diagram be approved, which motion was seconded by Councilman Martin. and carried. The Clerk then advised the Council that this was the time and pJLa.ce fixed pursuant to statute and notice given for the hearing in the matte.r of the asseswment for the improve- ment of East 26th Street as contemplated by Resolution of In- tention No. 578, a.dopted on the 18th day of March, 1930, The Clerk also informed the Council that affidavits of the posting and publication of the Notice of Filing Assessment were on file in his office and that no written appeals or objections had been filed in his office prior to the day set for the hearing. The Mayor asked if there were any interested pers.ons present desiring to be heard in the ma.tter. All interested persons having been given full op- portunity to shmvcause why the sa.id assessment should not be confirmed, all objections presented having been heard and fully considered and the Council being satisfied with the corr.eet- ness of the assessment, thereupon Councilman Leonis moved that the said assessment be confirmed and a.pproved, which motion, seconded by Councilman Durbin, was carried by the following vote, to-wit: t AYES: NOES: ABSENT : Councilmen Martin, Leonis, Durbin. Furlong None Levy . At this time the Clerk submitted a deed by the Globe Grain & Milling Company to the City of Vernon for cer- tain prope.rty owned by it which it desires to deed to the city. Petition of the Luer Racking Company, et aI, for storm dra.in on Ease 26th Avenue wa.s read. -1.- ;3;)1 It was moved by Durbin. seconded by Martin. that the matter be laid over unt il the next regular meeting. Motion carried. Communication from the Hickey Pipe & Supply Ca., complaining about conditions on East Slauson Avenue, was r~ad. It was moved by Leonis, seconded by Durbin. that the matter be referred to the City Engineer. and the City Clerk instructed to answer said communication informing the writer of the action of the Council. Motion carried. Communication from Mundet & Sonj, requesting permit. to haul refuse from their premises at 2051 East 31th Street, was read. It was moved by Durbin, seconded by Martin, that the communication be filed and the permit granted. Motion carr ied. Communication from A. H. Monmert, of 3084 West Tenth street, Los Angeles, requesting permit to haul refuse through the City of Vernon, was read. It was moved by Leonis, seconded by Martin, that the City Clerk be instructed to answer the communication and refe.r the writer to the ordinance regulating the haul- ing of rubbish through the city. Motion carried. Communication from American Can Company, request- ing permission to construct a temporary shelter for sales men f s cars, was rea.d. This shelter will be 51 feet back from the curb and will run approximately 60 feet south of the present two story building. It wa.s moved by Leonis, seconded by Durbin. that the matter be referred to the City Engineer. Motion carried. Communica.tion from the California Commission on County Home Rule, regarding a meeting to be held July 23, 1930, at Long Bea.ch, was read. It was moved by Leonis, seconded by Martin, that the same be filed. Motion carried. Communication from AlI-Vetera.ns League for Serv ice. regarding a grand rally to be held July 2.4, 1930, a.t Olympic Auditorium, was read. It was moved by Durbin, seconded by Martin, that the same be filed. Motion carried. Communication from J. Rollin French & Staff, ex- tending an invitation to the City Council and the heads of departments of the city to refer employees of the city to the Vernon Emergency Hospital for treatment , without charge, in ca.se of accident, was read. It was moved by Leonis, seconded by Durbin, that the commubication be filed a.nd the City Attorney be in- structed to a.nswer the communication stating that the City appreciates the work rendered by Dr. French &; Sta.ff. Motion carried. Report of the Police Depa.rtment on general condi- tions of the city was read. -2- 4~ r,: H 1.;:-,& . It was moved by Leonis, seconded by Martin, that the same be filed. Motion carried. Applica.tion 2356: of Dr. C. McGinnis &: Staff for per;mit to move frame building used for hospital ppr- po.ses from 2901 Santa Fe Avenue to 2855 Santa. Fe Avenue, was read. It was moved by Durbin, seconded by Mart in, that the same be denied-mot ion carried. Application 2357: of Dr. C. McGinnis for permit to connect to sewer at 2835 Santa. Fe Avenue, was read. It was moved by Durbin, seconded by Martin, that the application be denied owing to the fact tha.t the build- ing cannot be moved in the fire zone. Motion carried. The following applicattions, all having the ap- proval of the City Engineer, ware read: Applicat ion 2353: of Standard J?ip,e & Supply Company for build- ing permit for the construction of monorail for moving boilders at 4441 Santa Fe Avenue. Approximate cost $500.00. Application 2354: of Gilmore Oil Company for building per- mit for the construction of office at 28th and Santa Fe Ave. Approximat~ cost $11,500.00. Application 2355: of Herberts Machinery Co. Ltd., for build- ing permit for the construction and alteration of office at 2915 Santa Fe Avenue. Approximate cost $20,000.00. Application 2358: of Buttress & McClellan for permit to con- nect to sewer at 5400 South Alameda Street. Ap-plication 2359: of Southern California Ga.s Company for per- mit to install gas serv ice at 2160 East 25th Street. Application 2360: of Lawton &: Rivers for permit to construct sidewalk a.nd driveway at 2160 East 25th Street. It was moved by Leonis, seconded by Durbin, that the applicat ions be filed and the permit s granted. Mot ion carried. Resolution No. 594, a resolution adopting the plans and specifica.tions for the improvement of East 54th Street, wa.s rea.d. It was moved by Leonis, seconded by Durbin, that Resolution No. 594 be adopted. Motion carried. Resolution No. 595, a resolution approving map of assessment district for the improvement of East 54th Street, was read. It was moved by Leonis, seconded by Durbin, that Resolution No. 595 be adopted. Motion carried. Resolution No. 596, a Resolution of the City Council of the City of Vernon, declaring its intention to improve East 54th Street, as set forth in said Resolut ion of Intention, was read. It was moved by Leonis, seconded by Durbin, that Resolution of Intention No. 596 be adopted. Motion carried. -3- ,.,r~(ll It. )"I....J Communication from the America La France & Foamite Corporation, requesting the City to accept its aerial truck heretofore delivered to it, Vias read. It was moved by Leonis, seconded by Durbin, that the same be referred to the Fire Chief for report. Motion carried. The City Engineer made an oral report upon the approximate cost of constructing and maintaining an electric plant and distribution system in the City of Vernon. It was moved by Durbin, seconded by Leonis, that the report be received and the City Attorney be instructed to take all necessary legal steps to submit the proposition of constructing and maintaining an electric plant and distribution system in the City of Vernon to the qualified vaters of the City, and the City Engineer be instructed to bring in a written re- port at the second meeting in August. Motion carried. The following demands on the General Fund in the sum of $6,828,44, consisting of the following items, were read: Payroll Expense Advance $4.,793.90 1,961.41 73. '13 and demand on Municipa.l District llfo. 2,$699...'90. It was moved by Leonis, seconded by Durbin, that the demands be allowed and warrants drawn for the same. Motion carried.
