MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY- OF VEmlON,
HEW TUESDAY, JANUARY 19, 1937, AT
3:00 O'CLOCK P. M., AT THE CITY HALL,
OF THE CITY OF VERNON, 4305 SANTA FE
AvENUE, VERNON, CALIFORNIA.

The'meeting was called to order by the Mayor,
J. J. Furlong.
CoUncilmen present: Furlong, Leonis, Peralta, Levy
Councilmen absent: Durbin
It was moved by Peralta, seconded by Levy, that the
reading of the Minutes of the previous meeting be dispensed
with. Motion carried.
Report of Acting City Engineer, Francis Bates" on
bids for the construction of pump house at 3350 East Vernon
Aven.ue, wherein he recommended that the bids should be re-
advertised for fraIOO and stucco construction in place of
reinforced concrete, was read.
It was moved by Levy seconded by Peralta, that
the report of the Acting City Engineer be filed and that
all bids be rejected, that the checks of all bidders be
returned, and that the engineer be instrUcted to draw plans
for a frame and stucco building instead of reinforced
concrete. Motion carried.
Report of Acting City Engineer on the bids to
fUrnish electric centrifUgal pump under Specifications No.
98, was read.
It was moved by Leonis, seconded by Peralta,
that the report and recommendation be'laid over until the
next regular meeting. Motion carried.
Report of the Acting City Engineer on bids re-
ceived for the improvement of Vernon Avenue between Santa
Fe Avenue and Alameda Street, wherein he recommended that
the bid of Vernon Paving Company be accepted, was read.
It was moved by Levy seconded by Peralta, that
the report of the Acting City. Engineer be filed and that
all bids for the improvement of Vernon A.venue between Santa
Fe Avenue and Alameda Street be rejected except the bid of
Vernon Paving Company; that it be awa:rcied the con.tract for
the doing of the work; and that checks of unsuccessfUl
bidders be returned. Motion carried.
Report of the Acting City Engineer on bids received
for the drilling of water well at East 38th Street and
Irving Street, was read.
It was moved by Leonis, seconded by Levy, that the
report of the Acting City Engineer be filed and that all
bids for the drilling of water well at East 38th Street and
Irving Street be rejected exeept the bid of Saunders Brothers;
that they be awarded the contract for the doing of the work;
and that checks of unsuccessful bidders be returned. Motion
carried.

Connnunication from Allis Chalmers Manufacturing
Co., in reference to its failure to bid on Specifications
No. 98 covering one centrifugal pump, was read.
It was moved by Leonis, seconded by Levy, that
the same be filed. Motion carried.
Communication from Richard Neustadt Construction
Co., regarding electrical installation bid in its pumping
house proposal, was read.
It Vias moved by Levy, seconded by Leonis, that the
same be filed. Motion carried.
Circular letter from the Board of Supervisors re-
garding economic development of Los Angeles County was read.
It was moved by Peralta, seconded by Levy, that
the same be filed. Motion carried.
Petition of Los Angeles Gas & Electric Corp., for
consent to the assignment of its franchise ordinance No. 361,
was read.

It was moved by Leonis, seconded by Levy, that the
petition be filed and the permit granted, subject to the
approval o~ the City Attorney. Motion carried.
Communication from Vernon Industrial Development
Association regarding traffic conditions at Vernon Avenue
and Alameda Street was read.
It was moved by Leonis, seconded by Levy, that the
communication be filed and the City Electrical Engineer be
instructed to proceed at once with the work of placing
traffic signals at 38th and Alameda Streets. Motion carried.
Communication from Bevis 1Aachinery Co., for permit
to conduct new and used machinery business at 4750 Santa Fe
Avenue, was read.
It was moved by Leonis, seconded by Levy, that the
communication be filed and permit granted. Motion carried.
Communication from GilbuckMachinery Co., for per-
mit to conduct business of assembling and finishing wooden
folding boats at 5021 District Boulevard, was read.
It was moved by Pera! ta, seconded by Levy, that
the communication be filed and permit granted. Motion carried.
Communication fram Marion Furniture Co., requesting
permit to manufacture occasional furniture at 2201 East 51st
Street, was read.
It was moved by Peralta, seconded by Levy, that the
communication be filed and permit granted. Motion carried.
Communications from the following firms for per-
mits to baul refuse upon and along the public streets of the
city of Vernon were read:

It was moved by Levy, seconded by Leoni s , that the
communications be filed and permits granted. Motion carried.
Report of the Police Department was read.
It was moved by Levy, seconded by Leonie, that the
same be filed. Motion carried.
It was moved by Levy, seconded by Leonis, that the
Acting City Engineer be instructed to draw plans.. and speci-
fi. cations for the Downey Avenue storm drain pro ject and sub-
mit same to the Water and Power Committee for approval.
Motion carried.
It was moved by ~vy, seconded by Peralta, that the
City Attorney be instructed to v!.we the Post Office Department
at Los Angeles, informing it that the City Council is not dis-
posed to turn over to the Post Office Department any furniture
owed by the City. Motion carried.
Minutes of the :Committee on Water and Power of
January 12th and 19th, 1937, were read.
It was moved by Levy~ seconded by Peralta, that the
same be filed. Motion carried.
The following applications, all having the approval
of the Acting City Engineer, were read:

feet north of curb line.
Application 5114: of Southern California Telephone Co., to
place two poles and two anchors on east side of Soto Street,
940 feet, 1000 feet and 1571 feet south of 26th Street, and
one pole at the southeast corner of Soto Street and 54th Street.
Application 5115:. of L. A. By-Products Co., for permit to
construct driveway on the north side of East 25th Street, east
of Alameda Street.
A:pplication 5116: . of Southern California Telephone Co., for
permit to make excavation in Santa Fe Avenue at Vernon Avenue
to re-arrange conduit to permit passage of storm drain.
Application 5117: of Los Angeles Gas & Electric Corp., for per-
mI~ to abandon gas main at 39th Street intersection and Alameda
Street.
Application 5118: of Killefer Manufacturing Co., for permit to
connect to sewer at 5525 Downey Road.
It was moved by Levy, seconded by Leonis, that the
applications be filed and permits be granted. Motion carried.
Demands in the sum of $29,703.63 were read.
It was moved by Leonis, seconded by Levy, that the de-
mands be allowed and warrants drawn. Mo carried.
