It wa.s moved by Durbin, seconded by Levy, that the report of the City Health Officer be filed a.nd the City A;t.torney instructed to communica.t.a with the Hea.lth Officer requesting that he make a survey oX the cit.y o.f Vernon and recommendations as far as the manure situatio.n is concerned. Motion carriea.. Report of Chief Artale, of the Fire De,pa.rtment, regarding the stora.ge of 011 at the Stand.a.rd Boiler &: Steel. Works, located at 50th and Boyle Avenue.. wa.s read. At this time the :Finance Committee recramaended that the bonds of the city offic tals, t:r-om and a.fter the: date o.f their. election, to-wit, April lIt 1932" be~ aa foll.ows: The regular.bo.nd of the City (:lerk: shall be the sum ~ Fifty Thousand (150,000) Dollar a; The regular bond of the City 1'reasu.rer shall be the sum of Fifty Thousa.nd (150,000) DolLars; In ad.d.ition, there shall be a. spec 1911 bond cover- ing the distr1but ion o.f the mo.ney secured by t.he sale of band to be used in the eree:t io.n o.f the Municipal Light and Power Plant:, for both the City Clerk and the ait.y Treas'Ur'er, of $50,000.00. The regular bond of the :map:uty ei ty Cle.rk a.nd -2- 1 :)0 ,....,... .,. ~, Deputy Treasurer shall be $25,000.00. In addition, there shall be a. special bond of $25,000.00 covering the distribution of the money secured by the sale of bonds to be used in the erec't ion of the Municipal Light and Pow:er Plant, for the Deputy City Clerk and Deputy Treasurer. It was moved by Durbin, seconded by Levy, that recanmendat ion of the Finance Commit. tee be concurred in that the City Clerk instruct the several ofr-icers of the tion of the City Council. Mot ion carried. the and. ac~- I.t th12 t!me Counc iIman Durbin recommended that the City purch~se and plant trees on both sides of Leonis Blvd. from .Pacif1c Boulevard to Downey Road, a.nd on the east side 0'1' Soto Street from 46th Street to the Illinois Pacific Coast Company plant. After a genera.l discussion on the quest ion, Council- man. Leonis offered to furnislJ. the trees, all stake s necessary to hold them, and an expert to supervise the planting, without cost to the City if the City desired the trees, the City to plant and take care of them. It was moved by Durbin, seconded by Levy, that the City take advantage of the offer and accept the trees from M:t'. Leonis. Motion carried. A.pplication 2889: of the Atlas Pa.cking eompany, for bu.ilding permit, was red. It was moved by Levy, seconded by Durbin, that the same be referred to the next meeting. Mot ion c~arried. The following a.pplications, all ha.v ing the approval of the City Engineer, were :rea.d: 1pplication 2890: of Richards Houstadt Co., for permit to move and st o:r'e three buildings temporarily at 5500 Boyle Ave. Approximate cost $75.00. Application 2891: of Stuaffer Chemical Co., for building per- mit to repair shed damaged by fire at 3200 Ea.st 26th street. Approximate cost $500.00. Application 2892: of Southern California Gas Co., for permit to la.y pipe line in 80to Street and East 26th Street. A:pplication 2893: of L. Kauff'man, for permit to construct driveway at 2801 Ea.st Vernon Avenue. App.lication 2894: of Southern California Telepho~e Co., for permit to place two multiple tile ducts on west s1de of Downey Road, north of East 26th Street. Applica.tion 2B95: 01' Mercha.ntsPacldng Co., for permit to QQnneet to sewer at 3029 East Vernon Avenue. It wa.s moved by Leonis, aeconded by Durbin, that the a.pplica.tions be filed and permit s gra.nted. Mot ion carried. At this time Councilman Durbin subIni tted to the City Counc il and moved the a.cc:eptance thereof, maps of tentat ive z.one plan of the City of Vernon, and that the City Attorney, tog~ther with a. committee from the City Council, be instructed to brJ.ng in a. r'eport and legal deser ipt ion of the zones as shown on the maps for final approva.l by the City Council on April 4th, and tha.t notice of sa.id meeting be given in the Los Angeles Review, a newspaper pI" inted, published and circulated in the City of -3- ~ ~"'1 L__) Los Angeles, County of Los Angeles, State of California, so that a.I.l eit izens or other persons int ereeted may appear and protest, if' so desired; which was seconded by eouncilman Levy, and earn ed . At this time the Mayor' appointed himself, Council- man JJuxbin, together with the City A.tto.rney and City Engine.er, to file a re.port with the City Council on April 4, 1932, f'or approva.l or r'ejecrt ion. At this time Councilman Durbin, of the Water and Power Committee introduced Resolution No. 649, a Resolution approving Specifications No. 30 for the furnishing anderee;t- ing of five air washers, submit tad to them by the City Enginee.r, which was seconded by Couneilman Leonis, and earried. At this time Councilm.a.n Durbbt, of the Wa.ter and .Power Committee introduced Resolut ion No. 650, a Re.solut ion approving Specifications No. 31. sl1bmitt.ed to them by the City Engineer, for the furnishing a.nd ereat ing of air c.ompressors, which was seconded by Councilman Leonis, and aarried. Demands on the General Fund in the sum of $'1, 906.~, consisting of the following items, were read: Payroll Expenses Advance Trust Refund 14,588.14 2,935.83. 322. '6 59 . 50 and on the Light & :Power Fund, in the sum of' $1,370.59, consist- ing of the following items: Payroll Expense $1,263.13 107.46 It was moved by Leonis, seconded by Levy, that the deman,ds be all.owed and warrants drawn for the same.
