MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD TUESDAY, JUNE 2, 1936, AT THREE
0' CLOCK P. M., AT THE CIrY HALL OF
THE CITY OF VERNON, 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.
The meeting was called to order by the Mayor, J. J.
Furlong.
Councilmen present: Furlong, Leonis, Durbin, Peralta
Councilmen absent: Levy
It was moved by Durbin, seconded by Peralta, that the
reading of the Minutes of the previous meeting be dispensed
with. Motion carried.
At this time the City Clerk announced that he had
upon his desk bids for the furnishing of Diesel fuel oil to
the City of Vernon. It was moved by Durbin, seconded by
Peralta, that the Clerk open and publicly read the bids.
Motion carried.
At this time the Clerk opened and read bids from the
following firms:
Shell Oil Company
Standard. Oil Cofupany of California
Union Oil Company
Richfield Oil Company
The Caminol Co. Ltd.
General Petroleum Corp.
San Fernando Refining Co.
It was moved by Durbin, seconded by Peralta, that the
bids be referred to the City Engineer for checking. Motion
carried.
At this time the Clerk announced that he had
bids upon his desk for the furnishing of water well site.
It was moved by Durbin, seconded by Peralta, that the
bids be opened and publicly read. Motion carried.
At this time 'the Clerk opened and read bids from
the following:
Central Manufacturing District
N. McMenamin
It was moved biDurbln, seconded by Peralta, that
they be referred to the City Engineer for investigation
and. report at the next meeting to be held one week from
today. Motion carried.
Communication from Southern California Edison Co.,
regarding the relocation of pOle at Fruitland and Downey
Road, was read.
It was moved by Durbin, seconded by Peralta, that
the communication be approved and referred to the City
Engineer. Motion carried.

CommunicatIon from Joseph Artale, Fire Chief,
advising of the dismissal of E. W. Sheets from the depart-
ment, and the appointment of S am Capra in his place; also
oftne appointment of W. E. Dobson as vacation man, was
read.
It was moved by Durbin, seconded by Peralta, that
the communication of the Fire Chief be filed and his ac-
tion approved. Motion carried.
Communication from the American Foundry Company,
regarding certain property purchased outside of foundry
zone, was read.
It was moved by LeonIs, seconded by Durbin, that
the communication be filed and referred to the Committee
of the Whole. Motion carried.
Communication from Refinery Equipment Company, re-
garding certain Installation to be made for Mouren-Laurens Oil
Company at 25th and Downey Road of 1000 barrel riveted steel
storage tank 1/4" in thickness, 20' in diameter, and 18' 6"
in height, and the replacement'of old tank roof with conical
corrugated iron roof, was read.
It was moved by Leonis, seconded by Durbin, that the
communication be filed and the request approved. Motion
carried.
Comnnmica tion from W. C. Daniels Trucking Company,
requesting refund of city license paid, was read.
It was moved by Leonis, seconded by Peralta, that
the matter be referred to the City Attorney for report. Mo-
tion carried.
Communication from Brake & Clutch Service Company,
requesting permission to hold open house at new location at
4901 Santa Fe. Avenue, was read.
It was moved by Durbin, seconded by Peralta, that
the co:mmu..""lication be filed and the request granted. Motion
carried.
COJl1ll1U11ication from Marquis Smelting & Refining Co.,
requesting copy of ordinance regarding operation of second-
ary lead furnaces, and copy of electrical rates, was read.
It was moved by Durbin, seconded by Peralta, that
the communicatt on be filed. Motion carried.
Report of the Police.Department on application of'
Wesley T. Anderson for permit to operate a restaurant at
4533 Produce Plaze, was read. The Police Department
recommended that the application be filed and p.e~it.
be granted.
It Was moved by Durbin, seconded by Leonis,that
the report and recommendation of the Police Department
be approved and filed. Motion carried.
Report.of the Police Departmenvhn the application
of George S. Miloff for permit to operate a restaurant at
2100 East Vernon Avenue, was read. The Police Department
recommended that the application be filed and permit be
granted.

It was moved by Durbin, . seconded by Leonis, that the
report and recommendation of the Police Department be
approved and filed. Motion carried.
Communication from Waynway Rubber Company, for
permit to conduce a mechanical rubber goods business at
2248 East 37th Street, was read.
It was moved by Durbin, seconded by Peralta, that
the communication be filed and permit granted. Motion
carried.
Communication from W. B. Axford, for permit to
conduce an auto truck bepair shop at 2149 East 37th Street,
was read.
It was moved by Durbin, seconded by Leonis, that
the communication be filed and permit granted. Motion
carried.
Comnnmication from American Minirig Machinery Co.,
for permit to conduct a machinery business at 3711 Santa Fe
Avenue, was read.
It was moved by Leonis, seconded by Peralta, that
the comriIunieation be filed and permit granted. Motion
carried.
At this time Edward T. Telford, resident engineer
of the Division of Highways of the State of California,
appeared before the City C()uncil'drequestirig some action by
the City Council with reference to the maintenance of a
portion. of Washington Street,
or the waiving of its rights and having the County do the
work.
It was moved by Leonis, seeoDded by Durbin, . that
the city waive any rights to main'teim.nce of said street
and allow the County to maintain same. Motion carried.
It was moved by Leonis, seconded by Durbin, that
the City Engineer attempt to procure an easement from the
Union Pacific Railway for ingress and egress to the property
submited by the Central Manufacturing District for a well
site. Motion carried.
At this time the City Engineer reported on the
bids received for fuel oil, and stated that in his opinion
the City Could secure oil upon.theopen market cheaper
than any bid submitted, with the exception of the bid of
San Fernando Refining Co. for the furnishing of straight-
run gas oil.
It was moved by Durbin, seconded by Peralta, that
all bids be rejected for the furnishong of fuel oil to
the city of Vernon except the bid of the San Fernando
Refining Co. andhtat it be awarded the contract upon the
item bid on, to-wit, straight-run gas oil, and that all
checks be returned to unsuccessful bidders. Motion carried.
At this time Councilman Durbin introduced RESOLUTION
NO. 792, a resolution of the City Council declaring and
deter.mining that in its opinion the merchandise to be fur-
nished, to-wit, Diesel fuel oil, may be purchased at a lower

price in the open market than any price submitted to the
City pursuant to notice advertising for bids, and moved
its adoption" which was seconded by Councilman Leonis" and
carried by the following vote: . .
Ayes: Leonis" Durbin" Peralta" Furlong
Noes: None
Absent: Levy
It was moved by Leonis, seconded by Durbin" that
the Clerk be authorized and instructed to.. advertise for sealed
proposals or bids for the furnishing, erecting and installing
of the equipment set forth in Specifications No. 88" and that
sufficient time be allowed before the date set for receiving
bids to permit ample time for eastern manufacturers to bid
upon said equ.ipment. Motion carried.
Communication from R. D. GWynne" requesting permit
to conduct a manu.facturer's agent business dealing in re-
finery supplies at 5199 District Blvd., was read.
It was moved by Leonis, seconded by Peralta, that the
communication be filed and permit granted. Motion carried.
Communication from Manuel Iriarte" requesting permit 1D
conduct a French restaurant at 2100 East Vernon Avenue" was read.
Same having the approval of. the" Police Department" it
was moved by DUrbin, seconded by Peralta, that the communica-
tion be filed and permit granted. Motion carried.
Communication from Tom Moore, 764i Crocker Street,
Los Angeles, requesting permit to sell ice cream from a push
wagon, was read.
It was moved by Durbin, seconded by Peralta, that
the communication be referred to the Committee of the Whole.
Motion carried.
Communications from the following firms for permits to
haul refuse from their premises upon and along the public
streets of the city of Vernon were read:'

It was moved by Leonis, seconded by Durbin, that the
communications be filed and permits granted. Motion carried.
Report of the Police Department was read.
It was moved by Durbin, seconded by Peralta, that the
same be filed. Motion carried.
Application 4845: of Rotary Club of Huntington Park" for per-
mI~ to construct Boy Scout Hut at 5600 'South Soto Street at an
approximate cost of $1200.00, was read.
It was moved by Durbin, seconded by Peralta, that the
communications be referred to the next regular meeting. Motion
carried.
The following applications" all having the approval
of the City Engineer" were read:

Company, for permit to dismantle existing tower and construct
new tower at Hobart Station. ApprOXimate cost $6123.35.

construct 'warehouse at 5600 So. Soto S~reet. Approximate
cost $460.00.
Application 4848: of Globe Oil Mills for permit to
repair fire damage at 2124 East 51st Street. Approximate
cost $700.00.
Application 4849: of Atchison, ,Topeka & Santa Fe Railway
Co., for permit to construct foUndations and basin for
cooling tower at Hobart Station. Approximate cost $2819.00.
Application 4850: of Buttress & McClellan, for permit to
construct warehouse and factory building at 3825 Santa Fe
Avenue. ApprOximate cost $21,000.00.

Application 4854: of Kinney Iron Works, for permit to
construct sand liopper at 2525 East 49th Street. Approximate
cost $750.00.
Application 4855: of Southern California Telephone Company,
ror permit to pIace 1st feet sewer tile for service at 5041
Santa Fe Avenue.
Application 4856: of 'American Manganese Steel Company, for
permit to connect to sewer at 5805 Downey Road.
It was moved by Leonis, seconded oy Durbin, that the
applica tions be filed and permi ts granted. Motion carried.
Demands on the General Fund in the sum of $13,505.68,
were read.
It was moved by Leonis, seconded by Durbin, t hat the
demands be allowed and warrants drawn for the same. Motion
carried.
Minutes of the Committee on Water & Power for the
meetings of May 26th and June 2nd, were read.
It was moved by DUrbin, seconded by Peralta, that
the same be filed. Motion carried.
It was, moved by Durbin, seconded by Leonis, that the
meeting adjourn to June 9, 1936, at t o'clock
Motion carried.
