The meeting wa& called to order by the Mayor,

the reading of' the Minutes of the previous meeting be dis-
pensed with. ]lotion eaxried.
Rej;))ort of the Southern California. Edison Company
- to t.he City Assessor of the City of Vernon was read.
It was moved by Durbin, seconded by Leonie, that
the same be filed. Mot ion carried.
Communieat ion from the Los Angeles Bureau of
Municipa.l Researvh, regarding fina.ncing and reorganiza.-
t ion of muniCipal aff'a.irs, wa,s read.
It was moved by Leonis, seconded by Durbin, tha,t
the sa.me be filed. Motion ca.rried.
Communication from the City Att.orne'y, giving a.s
his opinion that the action of the City Council on
Wednesday, April 8, 1931, a.caepting the bid of the Peerless
Pump Compa.ny, was void and could not be enforced, a.nd lreC'om-
mending to the City Council tha.t their action on said date
in regard t.o said pump be rescdnded, wa.s read.
It was moved by Durbin, seeonded by Leonis, that.
the communica.tion of the City Attorney be filed and that the
aetion of the City Council in regard to the letting of the
contra.ct for the pump to t.he Peerless Pump Company be
resc inded. Mot ion carried.
C:ommunica.t ion from Howard McCurdy, City Enginaex,
regarding the water condition of the City was read. Said
City Engineer lilnpp~emented his communicat ion by stating that
at t.he present time the City waa in grave danger of being
without water. A.s Superintende.nt of the Water De:par"tment, he
has a1.ready ordered the water shutoff on several consumera.
He also stated that if the contract was ill.egaJ. and they
were compell.ed to wait until they could comply with notice
invit.ing sealed proposals he cou1d not gua.rantee to keep the;
City in water, as one well was down and the other pump would
have to be withdrawn and examined immediately, and that
there was grave danger of injury to property unless the City
Counail would immedia.tely order- a pump to be placed in the
we1l.
Art.er a general discusaion, Counc ilman Durbin
introduced Resolution No. 6J.7, a resol.ution de.elaring and
determining that public interest and Recessity demand the
immediate expenditure of public money to sa.feguard health
and property located within the City, and iutructing the
Hayor a.nd City Clerk to immedia.tely enter into a. contrae-t
to purchase a pump to take care of this emergency, and

moved the adoption of the Resolution, whiah was seconded
by Councilman lIartin, and carried by the fOllowing vote:

Washington, regarding Building and Planning Code, was read.
It wam moved by Leonis, seaonded by Martin, that
the same be filed. Motion carried.
Communioation from the League of Cal ifornia Mu-
nioipalities, regarding legislative bul1etin No. ,." was read.
It was moved by Leonis, seoonded by Kart in, that
the same be filed. lIotion oarried.
Communication from the Highway Truck Comp.any, off'ex-
ing to sell the City, at a low: cost, a number of four wheel.
drive trueks purchased from the United Sta.tes Government, was
read.
It was moved by Durbin, aeaonded by Leonis, thd
the same be filed. .otion carried.

It was moved by Leonis, seconded by Durbin, that
the same be filed. Mot ion aarried.
It was moved by Leonis, seconded by Durbin, that
Fred Hurley be appointed a.s Deputy City Clerk of sa.id City,
and that his office be known a.s Deputy City alerk and Book-
keeper for the Water Department". Motion carried.
At this time Councilman Durbin introduced Resolu-
tion No. 618, 8. resolution appropriating mnnejl fram the un-
appropriated funds in the Genera.l Fund 'to the. separa.te funds
specified in said He.olution, a.nd moved its adoption, which
waa seconded. by Councilman Leonis, and carried.

eonatruetion of ma~ine floor in warehouse at 5616 Santa Fe
Avenue. Appro:x:.imte, c:oet 13:50.00.
Allp].ie:a.tion 2623: of Pacifio Cotton.ead Cor'poratio,n, for
building permit to repair galvanized iron shed at 230l, East
52nd Street. Approximate cost $6000.00.
Application 2624.: of Union Packing Company, for permit to
insta.l.l rafrigerat ion system at 3,030 Eaat Vernon Ave. Approxi-
mate coat $11.000.00.
Applica.tion ,26:25: of Gelfand Manufacturing Co., for permit
to inatall 5000 gallon fuel oil tank(underground)on Everett
Street. Appro:rimate cost $250.00..
Application 2626: of Asso'cia:t.ed Oil Company, for permit for
inata.llat ion of a gaso1ine met er pump for sen ice stat ion at.

Application 2627: of Associated Oil Company, for permit far
insta.llation of gasoline meter pump for service station at
28t,h and Santa Fe Avenue. App,roximate cost $170.00.
Applicat ion 2628: of Trinity Leather Products, for building
permit far a1.terat ion of parch of dwelling at 3313 East
Vernon Avenue. Approximate cost $lOO.OO.
Application 262.9: of Pennz,oil Company, for building permit
to make alteration on building on Lot 1 of the Repu)lic
Tract. Approximate eost $7500.00.
It ...vas moved by Durbin, seconded by Martin, that
the applications be filed and permits granted. Mat ion
carried.
It was moved by Leonis, seconded by Durbin, that
the City Engineer of sa.id City make a. thorough survey of the
water situation in the City of Vernon and file with the City
Council his findings and rec.ommenda.tions as soon as c,an-
veniently possible. Motion carried.
It was moved by Leonis, seconded by Durbin, that.
the City Clerk be, and he is hereby, inatructed to post a.
notice inviting sealed proposals or bids for the furnishing
of a new pump installed in the City wel1, together with
motor-. All bidders in their bids must make an alI.owance for
the old equipment. Mot ion ca.rried.
At this time the City Engineer requested permis-
sion to build sh,eds for tools and street equipment in the
City Hall yard. It wa.s moved by Durbin, seconded by Leonis,
that the request be gra.nted. Mot ion carried.
It was moved by Durbin, seconded by Martin, that
the meeting adjourn. Motion carried.
