MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD TUESDAY, APRIL 7, 1936, AT
THREE O'CLOCK P. M., AT THE CITY HALL
OF THE CITY OF VERNON, 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA

The meeting was ealled to order by the Mayor,
J. J. Furlong.
Couneilmen present: Furlong, Leonis, Durbin, Peralta
Couneilmen absent: Levy
It was moved by Durbin, seeonded by Peralta, that
the reading or the Minutes or the previous meeting be dis-
pensed with. Motion carried.
At this time the Clerk announced that he had one
bid upon his desk for the furnishing of land f'or water well
sites.
It was moved by Durbin, seconded by Peralta, that
the Clerk read the bid. Motion carried.
At this time the Clerk opened and publicly read
the bid from the Central Manufacturing District, Inc., for
the furnishing of a well site to the City.
It was moved by Durbin, seconded by Peralta, that
the bid be taken under advisement. Motion carried.
At this time the Clerk opened and publicly read
bids for the drilling or a water well for the City. The
bidders were George C. Panassa and the Barber & Bridge
Drilling Corp. Ltd.
It was moved by Leonis, seconded by Durbin, that
the bids be referred to the City Engineer for checking and
report at the next regular meeting. Motion carried.
, At this time the Clerk submitted a proposal from
the Director of Public Works, Sacramento, Calif'., regarding
improvement of' Vernon Avenue between Santa Fe Avenue and
Alameda Street, to be carried out as a Public Works Adminis-
tration project.
It was moved by Leonis, seconded by Peralta, that
the same be ref'erred to the City Engineer and the City
Attorney. Motion carried.
Communication from.Board of Supervisors, with
copy of resolution attached, declaring a portion of Washington
Blv6., in the City of Vernon, to be a part of the County system
of Highways, was read.
It was moved by Durbin, seconded by Peralta, that the
same be referred to the Committee of the Whole for investiga-
tion and report. Motion carried.
Deed submitted by Bandidi Estate f'or a strip of' land
ten feet wide, being the southerly 10 feet of Indiana Street
as vacated by Ordinance 391 of the City of' Vernon, was read.

It was moved by Leonis, seconded by Durbin, that
the Clerk be instructed to record said deed and notify
Los Angeles County Engineering Department of his action.
Motion carried.
Communication from the Post Office Department,
Washington, D. C., acknowledging notice to vacate premises
occupied by the Vernon Branch of the Los Angeles post
office, on or before October 20, 1936, was read.
It was moved by Leonis, seconded by Peralta, that
the communication be filed. Motion carried.
Commundcation from the Union Appraisal Company,
regarding appraisal of various city property for insurance
plDtpe8es, was read.

the same be filed. Motion carried.
Communication from the Equitable Life Assurance
Society, regarding new and novel ir.:k8. developed by the Equi t-
able Assurance Society with reference to insurance, was read.
It was moved by Durbin, seconded by Peralta, that
the same be filed. Motion carried.
Communications from the following firms for permits
to haul refuse from their premises upon and along the public
streets of the City of Vernon were read:
Cutting Engineering Works
Reid, Murdock & Co.
General Petroleum Corporation
It was moved by Durbin, seconded by Peralta, that
the communications be filed and permits granted. Motion car-
ried.
RESOLUTION NO. 785, a res&lution approving Specifica-
tions No. 88, for the furnishing and erecting of a Diesel engine
driven generating unit and auxiliaries, was read.
It was moved by Durbin, seconded by Peralta, that
Resolution No. 785 be adopted. Motion carried.
RESOLUTION NO. 786, a resolution declaring the
prevailing rate per diem wages for labor to be used in the
furnishing of material for, and the erection of, a Diesel
engine driven generating unit and auxiliaries, was read.
It was moved by Durbin, seconded by Peralta, that
Resolution No. 786 be adopted. Motion carried.
It was moved by Leonis, seconded by Durbin, that
the Clerk be instructed to advertise for bids for the furnish-
ing and erection of Diesel engine driven generating unit and
auxiliaries, in conjunction with the cooperation and approval
of the Vernon Industrial Development Association. Motion
carried.
It was moved by Leonis, seconded by Durbin, that
the City Attorney be instructed to bring in an ordinance
reducing rate for electric energy used in the city, and, in
preparing same, to ,cooperat' with the Vernon Industrial
Development Association and to secure its approval of said
rates before presenting same to the City Council. Motion carried.

It was moved by Durbin, seconded by Peralta, that
Councilman Leonis be authorized to frame a letter in answer
to the letter heretofore received by the Vernon Industrial
Development Association. Motion carried,
Report of American District Telegraph Company on
Franchise Ordinance No. 166, with check attached in the sum
of $376.16, was read. ,
It was moved by Leonis, seconded by Peralt~ that
the check be accepted and the report filed. Motion carried.
It was moved by Leonis, seconded by Peralta, that
the question of developing water on the sites submitted by the
Central Manufacturing District, Inc., be referred to the
Mayor for fnvestigation and report. Motion carried.
Report of the Police Department was read.
It was moved by Durbin, seconded by Peralta, that
the same be filed. Motion carried.
Minutes of the meetings of the Committee on Water
& Power of March 24, March 31, and April 7, 1936, were read.
It was moved by Durbin, seconded by Peralta, that
the same be filed. Motion carried.
AppJJ.cation 4792: of the Owens Parks Lumber Company, for
permit to alter existing buklding at 2100 East 38th street,
to be used as an office, at an approximate cost of $1500.00,
was read.
It was moved by Leonis, seconded by Durbin, that
that portion of the building to be extended in the rear be
approved, and the front portion thereof be referred to
Counci~en Furlong and Durbin for investigation and report.
Motion carried.

permIt to construct storage shed at 26th and Loma Vista Ave.
Approximate cost $350.00.
Application 4776: of Glass Containers Inc., for building
permIt to construct pump house at 3601 Santa Fe Avenue.
Approximate cost $1000.00.
Application 4777: of Frank Congeleo, for building permit to
construct loading platform at 4231 Produce Plaza. Approximate
cost $500.00.

per.mit to construct addition to existing building at 5501 Santa
Fe Avenue. Approximate cost $200.00.

It was moved by Durbin, seconded by Peralta, that
the applications be filed and permits granted. Motion carried.
Demands on the General Fund in the sum of $14,115.49,
were read.
It was moved by Leonis, seconded by Durbin, that the
demands be allowed and warren ts drawn for the same. Motion
carried.
It was moved by Durbin, seconded
