19300915 Regular City Council Meeting - Minutes o MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, CALIFORNIA, HELD ON SEPTEMBER 15, 1930, AT 8:00 O'CLOCK P. M., AT ~'HE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALI- FORNIA. ~. - ~ - - - - - - - - - - - - - - - The meeting was called to. arder by the Mayar, J. J. Furlang. Cauncilmen present: Cauncilmen absent: Leanis, Durbin, Furlong Levy, Mart in It was moved by Durbin, secanded by Leanis, that the reading af the Minutes of the previous meeting be dis- pensed with. Motian carried. The City Clerk at this time announced that this wa.s the time a.nd place fixed by law for the canvassing of the ba.llots cast at the special election held an September 10, 1930. Upon completing the canvassing of the ballots, Cauncilman Durbin intraduced Resalutian No.. 601, and maved its adapt ian, being a resalutian of the City Cauncil af the City af Vernan dec1aring the results of a special electian held in said City an the tenth day af September, 1930, far the purpase af submitting to. the qualified voters of the City of Vernon, the fallawing prapo.sition af incurring &. debt, ta-wit: The prapo.sitio.n af incurring a debt in the sum af Three Million Nine Hundred ~ho.usand Dallars for the purpo.se af acquiring, canstructing a.nd camplet ing a. certa.in revenue-producing munic ipal imprave- ment, to-wit: Warks far generating, transmitting a.nd dis- tributing elec.tricity far the purpase of supplying said City a.nd its inhabitants with light, heat and po.wer, in- eluding the acquisitio.n of l.ands, rights af way, machinery, apparatus a.nd ather prop.erty, and the construct ion af eleErlric generat ing warks, sub-stat ions, transmiss ian and distributing lines, canduits and ather warks necessary therefar, which resalutian was seco.nded by Councilman Leonis and carried by the follawing vote: AYES: Counci1men Leonis, Durbin, Furlang NOES: None ABSENT: Counc iImen Levy, Mart in At this time the City Engineer of the City made his repart an the bids received for the impravement af East Fifty-faurth Street, and reparted to. the Cauncil that the bid of the L. A. PAVING CO. (INC.) was the lawest respa.nsible bid, and recammended that same be accepted, and that all ather bids a~cept the bid af the L. A. PAVING co. (nre.) be rejected. It was moved by Councilman Leanis and seconded by Cauncilman Durbin that the repart and recammendatian af the City Engineer be accepted and that all bids ex.ce.pt -1- the bid of the L. A. PAVING CO. (INC.) be rejected, and that the L. A. PAVING CO. (INC.) be awarded the contract. Motion carried. At this time Councilman Leonis introduced Resolution No. 60~, a resolution of the City Council of the City of Vernon awarding the contract for the \'lork and improvement described in Resolution of J!ntention No. 596. and moved its adoption, which was seconded by Councilman Durbin, and carried. Communication from the W. T. Cleverdon Co., San Francisco, regarding public liability insurance, was read. It was moved by Durbin, seconded by Leonis, that the same be referred to the Finance Committee. Motion carried. PUbliQommunica.tion from Matt. T. Mancha & Company re- ga.rding/ liability insura.nce \vas read. It wa.s moved by Durbin, seconded by Leonis, that the same be referred to the Finance Cooonittee. Motion carried. Communication from Guy B. Barham Company rega.rd- ing public liability insurance was read. It wa.s moved by Durbin, seconded by Leonis, that it take the same course as the other two communications. Motion carried. Communication from the Lea.gue of Ca.lifornia Mu- nicipalities, requesting information upon what new legis- la.tion, if any, is desired on behalf of the City of Vernon, was read. It was moved by Durbin, seconded by Leonis, tha.t the same be filed. Motion carried. Communication from the League of California Mu- nicipalities, informing the City that they are sending out a questionnaire to ascertain the costs in handling rate proceedings a.nd other matters before the Railroad Commis- s ion, was rea.d. It was moved by Leonis, seconded by Durbin, that the same be filed. Motion carried. Communication from the League of CaliforniaMu- nicipa.lities, rega.rding :l. oonvention to be held in Long Beach, California, Octob~r 6-11, wa.s rea.d. It was moved by Durbin. seconded by Leonis, that the same be filed. Motion carried. Communication from Alexander Tergins, 1156 E. 60th Street, Los Angeles, for license and permit to collect junk in the City of Vernon, was read. It was moved by Leonis, seconded by Durbin, that the same be referred to the .Police Department for investiga.- tion and report. Motion carried. -2- Communication from Fred J. and Jessie E. Etch- werry, requesting per.mit and license to operate a restaurant formerly known as the Parrot Cafe, located at 2318 East 52nd Street, was read. It was moved by Durbin, seconded by Leonis, that the same be referred to the Police Department. Mo- tion carried. Communication from R. Roubas, 2904 Sa.nta Fe Avenue, for license and permit to opera.te a new and used machinery supply:.business, a.lso job print ing establish- ment, at 2904 Santa Fe Avenue, was read. It was moved by Durbin, seconded by Leonis, that the same be referred to the Police Department for invest igat ion and report. Mot ion carried. Communication from C. C. Crowley, 428 \V'est 53rd Street, for permit to solicit in the city o.f Vernon orders for the Double Wear Shoe Company, of Minneapolis, was rea..d. It wa.s moved by Durbin, seconded by Leonis, tl~t the same be referred to the Committee of the Whole. Motion carried. Communicat ion from Herberts Machinery Company, expressing thanks for the kind cooperation during the construction of their building at 2929 Santa Fe A'Vienue, was rea.d. It was moved by Leonis, seconded by Durbin, that the same be filed. Motion ca.rried. Application No. 2407: of the Blue Diamond Company for the construction of 'two circular steel tanks 7 x 9 xII' at 5600 Bickett Street, a.t an approximate cost of $695.00. was rea.d. It was moved by Durbin, seconded by Leonis, that the S8..'lle be referred to the City Engineer for check- ing and report. Motion carried. Application 2400: of Griffin Wheel .r:ornpany for building permit for the construction of crane runway rack at 5421 Santa. Fe Avenue. Approximate cost $2000.00. Application 2401: of Union Packing Company for building permit for the construction of dressing rooms at 3030 :East Vernon Avenue. Approximate cost $300.00. Application 2402: of' j. C. Mikesell for building permit for the construction of factory and office building on SaC'o Street near' 37th Street. Approximate cost $15,000.00. Application 2403: of National City Turpentine Company for shed to house boiler at 3135 East 26th Street. Approxi- mate cost $200.00. Application 2404: OF National Packing Company for build- ing permit for the construction of smoke house and cooler at 3811 Soto Street. Approximate cost $3000.00. Application 2405: of Union Packing Company for building permit for the construction of an intermedia.te floor at 3030 East Vernon Avenue. Approximate cost $650.00. Application 2~06: of L. E. Kauffman Company for building permit to rebuild building damaged by fire, men's change house, at' 2701 East Vernon Avenue. Approx. cost $1200.00. -3- Application 2408: of Associated Oil Company for building permit for the construction of shop and warehouse at 28th and Santa Fe Avenue. Approximate cost $4000.00. Application 24.09: of Oliver \1. Nichols for permit to in- stall 10,000 gallon gasoline tank underground at Vernon and Soto Street, N. W. corner. Approximate cost $750.00. Application 2410: of Littlej ohti Reuland Company to install a revolving electric sign at 2655 Santa Fe Avenue. Approx- imate cost $250.00. A1>plication 2411: of American Legion Marathon for permit to connect to sewer in Pacific Boulevard. Applicatiotl 24l~: of American Can Company for permit to construct sidewalk at 4871 Santa Fe Avenue. Application 2413: of Southern California Gas Company for permit to install ga.s service at 5865 Boyle Avenue. Application 2414: of Southern California. Gas Company for permit to repair gas serv ice at 3275 East Slauson Avenue. Application 2415: of Southern California Telephone Co. for permit to repla.ce one pole on the west side of Boyle Avenue, south of 50th Street. Applica.tion 2416: of Southern California Telephone Co. for permit to place one anchor on the north side of 26th Street, east of Minerva Street. It was moved by Durbin, seconded by Leonis, that the applications be flIed and the pe~'mits granteJ.. Motion carried. At this time City Treasurer French appeared before the City Council and requested a leave of absence from his duties up to and including November 1, 1930, and informed the City Council that he had appointed G. A. Anderson as Deputy Treasurer until his return, and asked the Council to approve both the leave of absence and the appointment. It was moved by Leonis, seconded by Durbin, that the leave of a.bsence of Treasurer French and his appointment of G. A. Anderson as Deputy City Treasurer be approved. Mo- tion carried. Councilman Durbin introduced Resolution No. 603, a Resolution authorizing the First National Bank of Vernon to recognize the signature of G. A. Anderson as Deputy City Treasurer until and including November 1, 1930, an~ moved its a.doption, which was seconded by Councilman Leonis, and carried. Report of the Police Delltr:t:rrent on general condi- tions of the City was read. It was moved by Leonis, seconded by Durbin, that the same be filed. Motion carried. It was moved by Durbin, seconded by Leonis, that the City Engineer be instructed to secure a title search on Vernon Avenue between Santa Fe Avenue and Alameda Street, in said city. Motion carried. -4- It was moved by Durbin, seconded by Leonis, that the City Engineer be authorized, empowered and instructed to secure and present all available data, together with plans and specifications for the cons.truction, erection and completion of an electric light and power plant and distribu- tion system to be constructed in the City of Vernon, as out- lined in the proposition submitted to the voters of said City a.t a specia.l election held September 10, 1930. Motion carried. Demands on the General Fund in the sum of $11,242.13, consisting of the following items, were read: Pay roll Expense Advance Trust $4,549.09 4,783.45 1,890.08 19.50 a.md demand on the Municipal Improvement District No. 2 Fund of $339.62. It was moved by Leonis, seconded by Durbin, that the demands be a.llowed and warrants drawn for the amounts. Motion carried. It was moved by Leonis, seconded by Durbin, that the meeting adjourn.
