19370316 Regular City Council Meeting - Minutes MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD TUESDAY, MARCH 16, 1937, AT THREE O'CLOCK P. M. AT THE CITY HALL OF THE CITY OF VERNON, 4305. SANTA FE AVENUE, VERNON, CALIFORNIA. - - ~ - - - - - - - - - - - - - The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Leonis, Levy, Peralta Councilmen absent: Durbin It was moved by Peralta, seconded by Levy, that the reading of the Minutes of the previous meeting be dispen8~d with. Motion carried. Communication from the. Acting City Engineer, regard- ing communication from Hercules Foundries Inc., in reference to grade in Boyle Avenue, wherein the Act City Engineer states that the condition has been corrected, was read. It was moved by Leonis, seconded by Levy, that the same be filed. Motion carried. Communication from'the Acting City Engineer, stating that he had appointed Lyle F. Morrison as draftsman, at the compensation of $165.00 per month, was read. It was moved by Levy, seconded by Leonis, that the commpnication be filed and the appointment of Lyle F. Morrison as draftsman, .at the compensation of $165.00 per month, be approved. Motion carried. Communication from the Acting City Engine~rregard~ ing conditions and co~trolling traffic on East 37th street be~ tween Alameda Street and Santa Fe Avenue, was read. It was moved by Levy, seconded by Peralta, that the same be referred to the Police Department and the Engineering Department. Motion carried. Communication from the Acting City Engineer, advising that Works Progress Administration intends to start'work on Downey Road Storm Drain on March 23, 1937, was read. It was moved'by Levy, seconded by Peralta, that the communication be filed. Motion carried. Communication from the Acting City Engineer, stating that the appointment 'of David Thomas as Field Engineer~ at the compensation of $170.00 per month, replacing Sam Crown who left the city's service, and requesting approval of the appointment, was read. It was moved by Leonis, seconded by Peralta, that the communication be filed and the appointment of David Thomas as Field Engineer, at the compensation of $170.00 per month, be approved. Motion carried. Communication from the Acting City Engineer, stating that the Works Progress Administration requested the City Engineer to sign a certain agreement in connection with Vernon Avenue Storm Drain and Downey Road Storm Drain, was read,. t 1 It was moved by Levy, seconded by Peralta, that the Council approve the signing of the Vernon Avenue Storm Drain agreement as written" and t hat the Downey Road storm Drain agreement should be approved as to form by the City Attorney before same is signed. Motion carried. CommUnication from W. N. Johnson, Chier Electrical' Engineer, reguesting the approval of his appointment ,of B. B. Livendale as electrical-mechanic, at $8.00 per day, to'fil1 the vacancy created by F. Patchen, electrical-mechanic, who terminated his employment with the city March 5, 1937, was read. It was moved by Leonis, seconded by Levy, that the communication from the Chief Electrical Engineer be filed and his action in appointing B. B. Livendale electrical-mechanic at $8.00 per day be approved. Motion carried~ 'RESOLUTION NO. 810, "a resolution fixing'the compensa- tion of W. H. De Sellem and S. R. Brown, was read. It was moved by Leoi1is, seconded by Levy, that RESOLUTION NO. 85G be adopted. Motion carried. ~ommunication from the Gilmore Oil Company, reguest- ing permission to keep a caged lion on their premises at 28th Street and Santa Fe .A..V:enue, waS read. It was moved by Leonis, seconded 'by Levy, that the communication be filed and referred to the City Attorney and the Police Department for report. Motion carried. 1 Communication rrom United States Post Office, regard- ing parking conditions at the post office quarters on Banta Fe Avenue, was read. It was moved by Levy, seconded by Peralta, that the same be referred to the Police Department. Motion carried. Communications from Boyle Manufacturing Company and Allis Chalmers Manufacturing Company, requesting permits to haul refuse from their premises upon and "along the public streets of the City of Vernon, were read. It was moved by Peralta, seconded'by Levy, that the connnunications be riled and permits granted. Motion carried. . Communication from Huffine Grain Company, regarding request to operate a hay grinding plant at 4826 East 50th Street, was read. ' . It was moved by Leonis, seconded by Levy, that the same be referred to a Committee of the Whole ror investigation and report. Motion carried. Report or the Police Department was read. It was moved by Durbin, seconded by Peralta, that the same be filed. Motion carried. The following applications, having the approval of the Acting City Engineer, were read: Al'P1ication52l3: of Owens Illinois Paciric Coast Company,'to~ permit to connect to sewer at a point 185 feet and 305 feet east of So:to Street on East 50th Street. Colton, Building Inspector, and the Acting City Engineer, regarding an amendment to build- ing code, on reinforced brick masonry, was read. , It was moved by Leonis, seconded by Peralta, "that the same be referred to the City Attorney. Motion carried. Communication from Wilshire Oil Company, requesting permit to blast approximate 3237 eubic feet of concrete founda- tions between 27th and'28th streets and west of A. T. & S. F. Redondo line, was read. It was moved by Leonis, seconded by Levy, that the same be referred to the Fire Department for investigation and report. Motion carried. . ' Claim of W. H. Lummus, regarding certain damage to his property on Santa Fe Avenue, was read. It was moved byvLeonis, seconded by Levy, that the same be referred to the City Attorney. Motion carried. Minutes of the meetings of "the Water & Power Committee of March 9 and 16, 1937, were read. It was moved by Levy, seconded by Peralta, that the same be filed. Motion carried. ORDINANCE NO. 501, an ordinance calling a special election to be held April 12, 1937, was read for second reading. It was moved by 'Levy, seconded by Peralta, that ORDINANCE NO. 501 be passed for second reading. Motion carried. Motion carried by the following vote: Aye s : Noes: Absent: Leonis, 'Furlong, Levy, Peralta None Durbin At this time the Water and Power Committee reported to the City Council that they had secured an agreement from Southern California Edison Company, Ltd. to furnish stand-by electricity for the City of Vernon, the electricity to be sold to the City of Vernon at wholesale rates. It was moved by Levy, seconded by Peralta, that the action of the Water and Power Committee be approved. Motion carried. 'Demands on the General Fund in the sum of $36,616.69 were read.
