MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF VERNON~ HELD TUESDAY, AUGUST 17th~ 1937 ~ AT THREE O'CLOCK P.M., AT THE CITY HALL OF THE CITY OF VERNON ~ 4305 SANTA FE AVENUE, VERNON ~ CALIFORNIA. - - ~- - - - - - - - - - - - - - - - The meeting was called to order by the Mayor~ J. J. Furlong. Councilmen present: Furlong; Leonis, Durbin, Levy Peralta. Councilmen absent: None. It was moved by Durbin, seconded by Levy, that - the reading of the Minutes of the previous meeting be dispensed with. Motion carri4 An Ordinance~ No. 505, granting to the Southern Pacific Company a spur track franchise across easterly roadway of' Alameda Street, to Serve Safeway Stores Inc., was read for the third and final reading. It was moved by Durbin, seconded by Peralta, that Ordinance No. 505 be adopted. Motion carried by the following vote: - Ayes: Fu:J:01ong, Leonis, Durbin , Levy , Peralta. Noes: None. Absent: None. An OrdiIlance, No. 506, granting to the City of Los Angeles and the Department of Water and Power of the City of Los Angeles, a certain transmission line franchise acrOSB Downey Road, was read for the second reading. It was moved by Levy, seconded-by Peralta that Ordinance No. 506 be passed for the second reading. Motion carried. . Ordinance No. 506, an Ordinance granting to the City of Los Angeles'and the Department Of Water and Power of the City of Los Angeles, a certain transmission line franchise across Downey Road was read for the third and final reading. It was moved by Durbin, seconded by Levy that Ordinance No. 506 be adopted. Motion carried by the following vote: Aye s: Fur long, Leonis, Durbin, Levy, Peralta. Noes: None~ Absent: None. A Communication from the City Engineer submitting an estimate for the removal of water line in East 50th. Street, was read. It was moved by Durbin, seconded by Peralta that Resolution No. 881 be adopted. Motion carried. A card of-appreciation, sent by Flossie I. Shafer, for flowers sent to Mrs. Alice Kniffin, was read. It was moved by Durbin, seconded by Peralta that same be filed. Motion carried. A Communication from Rainey & MacIsaac, General Contract- ors, requesting"perlllit to store sand and gravel on parkway and c1.1.I"b at Pacific Blvd., ahd Santa Fe R.T. right-of-way due to construction for Fibreboard Products Co., was read. It wa.s moved by Durbin; seconded by Peralta that same be referred to the Police Departmen~. Motion carried. A-Communication from K. E. Clark, 4015 Monroe Street, Los Angeles, offering to rake out all looselllortar.joints of the water pump house; and refall with cement mortar for the sum of $60.00, was read. It was moved'by Leonis, seconded by Durbin that same be filed. Motion carried. ~ Communication from R. A. Rowan & Co., requesting per- mission to locate the CertainTeed Products Company at 2149-2205 East 37th Street, was read. It was moved by Durbin, seconded by Peralta that the Clerk notify R. A. Rowan & Co., that this type of manufacturing plant could not be located a.t the place desired, owing to sewer facilities. Motion carried. Communication from L.A. Spring &WlreCorp., requesting the establishing of a safety zone and-street light at the vicinity of Boyle and Slauson Avenue, was read. It was moved by Leonis, seconded by Levy that s9.Ine.be referredto.the Police Department for investigation and report. Motion carried. Telegram from Rb.eba CrawfoI"d, requesting permit to sort glass on property located at Fruitland and Soto Street, was read. It was moved by Durbin, seconded by Peralta that the communication be filed. Motion carried. Communication from Mrs. Nellie J. Gill, requesting permit to operate a sandwich Shop at 5714 Boyle Ave., was read. It was moved by Leonis,seconded by Levy that same be referred to the Police Department. A connnunication from Ge6rgeT. Street, was read. It was moved-by Durbin, seconded by Peralto that same be filed. Motion carried. A commUnication from the Co-operative Used Equipment 1 and Materials Co., requesting permit to conduct business at 5710 Santa Fe Avenue, was read. It was moved by Durbin, seconded by Peralta that same be filed. Motion carried. A communication from Moore Machinery Co., requesting permit to operate a machinery warehouse at 2626 Santa Fe Avenue, was read. It was mbvedby Durbin, seconded by Peralta that communi- cation be filed, and permit be granted. Motion carried. A commUnication from each of the following firms for a 'permit to haul refuse along the streets of the City of Vernon, was read: Tillotson Clay Products Company; Vernon Tool Company; Swifh & Company; Paramount Manufacturing Company; It was'moved by Durbin, seconded by Peralta that communi... cations be filed, and permits thereon be granted. Motion carried. A Communication from Barber & Bridges Drilling Corp., requesting an advance of $1,000.00 on drilling contract for well #6, was read. It was moved by Durbin, seconded by Peralta that the communication be filed, and request granted. Motion carried. Budget proposal submitted by W. H. DeSellem, Auditor for operations of Water Department for the fiscal year of 1937-38, was read. It was moved by Durbin, seconded by Peralta that the budget proposal be approved and filed. Motion carried. A Communication from W. H. DeSellem, Auditor, submitting-- certain charges and job costs to the Southern California Edison Co., in the sum of $12,006.37, was read. It was moved'by Durbin, seconded by Peralta that the communication be filed. Motion carried. At this time,.. Councilman Durbin introduced a resolution, No. 882, a resolution approving the cbargeLto the account of the Southern California Edison Company, Ltd.]Wfiih}.ead, and moved-that it be adopted, which was seconded by Peralto. Motion carried. A report of W. H. DeSellem,Auditor;, on sale of scrap metals sold by the Light and Power Department, wherein he reported $963.00 received from said sale, was read. It was moved by Durbin, seconded by Peralto that the communication be approved and filed, and the $963.00 received for said scrap metals be deposited in the Light and Power general fund. Motion carried. -3- ;")73 The report of the police Department was read. It was moved by Durbin, seconded by Peralta that same be filed. Motion carried. A-report of the Police Department on application of W. C. Hardesty Co., for permit to operate a drumming plant at 2060 E. 51st. Street, was read. In said report the Police Department reported that said plant was only a temporary location, and that they would shortly secure other property for their operations. It waS moved by Durbin," seconded by Peralta that the report of the Police Department be filed, and temporary permit for the W. C. Hardesty co., be granted, to operate their drumming plant at 2060 E. 51st. Street. Motion carried. The Minutes of the Meeting of the Department of Water and Power were read of the meeting of August 10th. It was-moved by Durbin,. seconded by Peralto that same be approved as read. Motion carried. AiPlication 5461: of the Union-Packing Co., for permit to connect 0 storm drain on Soto Street, south of Vernon Avenue, was read. It was moved by Durbin, seconded by Peralta that same be referred to'the City Engineer for further study and report. 14otion Carried. The following applications, all having the approval ot the City Engineer, were read: Application 5457: Western Pipe & Steel Co., requesting permit to construct driveway on 57th. Street, between Santa Fe Ave., and 2nd. Street. A~plieation 5458: Harmon Packing Co., requesting permit"t 0 construct driveway on north si~e of V~rnon Avenue, near Boyle Ave. Application 5459: So. Calif. Telephone Co., requesting permit to place conduit on east side of Santa Fe Avenue, 5 feet north of Vernon Avenue. Application 5460: So. Calif. Telephone Co., requesting per- mit to place two anchors on east side of Santa Fe Avenue, 100 feet north of Vernon Avenue, and 280 feet south of 38th. Street. ApI?lieation..5462: Wm.. Paddison for permit to co~ect to sewer at 2325 E. 37th. Street. Appli6ation"5463: R. E. Austin, for permit to connect to sewer at 2200 E. 37th. Street. It was moved by Durbin, seconded by Peralta that appli- cations be filed, and permits granted. Motion Carried. Demands on the general fund in the sum of $21,314.82 were . read. It was moved by Leonis, seconded-by Levy that the-demands be allowed and warrants drawn for the same.
