The meeting was called to order by the Mayor, J. .T.

It was moved by Durbin, seconded by Martin, that
the reading of the Minutes of the previous meeting be dis-
pensed with. Motion carried.
At this time Howard McCurdy, City Engineer, being
duly sworn, daposed and s~id in the matter of the .Acquisition
and Improvement of Diatric't No. 1 of the City of Ve.rnon,
California:
tt(l) That I am the duly qualified and appointed Super-intendent
of Work in the above matter.
II (2) That the locations of parcels to be acquired and im-
provaments to be made are planned in the best manner, and that
the improvements as suggested aJ!'e to proper gr'ades.
~(3) That the assessment district contains the
benefited by the acquisitions and improvements.

benefits to be received."

This being the time and pl.a.ce set in the abov e
matter for the hearing of any objections or protests aga.inat
the doing of the things proposed to be done, or to the extent
of the district, or to the zones and percentages or to the
~ades, or to any or all of the foregoing, the City Clerk
stated that no written obj ee-t ions had been fil.ed in his office..
The Mayor then asked if anyone present had any
objection or protests to make, and Mr. Reiman and Mr. R. J.
Schefferly made certain ora.l protests aga.inst the percentages
chaxged to certain zones. After an explanation by the
Superintendent of Work, these protests were withdrawn.
At this time Councilman Durbin introduced RESo.LUTION
NO.. 610., 8;: resolution setting forth the fa.ct of hearing on
Resolution of Intention, bounda.ries of district, grades, work
a.nd protests, a.nd moved it s adopt ion, which was seconded by
Councilman Leonis, and carried.
Councilman Durbin introduced RESOLUTION NO.. 61~, a
reBolut ion ordering a.cquisi tion and improvement, a.nd moved ita
adoption, which was seconded by Councilman Leonis, a. nd carried.

The City Clerk read a. not ice of hearing before the
Ra.ilroad Commission in the ma.tte~ of the applica.tion of Los
Angeles Gas & Electric Corpor~tion, regarding Franchise
Ordinance No. 361, a..nd others.
It was moved by Leonis, seconded by Durbin, tha.t
the same be referred to the City Attorney. Motion carried.
Communication from 1. Shapiro, requesting permit
to operate. 8. small smelting and refining plant at 5332. Santa
Fe Avenue, for the manufacture of aluminum ingots, was read.
It was moved by Durbin, seconded by Martin, tha.t
the same be referred to the Police Depar.tment for investiga.....

Communication from j. A. Rinole Com:pa.ny for permit
to operate an air condition a.nd cooling machine a.t. 2019 Ea.st
38th Street, was read.
It was moved by Durbin, seconded by Mart in, that the
communication be filed and the perrott be granted. Motion
carried.
Communication from the Glenham Engineering Company
for piermit to operate an engineering and machinery business
at 2828 Santa Fe Avenue, was read.
It was moved by Durbin, seconded by Martin. tha.t
the communication be filed a.nd the permit granted. Motion
carried.
Communication from Edward v~ jones, attorney, in
behalf of Joe Garcia, for cattle hauling business in city
of Vernon, with references atta.ahed, W'aS rea.d.
It was moved by Durb in, seconded by Mart in, th&t
the communication be filed and the applicant be requested
to file letters from the Los Angeles Union Stock Yards Co.
Motion carried.
Communication from K. R. Bradley Construction Co.
requesting permit to store their building material, suCh as
scaffolding, planks, etc., on their premises, located on
the Ga.utier Land Company property, located between Santa. Fe
Avenue and Alameda Street, was read.
It wa.s moved by Durbin, seconded by Leonis, that
the communication be filed and the permit gra.nted. Motion
carried.
Communications from the following firms, reque.sting
permits to haul ref"use along a.nd upon the streets of the city
of Vernon, were read:

It was moved by Leonis, seconded by Durbin, that

A circular letter' from the Imperial Valley Fire
Departments, inviting the Mayor and City Council to attend
the Southern California Fire Chiefs' Club Semi-annual
meeting in El Centro, .Ta.nuary 24-25, 1931, was read.
It was moved by Durbin, seconded by Martin, that
the sa:me be filed. Motion carried.
Communication from the Na.tional Valve and Mfg.
Company, of Pittsburgh, Pennsylvania, request ing permission
to bid on power plant piping, was read..
It vv:a.s moved by Leonis, seconded by Martin, tha.t
the connnunicat ion be filed for future reference. Mot ion
carried.
Communicat ion from the Scofield Engineer-ing Co. ,
of Phi1a.delphia, regarding their services in connection
with the power p1ant, wa.s read.
It was moved by Durbin, seconded by Martin, that
the same be filed. Mot ion carried.
Application 2552: of the Vernon Oil Refining Company, for
new construction and moving of old unit to be used as a.
cracking furnace, was rea.d. Approximate cost, $9,000.
At this time the City Engineer recommended that
this application be referred to the Foaming Inspector, H. H.
Isaacs.
It was moved by Leo.nis, seconded by Durbin, that
the rec.ommenda.tion of the City Engineer be concurred in.
Motion carried.
At this time Councilman Leonis introduced RESOLU'l'ION
NO. 512, a. resolut ion appropr ia.t ing from the City funds to
the Los Angeles ]liremen's "Widows, O~hans and Firemen's
Relief Association Fund"', the sum of $500.00, in a.ppreciation
for the splendid service rendered the city during the year
1930, and also the sum of $500.00 to be presented to the
Vernon Firemen's Fund in appreciat ion of their serv ice dur ing
the year 1930, and moved its a.doption, which was seconded by
Councilman Durbin, and carried.
At this time Councilman Leonis introduced RESOLUTION
NO. 613, a resolution cre.ating a Light and .Power Commission
in the city of Vernon, consisting of the following councilmen:

seconded by Councilman Martin., and carried.
Councilman Leon.is introduced RESOLUTION NO. 614,
a resolution establishing the sa.l.ary of the power plant
engineer, Howard McCurdy, at $300.00 per month, beginning
January 1, 1931, and moved its adoption, which wa..s seconded
by Councilman Durbin, and carried.

Application 2558: of Pioneer Paper Co., for building per-
mit to make addition to present building a.t 55th a.nd Alameda
Street, to house new nBc-hinary. Approximate cost $3000.00.
Application 2559: of Pioneer Paper C.ompany, for permit to
instaJ.T Foamite Syatem in plant 10ca.ted at 55th and Alameda.
Street. ApproxiIIBte cost $12,715.00.
A'Pplication 2560: of Woodward Bennett Company for building
permit to construct two corrugated iron sheds to cover
machinery at 2501 East Vernon Avenue.
Applicat ion 2561: of Southern California Ga.s Company for
permit to install gas service at 2411 East 26th Street.
Applicat iqn 2562: of S. A. Nuckols Plumbing Co., for permit
to connect to sewer at southeast corner of St. Charles and
Vernon Avenue.
Application 2563: of A. A. Gast for permit to connect to
sewer on ~gnolia Avenue near Fruitland Road..
Applicat~on__2564: of W. H. Thurston for permit to connect to
sewer at 2331 East 27th Street.
