It was moved by Durbin, seconded by Levy, that
the reading of the Minutes of the previous meeting be dis-
pensed with. Motion carried.

ORDINANCE NO. 445, a.n ordinance granting fra.nchise
to the Union Pacif ic Company for spur track across Downey
Road was re.a.d for second reading.
It was moved by Levy, seconded by Martin, that
Ordinance No. 445, grant ing franchise to t he Union Pa.cific
Company for spur track across Downey Roa.d be passed for
second reading. Mot ion c:arried.
<RDINANCE NO. 445\, an ordinance granting franchise
to the Union Pacific Compa.ny fo.r spur track actross Downey
Road was read for third &.nd final reading.

requeating oity to remove suah paris of office as extend into
Soto Street, was. :read.
It waa moved by Levy, lJeconded by Martin, that the
same. be referred to the City Engineer and Cit.y .A.ttorney. Mo.-
tion carried.
Communication from Edwin Krause, for permit to' haul
manure and paunch fr'om any paoking houae in the: city of
Vernon, to be disposed of outside of the city, wa.s read.

It was moved by Durbin, seconded by Levy, that the

Cammuniaation from Vernon Industrial Development
Association, for permission t.o erec:t signs locating :Pacific
Boulevard and: Vernon Avenue, ea.st of Santa Fe Avenue, was read.
It was moved by Levy, seoonded by Durbin, that the

It wa.s. moved by Durbin, seconded by Martin, that

ORDINANCE. NO. 446, a.n ordinance amending building
ordinance, was read for first reading.
It was moved by Durbin, seoonded by Jlaxtin, tha.t
Ordinance No. 446 be passed for first. reading. :Plotion carried.

At this time the City Engineer requested p.er-
mission and authority to ~ve the water of the City Water
Department tested by ~a.borat ory test.
It \Va.s moved by Durbin, sec:onded by Levy, that
the request of the Oi ty E.ngineer be granted and that. he
be authorized and. empowered to have the water tested by
some reputable laboratory. Mot ion carried.
At this time the City Engineer requested per-
mission to hire two additional men in the Power &: Light
Department, one to be known as a ""tracer", at a salary
not to exceed 1165.00 per month, and one specification
engineer', at a salary not to exceed $300.00 per month.
Same hav ing the a.pproval of the \Vat6r' &: Pow:er
Committee, it was moved by Durbin, seconded by Levy, that
the request of the City Engineer be concurred in and be
be authorized to emploY two men as above stated. Mot ion
carried..
It was moved by Leonie, seconded by Levy, that
the City Engineer take the matter of the storm drain up;
with the engineer of the p.roper department in the city
of Loe Angeles, and rep4l.'t back to the C-ouncil at his
earliest convenience. Motion carried.
It was moved by Durbin, seconded by Levy, that
the following transfers of' funds be made: That there be
transferred from the General Fund to the Light &: Power Fund
the sum of 111,4.50.00, being the premium on the light and
power bonds sold which should be in the Light &: Power Fund;
that there be transferred from the Acquisition and Improve-
ment District No. ]. Fund to the Emergency Fund the sum of
15.447..10, being a.4vances heretofore nade to the A.equisi-
11. ion and Improvement District No.. 1 Fund from the Gener_~
Fund; and that there be tra.nsferred from the Light &: Power
Ylmd to the Emerge.ncy Fund the sum of $T74,698.11, sald
sum being advances heretofore mde to the Light &: Power
Fund, and tbat the Clerk and Treasurer take the necesaary
steps to make these tra.nsfers. Kat ion carried.
