Councl~en present: Councilmen absent: Leonis, Durbin, Levy, Martin Fur long The C.ity Clerk e:alled the meeting to order and announced. that the lrIa.yor was a.bsent from the City and tha.t a Chairman pro tem of the Council should be elected. It was moved by Durbin, seconded by Levy, that J. B. Leonis be eleate<i Chairman pro. tem of the meet iug. :Mot iO.n carried. It was moved by Durbin, seconded by Martin, that the reading of the Minutes of the previous meeting be dis- pensed with. Mot ion carried. At this time the City Engineer made a. report uPon the bids received December 31, 1931 and referred to him for checking and report, for the improvement of East 26th Street and Soto Street, in Acquisition & Improvement Distr iet No. 1. The Engineer r'e.ported. that he had taken the matter up with special 0' ounsel employed in this district and that the ir verba.l opin ion was tha..t there Wa.2 only one legal bid, a.nd that they would file a written opinion at once t.o that ef'fect. He recommended tha.t t.he award of the contract be ma.de to the L. A. Paving Co. Inc., it b.eing the lowest, best and only legal bid received. A.t this time Councilman Durbin introduced Resolu- tion No. 6U, a. resol.ution of' award. of contract in the. ma.t- ter of Acquisition & Improvement District No. 1. of' the city of Vernon, and moved it s adopt ion, which \'Iao.S seconded by Councilman Levy, and carried, awarding the contract to the L. A. Paving Co. Inc. Communication from the Department af Public.: Works. regarding building applica.t ion pe.nd.ing was read. Construe:- tion to be used a.s. shelter for equipment. used in the opera.- tion of incinerator on Ea.st 26th Street. It wa.s moved by Durbin, seconded by Levy, that the City Engineer be authoriz.ed to use his surveying crew from time to time as he deems nec.essary, but, in no event, shall he charge for the serv ices of the surveying crew..
