It was moved by Martin, seconded by Durbin, that
the reading of the Minuies of the previous meeting be dis-
pensed with. Kotion carried.
A.t this time the lJi'ayor announced that the City Clerk,
T. J. Fur long, was i1.1. at. home and wou1.d be . wabI.e to appear
at the meeting.
I t was mov ed by Durb in, sec-onded by Leonis, that
the Deputy City Clerk, G. A.. Anderson, take down the proceed-
ings of the Souma iJ; at this meet ing. Mot ion c-ar-ried.
The Deputy City CI.ark announced tha.t, pursuant to
notice inviting sealed proposaJ.s for the furnishing of in-
sUI.ating mater.ial for ground fa.ult protea-tion foz 'the City's
electric p1.ant, he had on his desk one bid for same.
It was moved by Leonis, seconded by Durb in, tha't
the ]Iieputy City C;berk proceed to open the bid. Motioncarrie.d.
A.t this time the Deputy Cit.y Clerk o.pen.ed and pub-
1.icly read the bid of the De1.ta-Star EI.ectric Company.
It was moved by Leonis, seconded by Durbin, that the
same be referred 'to the City Engineer and the Committee on

The Deputy City C1.erk announced that, pursuant. to

eva.porator equipment for the City's e1.ectric- pI.ant, he had on
his. desk bids for same.
It was moved by Durbin, seconded by Mart.in, that
the Deputy City Clerk proceed to open same. Kot ion carried.

Petition from L S. Vinnell, for permit to excavate
li3and from pit owned by the City of Los Angeles., was read.
It was moved by D'UJ."bin, seconded by Martin, that
the same be referred to the City Engineer- and C'rity Attorney
for r-epor.t. Motion curied..

Claim for damages aa a result of collision on
the Los Angeles J'unc-t ion Railway in the Central :Manu-
facturing District, by Bessie 1. Galbraith, wa.s read..
It was moved by Durbin, seconded by Leonis,
that the same be referred to the City Attorney for in-
vest igat ion as to the legal status of the Ci1iy of Vernon
in the matter. Kotton car~ied.
A claim for damages in the same matter, oj'
:Martha B.. Nelson and William R. Helaon, was read.
It was moved by Du:t'bin, seconded by Leonis,
that the said claim take the same cour'Se as the pr"eceding
clafm~ Rot ion carried.
At this time the Committee an Water and Power
presented to the City Council SpecUicatiQns No. 38, and.
requested that the same be appr-oved.
Councilman Durbin imroduced Resolution No. 6'11,
a resolut ion of the City Council approving Specific-a.t ions
lio. 38, and moved its a.doption, which was seconded 'by
Councilman Martin, a.nd carried.
It was moved by Hartin, seconded by Durbin, that
the City Clerk advertise for bids for the furnishing of
the equipment specified in Specifications No. 38, bids to
be received at the first meeting in October. llotion aarrled.
At this time the City Engineer reported to the
City Council that in his opinion the pump should be pulled
on City's Well No.2-for inspection, and that if, upon e:x:.-
amination. of the pump, repairs were nee-essary, the City Clerk
should a.dver~ise for same.
It was moved by Durbin, seconded by Leonis, that
the City Engineer be authorized to employ the manu:f'ac-tur-er
of the pump to pull same from the well for inspection and
to replace same atter repair ing same, if necessary, and-, if
the pump was found det:ective in a.ny par-ta, ca.used by wear-
or otherwise, that the City Clerk be author iz.ed to advertise
for bids for the repairing of same. ](ot ion carried.

Coun.cil to emplOY Attorney E. R. Young t.o assist him in ma.k..~~

It was moved by Durbin, sec.onded by Mart-in, that
the request of the City Attorney be complied with and that
E. R. Young be employed to assist in making said report. and
that he: be allowed a reasonable compensation for his services..

RESOLU'l'ION NO. 669, a resolution a.uthor'iz.1.ng the
First National :Bank of Ver"non to pay chec-ks drawn by the CitYl
with the signatures of :ehe :Mayor a.nd Cit.y Treasurer alone, on
all checks dated September 6. 1932, was read.
It was moved by Dur-bin, secondedby Jlartin that
Resolution No. 669 be a.dopted. )(ot ion carried.

Mler loan Trust Compa.ny of San Franc isco to pay che cks drawn
by the City, da.ted September 6, 1932, with the signatures
of the JIa.yor and City Trea.surer alone, was read.
It was moved by Durbin, seconded by Martin, that
Resolution No. 6'70 be adopted. Kot ion carr-ied.
It was moved by Dtttbln, seconded by lIartin, that
..Resolution No. 6'70 be not sent unless the City Olerk
was. unable to sign the warrant. Motion carried.
At this tlme the City Treasurer- informed the City
Councl1 tha.t it wouI.d be necessary to transf'er- Ten Thousand
(110,000.00) Dollars from the American Trust Company ot
San Franc isco to The First Na.t ional :Bank of Vernon, Light &
Power OOl1struet ion Ftmd, to ca.rry on the construct 10n program.
It was moved by Durbin, seconded by :Martin, that
the request of'. the City Trea.surer be concurred in a.nd that
a. warrant be drawn on the American Trust Company of San
Franc-isco in the sum of Ten Thousand '$10,000.00) Dollars,
a.nd that same be transfer-rued to The First Hat ional :Ba.nk of
Vernon, as requested. Kotion carried.
A:Qplic'at ion 2993: of the WilsAir.e Oil Company, for building
permit for' the construct ion of sand blast ing room at 2455
Eas't Z'Z'th Street, at an approximate cost of $200.00, which
ha.s been appr'oved by the City Engineer, wa.s read.
It was moved by Durbin, . seconded by llartin, that
the app.lication be filed and the permit gra.nted. 1I0t ion
carried.
A.t this time Mr. Westfall addressed the City Council
on his applica.'tion of a restaurant license pending before the
Counc il.
It wa.s moved by Durbin, seconded by Martin, that
the request of Mr. 'llestfall be referred to the Police Depart-
ment. Kot ion carried.
Report of the Police Department was read-.
It was moved by Durbin, seconded by Martin, tha.t
the same be filed. Kotion carried.
Report of the \'later Department was read.
It was moved by Durbin, seconded by Martin, that
the same be filed. Kotion carried.
ORDINANC3 NO. 455, an ordinance of the City of
Vernon providing for the distribution of funds in conformity
with the c"Ontraet heretofore entered into between the Vernon
Industrial Development Associat ion and the City was read for
first reading.
It was moved by Martin, seconded by Durbin, that
Ordinance No. 456 be passed for first reading. Kotion carried.
ORDINANCE NO. 456, an ordinanceof,the.;City of
Vernon prov iding for the distribution of funds-in conformity
with the contract heretofore enter-ed into between the Vernon
Industrial Development Association a.n.d the City was read for
second r$8,ding.
