MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD TUESDAY, MARCH 2, 1937, AT 3:00
O'CLOCK P. M., AT TEE CITY HALL OF
THE CITY OF VERNON, 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.

The meeting was called to order by the Mayor, J. J.

It was moved by Peralta, seconded by Durbin, that the
reading of the Minutes of the previous meeting be dispensed with.
Motion carried.
Communication from Acting City Engineer, recommending
v the acceptance of the tank furnished and erected by Chicago
Bridge &; Iron Works, was read.
It was moved by Leonis, seconded by Durbin, that the
communication be filed and that the City accept as complete
the tank erected by Chicago Bridge &; Iron Works. Motion carried.
Communication from Southern California Edison Company,
Ltd., requesting the CityC6uncil to advertise the sale of a
certain franchise, was read.
It was moved by Durbin, seconded by Peralta; t~t the
same be filed. Motion carried.
RESOLUTION NO. 841-1, a resolution rescinding Resolu-
tion No. 840, was read.
It was moved by Durbin, seconded by Peralta, that
RESOLUTION NO. 8411 be adopted. Motion carried.
RESOLUTION NO. 842, a resolution of the City Council
of the City of Vernon, deterlUining that public interest and
necessity demand the acquisition, construction and completion
ofa certain revenue-producing mUnicipal improvement as set
forth in said resolution, was read.
It was moved by Durbin, seconded by Leonis, that
RESOLUTION NO. 842 be adopted. Motion carried.
RESOLUTION NO. 843, a resolution of the City Council
of the City of Vernon, authorizing the publication of notice
to sell a franchise for the period of fifty years, was read.
It was moved by Leonis, seconded by' Durbin, that
RESOLUTION NO. 843'be adopted. Motion carried.
RESOLUTION NO. 844, a resolution of the City Council
of the City of Vernon, authorizing the publication of a notice
to sell a certain franchise described in said Resolution, was
read.
It was moved by Duroin, seconded by Leonis, that
RESOLUTION NO. 844 be adopted. Motion carried.
At this time the ActIng City Engineer submitted to
the City Council Specifications to be known as Specifications

No. 102, for the furnishing arid erecting of acentritugal
pump with electric motor dirivng unit, for its approval.
Councilman Durbin introduced RESOLUTION NO. 845,
a resolution approving Specifications No. 102, and moved its .
adoption, which was seconded by Councilman Leonis, and carried.
Councilman Durbin introduced RESOEUTION NO. 846,
a resolution declaring the prevailing rate per diem wages for
the doing of the work set forth in Specifications No. 102,
and moved its adoption, which was seconded by Councilman Leonis,
and carried.
It was moved by Leonis, seconded by Durbin, that the
City Clerk be authorized and instructed to advertise for bids
for the furnishing, dtHivering' and installing of the' equipment
described in Specifications No. 102. Motion carried.
Report of the Acting City. Engineer on the communica-
tion of Los Angeles Foundry Company, was read.
It was moved bY Durbin, seconded by Peralta, that the
same be filed and concurred in. Motion carried.
Communication from Hoyt Heater Co., requesting permis-
sion to paint curb red in front of property at 2146 East 25th
street, was read.
It was moved by Leoriis, seconded by Peralta, that the
same be referred to the Police Department for checking and report.
Motion carried.
Communication from Act Foundry, Ltd., for permit to
conduct and operate foundry at 2605 East 26th Street, was read.
It w~s moved by Durbin, seconded by Peralta,. that the
communication be filed and the permit granted. Mot~on carried.
. COml11unication. f1:tOln Hercules Foundries, Inc., requesting
that Boyle Avenue bebro'tl.ght to grade so that water will' drain
south from their premises located at Slauson and Boyle Avenues,
was read.
It was moved by Durbin, seconded by Peralta, that the
same be referred to the engineer for checking and report. Motion
carried.
Communication from the Associated Oil Company, 2406
East 28th Street, regarding drainage conditions on East 28th
Street, was read.
It was moved by Durbfn, seconded by Pera.lta, that the
same be referred to the engineer. Motion carried.
Communication from Aluminum Company of America, request-
ing a confirmation that their operations are allowable "on prem-
ises near Fruitland Road and Magnolia Avenue, was read.
It was moved by Durbin, seconded oy Leonis, that the
communication be filed and the Clerk instructed to notify them
that there is no objection to their.' operation on the property
described within the city of Vernon. Motion carried.
Communication from H. McCurdy, in answer to communica-
tion under date of February 16, 1937, was read.

Communication from W. P. Briscoe, requesting permit
to operate a tube repair shop at 4551 Produce Plaza, was read.
It was moved by DUrbin, seconded by Peralta, that
the comriIunication be filed and the permit granted. Motion
carried.
Communication from W. Paddison, requesting permit to
haul refuse from premises upon and along the public streets of
the City of Vernon, was read.
It was moved by Durbin, seconded by Peralta, that the
communication be filed and permit granted. Motion carried.
Report of the Police Department was read.
It was moved by Leonis, seconded by Peralta, that the
same be filed. Motion carried.
Minutes of the Water and Power Committee meetings of
February Z and March 2, 1937, were read.
It was moved by Durbin, seconded by Peralta, that
the same be filed. Motion carried.
The following applications, having the approval of
the engineer, were read:
Applica~ion51a6: of Southern California Telephone Company,
for permit to p1ace underground cond~ on south side of Vernon
Avenue, 340 feet west of St. Charles Street.
Application B185: of Southern California Gas C6., for permit
to install gas service at 2336 East 38th Street.
Application 5187: . of Southern California Telephone Company,
for permit to place underground conduit on north side of Vernon
Avenue, 348 feet west of Santa Fe Avenue.
A~plication 5188: . of Southern California Telephone Company,
for permit to place two anchors on the south side of Vernon
Avenue, between Alameda and Santa Fe Avenue.
Application 5189: of Southern California Telephone Company,
ror permit to place underground conduit on the south side of
Vernon Avenue, 353 feet east of St. Charles Street.
Application 5190: of Southern California Gas Company, for
permit to lower l800 feet of gas main in advance of street
improvement on Vernon Avenue.
Application 5191: of Fibreboard Products Company, for permit
to connect to sewer at 4460 Pacific Blvd.
It was moved by Durbin, seconded by Leonis, that the
applications be filed and permits granted. Motion carried.
Communication from H. McCurdy was read.
It was moved by Durbin, seconded by Leonis, that the
same be referred to the City Attorney, Motion carried.

Letter from Clay Products Institute of California
It was moved by Durbin, seconded by Leonis, that
the same be referred to the engineer, building inspector
and city attorney for report. Motion carried.
It was moved by Durbin, seconded by Peralta, that
all bids for the furnishing and delivering of a Diesen engine
to the City of Vernon be rejected, and that the Clerk be
authorized and instructed to return certified checks to the
bidders. Motion carried.
It was moved by DUrbin, seconded by Leonis, that the
city attorney draw and present to the City Council at its ad-
journedmeeting to be held March 9,1937, an ordinance to be
submitted to the voters of the City of Vernon, wherein the
actlpnD.ol' the City CoUncil in approving Resolution No. 811
may be Toted upon. Motion carried.
Demands on the General Fund in the sum of $18,277.11
were read.
It was moved by Leonis, seconded by Peralta, that the
demands be allowed and the warrants drawn. Motion carried.
It was moved by Durbin, seconded by Peralta, that
this meeting adjourn to March 9, 1937, at three o'clock P. M.
Motion carried.
