19370428 Regular City Council Meeting - Minutes MINUTES OF AN ADJOURNED REGULAR MEET- ING OF THE CITY COUNCIL OF THE CITY OF VERNON, HELD WEDNESDAY , APRIL 28, 193'7, AT THREE 0 'CLOCK P. M., AT TEE CITY HALL OF THE CITY OF VERNON, 4305 SANTA FE .AVENuE, VERNON, CALIFORNIA. ------------------------------------- The meeting was called to order by the Mayor, J. J. Furlong. Councilmen present: Furlong, Leonis, Durbin, Levy, Peralta ,Councilmen absent: None It was moved by Durbin, seconded by Levy, that the reading of the Minutes of the previous meeting be dispensed with. Motion carried. At this time the Clerk announced that he had on his desk two sealed proposals or bids 'from Southern California Edison Company Ltd, offering $100.00 each for the franchises to be sold this date. It was moved by Durbin, seconded by Peralta, that the bids of Southern California Edison Company Ltd. be accepted. Motion carried. It this time Councilman Leonis introduced RESOLUTION NO. 856, awarding to Southern California Edison Company Ltd. that certain franchise set forth in said Resolution, andsmovea its()adoption, which was seconded by Councilman Peralta, and carried. RESOLUTION NO. 85'7, a resolution approving certain franchiseic;bond, was read. It was moved by Leonis, seconded by Peralta, that Resolution No. 857 be adopted. Motion carried. RESOLUTION NO. 858, a resolution awarding a certain franchise to Southern California Edison Company, Ltd. was read. It was moved by Leonis, seconded by Peralta, that RESOLUTION NO. 858 be adopted. Motion carried. RESOLUTION NO. '859, a resolution approving certain franchise bond, was read. Tt was moved by Leonis, seconded by Peralta, that RESOLUTION NO. 859 be adopted. Motion carried. ORDINANCE NO. 503, an ordinance " granting a franchise to Southern California Edison Company Ltd., was read for first reading. .. It was moved by Durbin, seconded by Peralta, that ORDINANCE NO. 503 be passed for first reading. Motion carried. ORDINANCE NO. 504, an ordinance granting a" certain franchise toSoutnern California Edison Company Ltd., was read for first reading. It was moved by Durbin, seconded by Peralta, that ORDINANCE NO. 504 be passed for first reading. Motion carried. a33 CommUnication from the City Engineer, regarding improvement of iMagnolia Avenue to Slauson Avenue, and re- questing,autho~ity to have title search in regard to owner- ship of proper~y abutting Magnolia Avenue, southerly from Slauson Avenue~ was read. It was moved by Levy, seconded by Peralta, that the communication oe filed and the City'Attorney instructed to hav~he title search requested made. Motion carried. Repo~t of the City Engineer on description'of land in bid submitt~d by Dominic Meaglia, et aI, was read. It was moved by Levy, seconded by Peralta, that the report be filed. Motion carried. Repo~t of the City Engineer on'City's Well No.1 and requesting an appropriation of $1400.00 for further de- velopment, was read. At this time Councilman Durbin introduced RESOLUTION NO. 860, a re~olution appropriating from the General Fund to the Water Construction Fund the sum of $1400.00, and moved its adoption, whic~ was seconded by Councilman Leonis, and carried. , CommUnication from the City Engineer, with Specifica- tions No. 104 .ttached, covering proposed installation of ' woven wire fence arotmdtheCity's property at pumping plant No.2 on East Vernon'Avenue, was read. It was moved by Durbin, seconded by Peralta, that the communication be filed. Motion carried. CounQilman Durbin introduced'RESOLUTION NO. 861, a resolution approving Specifications No. 104, and moved its adop- tion, which wa$ seconded by Councilman Levy, and carried. Councilman Durbin then introduced RESOLUTION NO. 862, a resoluting d$claringthe prevailing rate per diem wages for labor to be used in furnishing of material and construction of a a fence as described in Specifications 104, 'and moved its adop- tion, which was seconded by Councilman Levy, and carried. Communication from the City Engineer, regarding Downey Road Storm Dra~n under Works Progress Administration, in which he asked the City Council to approve his action 'in replacing K. E. Wattsonn with Arch Clow, at a salary of $225.00 per month, was read. It was moved by Durbin, seconded by Peralta, that the communication oe filed and the recommendation concurred in. Motion carried~ Comm~ication from the City Engineer, requesting auth- ority to retai~ K. E. Wattson at his present salary'until May 1, 1937, and thereafter as inspector at the rate of $8.00 per day until such time as the clean up work on t he storm drain is com- pleted, was re~d. . . It w~s moved by Levy, seconded by Peralta, that the communication 'be filed and the request of the City Engineer granted. Motion carried. Motion carried. Report of American District Telegraph Compan7 on franchise ordinance No. l66, wit}, check in the sum of $396.30, was read. It was moved by Levy, seconded by Peralta, that the communication be filed and the check accepted. Motion carried. Report of Richfield Oil Company on franchise ordinance No. 432, with check in the sum of $166.58, was read. It was moved by Durbin, seconded by Peralta, that the communication be filed and check accepted. Motion carried. Communication l'rom C. E. Duggan &: Son, f'ibr permit to haul refuse from their premises at 2300 East 48th Street, upon and along the public streets of the City of Vernon, was read. It was moved by Durbin, seconded by' Peralta, that the communication be filed and permit granted. Motion carried. Communication from the Chief Electrical Engineer, requesting permission to employ C. A. Ertle as meter test engineer, at a salary of $200.00 per month, commencing April 26, 1937, to fill the vacancy created by the resignation of Bruce Rule, was read. It was moved by Levy, seconded by Peralta, that the communication be filed and the request granted. Motion carried. Request of the Plant Engineer for permission to paint stacks at the City's power house was read. It was moved by Levy, seconded by Peralta, that the communication be filed and the request granted. Motion carried. RESOLUTION NO. 863, a resolution approving Specifica- tions No. 105 was read. It was moved by Durbin, seconded by Levy, t hat RESOLUTION NO. 863 be adopted. Motion carried. It was moved by Durbin, seconded by Peralta, that the Clerk be instructed to advertise for bids for the' furnishing of labor and material required in Specifications Nos. 104 and 105. Motion carried. RESOLUTION NO. 864, a resolution fixing thecomp~nsa- tion of the Chief' Electrical Engineer at $500.00 per month, beginning April 1, 1937, was read. It was moved by DurDin, seconded by Levy, that RESOLUTION NO. 864 be adopted. Motion carried. ~he following applications, all having the approval of the City Engineer, were re~d: -3- aas Application 5275: of American States Water Co., for permit to replace wood stave water main with 6 inch cast iron water main on south side of Vernon Avenue, between Alameda Street and Santa Fe Avenue. ABPlication 5276: of General Petroleum Corporation, to break 2 teet of curb for driveway purposes on East 37th Street, 788 feet East of Santa Fe Avenue. tPPlication 5277: of Southern California Gas Company, for permit olbandon gas service on east side of Alameda Street, 205 feet south of 52nd Street. Application 5278: of Southern California Telephone Co., for per- mIt to place 57 feet of 2 inch iron pipe across Vernon Avenue, 48 feet east of St. Charles Street. It was moved by Durbin, seconded by Levy, that the applications be filed and permits granted. Motion carried. It was moved by Durbin; seconded by Levy, that this mweting adjourn.
