MINUTES OF .A. REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD TUESDAY, SEPTEMBER 15, 1936, AT
THREE O'CLOCK P. M., AT.THE CITYRALL

The meeting was called to o~der by the Mayor, J. J.
Councilmen present: Furlong, Leonis, Durbin, Levy,
Peralta
Councilmen absent: None
It was, moved by'Levy, seconded by Peralta that the
reading of the :Minutes or the previous meeting be dispensed
with. Motion carried.
Communication frcm Pico Oil Company, regarding its
application for permit to construct retort for distilling
crude oil at 2411 East 30th Street, was read.
It was moved by Durbin, seconded b.yPeralta, that
the matter be laid over until the next meeting. Motion
carried.

Communication fro.m ~aylor Co~, req~esting permission
to use portion of unopened street adjoini~ Bethleham Steel
Company for demonstration of a new aircraft power plant, was
read.
It was moved by Durbin, seconded by Peralta, that the
communication'be filed and the permit den1e~ on advice of the
City Attorney, as the City Council has no power to grant such.

Communication from M. I. Reach for permit to conduct
a business of manufac turing sani tary swabs from paper products
at 4551 Produce Plaza, was read.
It was moved by Durbin seconded by Levy, .that the
communication be filed and permit granted. Motion carried.
Communication trom JohnH. Harris, for livestock
hauling permit, was read. '
It was moved by Durbin, seconded by Peralta, that
this cammunication be filed and permit granted on the payment
of the license required. Motion carried.
Communication from Plant Rubber & Asbestos Works, for
permit'to paint cu:reb for parking purposes at 2120 East 25th
Street, was read.
It was moved by Leonis, seconded by Levy, that the
same be referred to the Police Department. Motion carried e'

49th and Santa Fe Avenue, was read.

It was moved by Leonis, seconded by Levy, that the
same be referred to the Police Department. Motion carried.
Communicatio:r13 from the following firms for permit to
haul refuse from their premises upon and along the public
streets of the City of Vernon, were read:

Byron Jackson Co.
It was moved by Leonis, seconded by Durbin, t hat the
communications be filed and permits granted. Motion carried.
Communication from the Voluntary Borough Board, re-
garding improvement of Downey Road, was read.
It was moved by Leonis, seconded by Levy, that the
same be filed. Motion carried.
Minutes of the meetings of the Water & Power Committee
of September 8th and 15th, 1936, were read.
It was moved by Durbin, seconded by Peralta, that the
same be filed. Motion carried.
The following applications, all having the approval
of the City Engineer, were read:
Application 4954: of H & J Truck Co., for permit to break curb
at 2029 East A6th Street, for driveway purposes. Approved by
City Engineer.
Application 4955: of Southern California Telephone Company, for
permit to place 36 feet of tile duct (single) on west side of
Magnolia Avenue 36 feet north of Slauson Avenue.
Application 4956: of Southern California Telephone Company, for
permit to place one pole and one anchor on west side 6f Magnolia
Avenue, 30 feet and 1400 feet north of Slauson Avenue.
Application 4957: of Southern California Telephone Company:, for
permit to remove one pole on west side of Loma Vista Avenue, at
south boundary line and 50th Street extension.
Application 4958: of California Oregon Paper Co., for permit to
connect to sewer at 2001 East 57th Street.
It was moved by Durbin, seconded by Levy, that the
applications be filed and permit granted. Motion carried.
The following building applications, ~l having the
approval 0 f the Building Commi ttee, were r~ad:
Application 4947: of Glass Containers Inc., for permit to
construct stack at 3601 Santa Fe Avenue. Approximate cost
$3000.00.
A~pllcation 4948: of Glass Containers Inc., for permit to
construct factory building at 3601 Santa Fe Avenue. Approximate
cost $10,000.00. .
Application 4950: of Fruehauf Trailer Co;, for permit to con-
struct warehouse at 2160 East 25th Street. Approximate cost
$2000.00.
Applidation 4951: of Progressive Varnish Co., for permit to
move existing building into city, to be located at 3137 East

It was moved by Durbin, seconded by'Leonis, that
the applications be ~iled and per.mits granted. Motion carried.
RESOLUTION NO. 821, approving Speci~ications No.
95, was read.
It was moved by Durbin, seconded. by Levy, that
RESOLUTION NO. 821 be adopted. Motion carried.
It was moved by Durbin, seconded by Levy, that the
Clerk be instructed to advertise for bids ~or equipment
specified in Speci~ications No. 95. Motion carried.
. RESOLUTION NO. 822, approving Speci~ications No.
96, was read.
It was moved by Durbin, seconded by Levy, that
RESOLUTION NO. 822 be adopted. Motion carried.
RESOLUTION NO. 823, declaring the prevailing rate
per diem wages for labor to be used in the furnishing and
erection of tank and appurtenances, as described in Specifi-
cations No. 96, was read.

It was moved by Durbin, seconded by Levy, that
RESOLUTION NO. 823 be adopted. Motion carried.
It was moved by Durbin, seconded by Levy, that
the Clerk be instructed to advertise for bids for equipment
specified in Specifications No. 96. Motion carried.
It was moved by Durbin, seconded by Peralta, that
the City exercise the option for the purchase of fuel oil
for another year, as set'forth in its contract with The Texas
Company. Motion carried.
It was moved by Durbin, seconded by Peralta, that
the City Attorney be instructed to defend the action brought
against the City, the City Council and the Chief of Police
entitled Ash v. City of Vernon, et ale Motion carr~ed.
Communication from Boyle Manufacturing Co. for
permit to paint curb, was read.
I t was moved by Leoni s, seconded by Levy, tha t the
same be referred to the Police Department. Motion carried.
At this time the City Engineer requested permit to
hire a clamshell crane to'complete the stormdrain now being
constructed under W. P. A.
It was moved by Leonis, seconded by Levy, that the
request of the City Engineer be concurred in and that permis-
sion be granted to employ an operator to excavate with the
clamshell crane. Motion carried.
It was moved by Durbin, seconded by Leonis, that
the Water and Power Co~ttee and the City Attorney be auth-
orized to make a study of the advisability of selling the
unused power bonds and report their findings to the City
Council. Motion carried.
Demands on the General Fund in the sum of $33,321.02
were read.

It was moved by DUrbin, seconded by Peralta, that the
demands'be allowed and warrants drawn for the same. Motion
carried.
It was moved by Levy, seconded by Peralta, that the
