19360728 Regular City Council Meeting - Minutes MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF' VERNON HELD TUESDAY, JULY 28, 1936, AT THREEO I CLOCK P. M., AT THE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE AVENUE, VERNON, CALIFORNIA --- ------------------ The meeting was called to order by the Mayor, J. ~. Furlong. Councilmen present: Furlong, Leonis, Durbin, Peralta Councilmen absent: Levy It was moved by Durbin, seconded by Peralta, that the reading of the Minutes of the previous meeting be dispensed with. Motion carried. At this time the City Clerk announced that he had on his desk bids pursuant to notice for the drilling of a wa tel' well for the city. It was moved by Durbin, 'seconded by Peralta, that the Clerk open and read the bids. Motion carried. Bids were opened and publicly read from the following firms: ROscoe Moss Co. D. A. Beck &: Sons, Inc. Barber & Bridge Drilling Corp. Ltd. It was moved by Leonis, seconded by Durbin, that all bids be referred to the Committee of the Whole and the City Engineer. Motion carried. Communication from Wilshire Oil Company, requesting permit to haul refuse from theiI' premises upon and along the publiC streets of the city, WaD read. It was moved by Durbin, seconded by Peralta, that the communication be filed and permit granted. M?tion.carried. G ommunication from HerbertsMachinery Co. Ltd., for permit to haul refuse from their premises upon' and along the public streets of' the city of Vernon, was read. It was moved by Durbin,' seconded by Peralta, that the communication be filed and permit granted. Motion carried. Report of' Vernon ~dustrial Development Association f'or period ending June 30, 1936, was read. It was 'moved by Durbin, . seconded by Peralta, that the report be f'iled. Motion carried. ORDINANCE NO. 495, an ordinance granting consent of' the' City to the County f'or the improvement of' Washington Street, was read for second reading. It was moved by Durbin, seconded by Leonis, that Ordinance No. 495 be passed for second reading. Motion carried. It was moved by Duroin, seconded by Leonis, that Resolution No. 807 be adopted. Motion carried. RESOLUTION NO. a08, accepting easement from The Atchison, Topeka ,and Santa Fe Railway Company, was read. It was moved by Leonis, seconded by Peralta, that Resolution No. 808 be adopted. Motion carried. RESOLUTION NO. 809, approving the employment of E. o. McMahon in the Engineering, Street and Water Departments, was read. It was moved by Peralta, seconded by Durbin, that Resolution No. 809 be adopted. Motion carried. RESOLUTION NO. 810, fixing certain salaries of em- ployees of the City, was read. . It was moved by Durbin, seconded by Peralta, that Resolution No. 810 be adopted. Motion carried. RESOLUTION NO. all, fixing salaries of electrical operators in the City's power plant, was read. It was moved by Durbin, seconded by Peralta, that Resolution No. 811 be adopted. Motion carried. . RESOLUTION NO. 812, approving Plari.s 422, 423, 424, 425, 426, 427, 428, C-l and C-& for the construction of a storm drain in the packing storm drain district, was read. It was moved by Peralta, seconded by'Leonis, that Resolution No. 812 be adopted. Motion carried. RESOEUTION NO. 813, declaring the prevailing rate per diem wages for labor to be used in the construction of a storm drain in the packing storm drain district, was read. It was moved by Leonis, seconded by Durbin, that Resolution No. 813 be adopted. Motion carried. RESOLUTION NO. 814, authorizing and instructing the City Treasurer to create a special fund to be known .as "Packing Storm Drain District Fund", was read. It was moved by Durbin, seconded by Peralta, that Resolution No. 814 be adopted. Motion carried. RESOLUTION NO. 815, authorizing and instructing the City Treasurer to transfer from the Emergency Fund to the Packing Storm Drain District Fund the sum of $22,000.00, was read. It was moved by Durbin, seconded by Peralta, that Resolution No. 815 be adopted. Motion carried. -2- 249 Councilman Durbin introduced ORDINANCE NO. 496. Upon the reading of the titlethereo1 by the Clerk, it was moved by Durbin, seconded by Leonis, that the fUrther read- ing of said ordinance be waived. Motion carried unanimously. It was moved by Durbin, seconded by'Leonis, that ORDINANCE NO. 496 be passed for first reading. Motion carried. It was moved by Durbin, seconded by Leonis, that the Chief Plant Engineer be empowered to amploy one additional oiler at a slary of $135.00 per month, and one additional helper at a salary of $104.00 per month, as of August 1, 1936. Motion carried. At this time the Chief Plant Engineer requested per- mission to paint the cooling'towers at the City's power plant, at a cost not to exceed $253.00. It was moved by Durbin, seconded, by Leonis, that the Chief Plant Engineer be requested to have ~ooling towers painted. Motion carried. It was moved by Durbin, seconded by Leonis, that the City Clerk be authorized and instructed to advertise for bids for the construction of a portion of the storm drain immediately necessary to take care of the winter storm waters. Motion carried. The following applications, having the approval of the City Engineer, were read: ,Application 4902: of Western Pipe & Steel Company, for permit to cut curb on East 57th Street, 86 feet west of Santa Fe Avenue, for d,riveway. Application 4903: of Southern California Gas Company, for per- mIt to abandon gas service at 5717 Santa Fe Avenue. Application 4904: of George Miller, to make sewer connection on the northwest corner of Soto Street and Vernon Avenue. It was moved by Durbin, seconded by'Peralta, that the applications be filed and permits granted. Motion carried. The following applications, plans for which have been checked and approved by the Water & Power Committee, were read: Ap~lication 4905: of General Petroleum Corporation, for permit to install 3700 barrel steel storage gasoline tank at 2525 East 37th Street. Approximate cost $3,875.00. ~pplication 4906: of Standard Pipe & Supply Company, for build- ing permit to construct addition to present building at 4441 Santa Fe Avenue. Approximate cost $900.00.
