MINUTES OF A REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF VERNON,
HELD TUESDAY , MAY 18, 1937, AT THREE
Of CLOCK P. M., AT THE CITY HALL OF
THE CITY OF VERNON, 4305 SANTA FE
AVENUE, VERNON, CALIFORNIA.

The'meeting was called to order by the Mayor,
J. J. Furlong.
Councilmen present: Furlong, Durbin, Peralta
Councilmen absent: Leonis, Levy
It was moved by Peralta, seconded by Durbin, that
the reading' of the Minutes of the previous meeting be dis-
pensed with. Motion carried.
At this time the Clerk announced that he had bids
on his desk pursuant to notioe inviting same for the furnish-
ing'of labor and material desoribed in Specifications No.
104.
It was moved by Durbin~ seconded by Peralta, that
the Clerk open and read the bids. ~otion carried.

At this time the Clerk opened bids for the ~ish-
ing'of labor and material described in Specifications No; .
104, for the.building of a fence around Pumping Plant No.2.
Bids were from the following firms:
Whiting Mead Company
Wickwire Spencer Steel Company
Los Angeles Fencing Company
Standard Fence Company
Anchor Post Fence Company
It was moved by Durbin, seconded by Peralta, that
the bids be referred to the City Engineer f'Or checking and
report. Motion carried.
The Clerk announced that this was theqtfme and place
set for the receiving of bids for the furnishing of labor and
material described in Specifications No. 105, and stated that
he had several bids upon his desk.
It was moved by Peralta, seconded by Durbin, that
the Clerk be instructed to open and read the bids. Motion
carried.
At this time the Clerk read bids for the furnishing
o:f electric power switchboard and appurtenances in Pumping
Plant No. 1 :from the following firms:
Trumbull Electric Manufacturing Co.
w. A. Ben~amin Electric Co.
Square"D Company .
Westinghouse Electric & :Mfg. Co.
It was moved by Durbin, seconded by peralta, that
all bids be re:ferred to the Electrical Engineer and City
Engineer :for checking and report. Motion ~arried..
It was moved by Durbin, seconded by Peralta, that
ORDINANCE NO. 505 be laid over for second reading. Motion
carried.

Communi.cation from the Ci ty EngineeI~,) l' equesting
that he be authorized to arrliillge with at1.bn;J:'l1 Pacific
Company to improve spur track crossing across Magnolia Avenue
700 feet south of Slauson Avenue, and. requesting appropria-
tion of $240.00, for the same, was read.
It was moved by Durbin, seconded by Peralta, that
the City Engineer be authorized to make the necessary arrange-
ments with the SYnt.'Q1'.1:r>TI Pacific Railway to improve the cross-
ing referred to in his communication, and that he be auth-
orized to expend not to exceed $240.00 for the improving of
same. Motion carried.
Report of the City Engineer on bids for the painting
of steel water tank at Pumping Plant No.2, wherein he
recommended that Walter Ferem Company be awarded the contract
for t he work, was read.
, It was moved by Durbin, seconded by Peralta, that
the communication of the City Engineer be filed and concurred
in, and that all bids be rejected except the bid of Walter
Ferem Company, and that said company be awarded the contract
at the price named in its bid, and that tne City Attorney oe
instructed to draw contract covering same. Motion carried.
Communication from the City Engineer,' submitting
Specifioations No. 106 for the drilling of well on City's
property located at 4305 Santa Fe Avenue, was read.
It was moved by Peralta, seconded"by Durbin, that
the communioation be filed. Motion carried.
At this time Councilman Durbin introduced RESOLUTION
NO. 866, a resolution approving Specifications No. l06, and
moved its adoption, which was seoonded by Peralta, and oarried.
Counoilman Durbin introduced RESOLUTION NO. 867,
a resolution declaring the prevailing rate per diem wages to
be paid for labor described in Specifications No. 196, and
moved its adoption, which was seconded by Peralta, and carried.,
It was moved by Peralta, seoonded by Durbin, that
the Clerk be authorized to advertise for bids for the'drilling
of the well in aocordance with Specifioations No. 106. Motion
carried.
Communication from the City Engineer, advising the
City Council that the Works Progress Administration will be
ready to resume work on the Vernon'Avenue Storm Drain, and re-
questing an appropriation of $125b~00 to oomplete said work as
the City's share thereof, was read.
It was moved 'by Durbin, seoonded by Peralta, that the
communication be filed. Motion carried.
. At this time Councilman Durbin introduced RESOLUTION
NO. 868, a resolution appropriating $1250.00 from the General
Fund into, the Vernon Avenue Storm Drain Fund, to'be used for
work on said storm drain, and moved its adoption, Which was
seconded by Councilman Peralta, and carried.
Communication from Conaway-Cooper Company, regarding
meter reading billings of utility departments in connection
with Technical Glass Company services, was read.

same be'r'!eferred to the City Electrical Engineer. Motion
carried.

Report of'Southern California Telephone Company
on Franchise No. 108, together with oheok in the ~um of
$8,087.82, being payment of two per cent on gross receipts
for operations under Ordinance No. 108, was read.
It was moved by Durbin, seconded by Peralta, that
the oommunication be filed and check accepted. Motion
carried.
Report of B. A. Moeller, on foamite extinguishing
systems of the city, was read.
It was~moved by Peralta; seconded by Durbin, that
the same be filed. Motion carried.
Communication from Los Angeles By-Produots Co.
requesting permission to operate a truok dispatching station
on property of Southern Pacifio Company, 25th and Alameda
Streets, was read. TruoKs are used by City of Los Angeles for
can, metal, eto., pickup.
It was moved by Durbin, seconded by Peralta, that
the same be referred to the Police Department, for investiga-
tion and report. Motion carried.
Communioation from Swift & Company, requesting that
Mr. B. Clark be deputized as a police officer for the " protection
of funds during cashing of employees' pay roll ohecks, was read.
It was moved by Peralta, seconded by Durbin~ that
the communication be referred to the Polioe Department. Motion
carried.
Communication from the Department of Water & Power
of the City of Los Angeles, requesting permission to construct,
operate and maintain an electric light and power transmission
line on Downey Road, as~set forth in petition attached to the
oommunication, was read.
It was moved by Durbin, seoonded by Peralta, that the
same be referred to the City Electrical Engineer. Motion carried.
Comrin:mication from Peerless pump Division of Food
Machinery Corp., regarding deduction of sales tax on rental
of equipment ,was read.
It was moved by Durbin, seoonded by Peralta, that the
communication be filed and the tax demanded be paid. Motion
carried. ' .

Communication from Fred L. Cook, Director of League
of California Municipalities, regarding membership in the League,
was read.
It was moved by Durbin, seconded by Peralta, that
the same be referred to the Finance Committee. Motion carried.
Communication from Andrew Franklin, I' equesting permis-
sion to move dwelling from 2146 East 37th: street, to property
owned by 'him at the northwest oorner of ,RosS and 37th Street,
was read.
It was moved by Peralta, seconded by Durbin, that
the oommunication be filed and the permit granted. Motion
carI'ied.

Communication from Owens-Illinois-Pacific Coast
Company, requesting permission to install safety cross walk
across Fruitland Road to an automobile parking lot for em-
ployees on the so~th side of Fruitland Road, was read.
It was moved by Peralta, second~d by Durbin,
that the same be referred to the Police Department. Motion
oarried.
Communication from Swift & Company, requesting
information as to when Jewel Street will be put into the con-
dition it was in prior to storm drain excavations, was read.
It was moved by Durbin, seconded'by Peralta, that'
the matter be referred to the City Engineer. Motion carried.
Communication from Western Union Telegraph Company,
requesting the repainting of curb at 2a16 Santa Fe Avenue in
oonnection with parking so that messengers boys can approaoh
the office, was read.
It was moved by Durbin, seconded by Peralta, that
the oommunication be referred to the Police Department. Motion
carried.
Communication from Seourity-First National Bank of
Los Angeles, rewarding the painting of pedestrian cross walk
'and "No Parking at its bank located at 2808 Santa Fe Avenue,
was read.
It was moved by Durbin, seconded by Peralta, that
the matter be referred to the Police Department. Motion
carried.
Communication from Co-Operative Used Equipment and
Materials Co., requesting"permit to conduot business at 4901
Santa Fe Avenue, was read.
It was moved by Durbin, seoonded by Peralta, that
the communication be referred to the Police Department. Motion
oarried.
. Communication from Madsen Electric Service, request-
ing permit to operate'electric shop and warehouse at 3232 East
50th Street, was read.
It was moved by Durbin, seconded by Peralta, that
the communioation be filed and pe~t granted. Motion carried.
Communication from Roy F. Benton, requesting permit
to operate and maintain a hay mill at 26th and Downey Road,
was read.

the communication be filed and permit granted. Motion carried.
Communication from Assooiated Products Co., request-
ing permit to manufacture sausage oasings at 3313 East Vernon
Avenue, was read.
It was moved by Durbin, seoonded by Peralta, that
the same be referred to the Police Department. Motion carried.
Communication from H. Kohnstamm & Co., requesting
pe~t to c~t ~ltina.ineSS of a distributing warehouse for
laundry supplies at 4735 Distriot Boulevard, was read.

that the cormnunication be filed and permit granted. Motion
carried.

the public streets of the City of Vernon, were read:

It was moved by Peralta, seconded by'Durbin, that
the oommunications be filed and permits granted. Motion
carried.
Report of Vernon Industrial Development Association
for the year ending December 31# 1936, was read.
It was moved by Peralta, seconded by Durbin, that
the report be filed. Motion carried.
Report of the Polioe Department was read.
It was moved by Peralta, seconded by Durbin, that
the report be filed. Motion.carried.
Minutes of the meetings of May 11th and 18th, 1937,
of the Committee on Water &: Power, were read.
It was "moved by Peralta; seoonded by Durbin, that
the same be filed. Motion oarried.

Application 5312: ofW.J. Tannahill, for permit to construct
two driveways on the north side of 38th street, near Ross Street.
Application 5313: of Southern California Telephone Company,
fo~ per~t to remove one pole on the north side of Fruitland
Road, east of Soto Street.
Application 5314: of Southern California Gas CompanYt re-
questing permdt to repair gas main at approximately 144 feet
south of 54th Street on.the east side, of Boyle Avenue.
Application 5315: of W. J. Tannahill, for permit to con-
structsidewalk, ourb and driveway on the north side of East
38th Street, near Ross street.
Applic~ion 5316: of Southern California Telephone Company,

that the applications be filed and permits granted.

Councilman Durbin introduced RESOLUTION NO.
869, a resolution changing the title of R. T. Furlong
from Assistant Engineer to Relief Shift Engineer, and
moved its adoption, which was seconded by Councilman
Peralta, and oarried.
Demands on' the General Fund in the sum of
$41,253.52 ..were.. read.
It was moved by Durbin, seconded by Peralta, that
the demands be allowed and warrants drawn. Motion carried.
