It was moved by Levy, seconded by Durbin, that the City Clerk pr.oeeed to open the bids. Motion earried. At this time the City Clerk did open and publicly declare bids from the fOllowing firms: Mell-O Ha.ldeman Corp. Pac if ic PipEt & Suppl.y Company crane Company Petroleum Equipment Company Hicke:yPipe & Suppl:w Co. It was moved by Leonis, sec.onded by Durbin, that the bids be referred to the City Engineer for checking a.nd report. Motion carried. This being the time set for the ~ea.ring on the issua.nce of' acquisition bonds in the matter of M'l.uisition a.md Improvement Diatrict No.1, City of Vernon, a.nd the City Clerk having reported that the not ices of the time and place of said hearing have be en post ed a.nd published in the manner required by law, as ev 1denced by the aft ida.v it of publication a.nd poa.ting on file, and that no written pro- tests or object ions to the issuance of said bonds have been filed, the Council pro<leeded with said heal"'ing, a.nd t.he Cit.y Engineer being duly sworn gave t.es.timony as to the regul..a.rity of said hearing and a.s to the neeessity for the issuance of sa.id bonds. There being no oral pr o.t est or' obj eat ion, the following Resolution 'Was read: "RESOLUTION NO. 631 IN THE 1'f.ATTER OF AOQ;UISITION AND IMPROVEMENT DISTRICT NO. I OF THE CITY OF V'ERNON. CALIFORNIA. RESOLUT ION ORDERllTG THE ISSUANCE OF ACq.UISIT ION BONDS WEERE.4.S, at the time and place heretofore fixed by this City Council of the City of Vernon, California for the hearing upon the issua.nce of bonds against the lands in the 91 asseament district in Acquisition and Improvement District No. 1. of the City of Vernon, Calif ornia for the purpose of obtaining the amount necesaary to pay the interlocutory judg- ment and all costs and expenses chargeable to the p1.ainiiff in the co l1demnat ion acti on and the tnc idental ex.penses of the proc:eedlngs, the matter of the issuance of said bonds was t&ken up; and WHEREAS, No objeetions to the issuance of said bonds have been made or fi1.ed; and ~, evidence wa.s taken on the regu1arity of the proceedings and upon the matter of the issuance of said bonds, and the matter having been fuJ:F considered; NOW, TBER.t:!.-'POEm:, IT IS HEREBY RESOLVED, determined and ordered by the City Council of the City of Vernon, Cali- f ornia , as fo1.1.ows, t o-w it : (1) That the not ice of the day, hour and p.la.ce of the hearing upon the issuance of bonds for the purposes herein- before stated has been duly and regularly published and posted as required by law. (2) That all of the aeta, determinations and pro- ceedings heretofore had and taken in the matter of Acquisi- tion and Improvement District No. 1. of the City of Vernon, Cal.:lfornia. are regula.r and in all respec:t.s sufficient. (3) That all protests or objecrlions of whateyer natur'e to the: issuance of said bonds are hereby overru1.ed and denied. (4) That the pUblic interest, necessity and con- venience demand and require, and it is hereby ordered, that bonds of the district shall be issued in the total sum of for"iy-:f"our thousand six hundred nimety-six and two-hundredths dolla.rs (144.696.02) a.nd the treasurer of the City of Vernon, CaIifo:rnia is hereby ordered to issue bonds of mid district designated Series itA" in said aggr'ega.te principal sum., dated the d~ of the passage of this resolut ion, all in the manner and f/om provided in the Acquisit ion a.nd Improvement Act of 1925, as amended, and in further acc'ordance with the provi- siona of the resolution of irrtention a.dopted in this matter December 15, 1930. At this time the City Engineer made a repCU"t upon the bids for the furnishing of pipe to the city, in whien he stated that the bid of the Hickey Pipe & Supply Co. was the laweat and beat hid submitted, and recommended to the City Council t11&t they accept said bid. It was moved. by Leonis. seconded by Durbin, that all bids be rejea:ted except the. bid of the Hickey Pipe &. Snpply Co. . and that they be awarded the c'ontract, and that all chec-ks of the unsuccessful bidders be returned to them. Motion a:arried. At this time the POWler &: Light Commit tee reported to the Couneil that they had written a letter to the Bur'ea.u of Water and Power Commissioners of the city of.Los Angeles" requesting said Bur'eau to grant permission to Carl Heinze to asaist. the city of Vernon in the conatruction o.f an elec- tric 1 tght plant, and asked the Counail to a.pprove their a.ct ion. It was moved by Durbin, seconded by Levy, that the report of' the Power &: Light Commi:tuee be received, filed a.nd a.ppr'oved. Motion carried. At this time the Power &. Light Committee recommended to the Council that the City Engineer be authorized, em.. powered and instrucrt.ed to employ an electrical engineer be- tween now and the next meeting, at a sa1ary not to exceed Four Hundred ($400.00) Do1lars per month, and. report to the Council &t the nat regular meeting his aation.
