19360421 Regular City Council Meeting - Minutes lJIINUTES OF A REGULAR :MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD TUESDAY, APRIL 21, 1936, AT THREE 0' CLOCK P. M., AT THE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Leonis, Durbin, Levy Councilmen absent: Peralta It was moved by Durbin, seconded by Levy, that the reading of the Minutes of the previous meeting be dispensed with. Motion carried. At this time the Clerk read the report and r ecom- mendations of the Mayor, dated April 14, 1936, relative to the new water development by the Water Department. It was moved by Durbiri, seconded .by Levy, that the recommendations of the Mayor be filed and concurred in. Mo- tion carried. At this time CoUncilman Leonis reported that he had talked with Edward R.Bowell; consulting engineer, of 1132 Central Bldg., Los Angeles, in reference toa survey of the water situation in the City of Vernon, andrecom- mended that the City Council employ him at a salary not to exceed $50.00 per day for the actual tilLe needed in making the survey and r eco:mmendations, and that the City Engineer be instructed to cooperate with the said consulting engineer. It was moved by Durbin, secondedby Levy, that the recommendatiolls of Councilman Leonis be concurred in and that Edward R. Bowen be employed as consulting engineer at a salary not to exceed $50.00 per day for actual time employed in making the survey of the city's water situation, and that he be authorized to file all recommendations and surveys with the Chairman of the Water & Power Connni ttee for ~ec6mmendation and report of the Connnittee to the City Council. Motion carried. At this time the City Attorney gave as his opinion that the ci ty had not authority to drill a water well upon the property purchased by power bonds unless same was to be used in connection with that project. It was moved by Leonis,seconded by Levy, that all bids received for the drilling of wells in the Central Manufacturing District be rejected and the checks returned. Motion carried. RESCLUTION NO. 788, a resolution amendingSpeci- fications No. 92 was introduced by Councilman Durbin, who ~oved its adoption, seconded by Councilman Levy, and carried. It was moved by Leonie, seconded by Durbin, that the City Clerk be instructed to advertise for bids for the drilling of the water well upon the city's property on Pacific Boulevard, to conform with recolilmendation of the' Mayor and amended Specifications No. 92. Motion carried. At this tj,me the City Attorney presented forms 204 for easements over property to be used by the city in the construction of the city's storm drain, from Swift & Company and J. B. Leonis, Inc. It was moved by Levy, seconded by Durbin, that the terms and conditions set forth in the easements of Swift & Company and J. 13. Leonis,Inc. be approved and the Clerk be authoJ:'izedt~. have.. same executed by Swift & Com- pany and J. B. Leonis i8.a when same are executed the Mayor and the City Clerk be instructed to execute same in the name of the city. Motion carried. At this time the City Engineer reported that he could secure an easement from Max Goldring, which will be absolutely necessary in the construction of the outfall sewer, at a price not to exceed $500.00. It was moved by Levy, seconded by IUrbin, that the Mayor and City Clerk be authorized to enter into an agreement with Max'GoldI'ing for said easement at a price not to exceed $500.00. Motion carried. It was moved bl Leonis, seconded by Durbin, that the City Fngineer take the necessary steps to take care of the storm waters on Vernon Avenue east of SotoStreet, near Boyle Avenue, so that'same shall not run on private prop- erty. Motion carried. Application of the Western Machinery Company to do business at 3649 Santa Fe Avenue as dealers in new and used mining and milling machinery, was read. Application includes request for permit for disposal of rubbish from premises. It was moved by Levy, seconded by Durbin, that the application be filed and permit granted in both instances. Motion carried. Application of Albert C. Stearns to do business in the name of Bra.ke and Clutch Service Company at 4901 Santa Fe Avenue, was read. It was moved by Leonis, seconded by Durbin, that the application be filed and permit granted. Motion carried. Application of Jules M. Gilmore to do business at 5710 Santa Fe Avenue as a dealer in new and used mining machinery, tools and kindred lines, was read. It was moved by Levy, seconded by Durbin, that' the application be filed and permit granted. Motion carried. Communication from Vernon Auto Park, relating to having the curb painted'red on each side of driveway on Vernon Avenue, was read. It was moved by Leonis, seconded by D1irbin, that the matter be referred to the Police Department. Motion carried. Communication from Southwestern Engineering Com- pany, requesting that curb be painted' in front of their property on Santa Fe Avenue, was read. It was moved by Leonis, seconded by Durbin, that the matter be referred to the Police Department. Motion carried. -2- 205 Communication from E. K.Wood Lumber Company, requesting permission to do blasting on Sunday morning April 26, 1926, was read. It was moved by Durbin, seconded by Levy, "that the ommunication be referred to the City Engineer, Fire Chief and City Attorney. Motion carried. Application for permit. to haul refuse from their premises by Standard Packing Co., Inc., was read. It was moved by Durbin, seconded by Levy, that the application be filed and permit granted. Motion carried. Submission of industrial track agreement for opera- tion of' spur track at power plant by Los Angeles Junction Railway, was read. It was moved by Leonis, seconded"by Durbin, that. the same be referred to the City Attorney. Motion carried. Connmmlcation from Herbert C.. Legg, Chairms.n, Los Angeles County Board of Supervisors, expressing a desire to . cooperate with the City Council in mutual problems, was read. It was moved by LeVy, seconded by Durbin, that the matter be referred to the Police Department and City Attorney. Motion carried. Minutes of the meetings of the Committee on Water & Power of April 14th and 21st, 1936, were read. It was moved by Durbin, seconded by Levy, that the same be filed. Motion carried.
