19371005 Regular City Council Meeting - Minutes MINUTES OF A REUULAR MEETING OF THE CITY. COUNCIL OF THE CITY OF VERNON HELD TUESDAY ~ OCTOBER 5th, 1937, AT THREE 0' CLOCK, P. M. " AT THE CITY HALL OF THE CITY OF VERNON ~ 4305 SANTA J?E AVENUE~ VERNON, CALIFORNIA. - - - - - - - - - - - - - - - - The meeting was called to order by the Mayor, J. J., ,Furlong. Councilmen present: Durbin, Peralta, Furlong. CouncilmenA'bsent: Leonis, Levy. It was moved by Durbin~ seconded by Peralta that the read- ing of the Minutes of the previous meeting be dispensed with. Motion carried. At this time the City Clerk announced that he had bids upon his desk for the purpose of furnishing paper insulated, lead covered cable, pursuant to Notices advertising for same-. It was moved by Durbin, seconded by Peralta that the Clerk open and read the bids. Motion carried. Bids were opened and read from the following fi~s: Graybar Electric Company,; John A. Roebling's Sons Company; and,. General Cable Corporation. It was moved by Peralta, seconded by Durbin that the bids be referred to Carl Heinze, Consulting Electrical Engineer, and the G~ty Engineer, for checking and report. Motion Carried. A communication from the Consulting Electrical Engineer, regarding a proposed relay protection to be Instal1e~ at the diesel generating station by the Southern California Edison Company, with the recommendation that the proposed system be approved, as same is satisfactory, was read. At this time Councilman Durbin introduced Resolution No. 892, a resolution approving the relay protection to be installed at the diesel generating plant, and moved its adoption. Seconded by ~eralta. Motion carried. . A communication from Sandberg Furniture Co., regarding w~per drainage near their premises at 6000 S. Boyle Avenue, was read. It was moved by Peralta, seconded by Durbin that same be re-, ferred to the City ~ngineer. Motion carried. A report of the Railroad Commission on the spur track across Alameda Street, was read. It was moved by Durbin, seconded by Peralta that same be Motion carried. It was moved by Durbin" seconded by Peralta that same be referred to the Police Department. Motion Carried. ' J A communication from W. B. Axford" requesting permission to construct wood frame with galvanized sides on Paddison property" 19cated at 37th and Irving Streets" was read. It was moved by Durbin" seconded by Peralta that same be referred to the City Clerk. Motion Carried. A communication from Francis Bates" City Engineer # advising tha.t, Mr. Eugene Bellms left the city service-" anc;l that Mr. Thos. B. Crockett has been employed in his place at the rate of $120.00 per month" was read. It was moved by Durbin" seconded by Peralta that the communica- tion be filed" and the action of the City Engineer be approved. Motion carried. A demand in the sum of $707.65" filed by the Gilmore Oil Company for alleged damage to their oil pipe line on East 37th Street# was read. It was moved by Durbin" seconded by Peralta that the demand be filed and denied. Motion carried. A communication from GeorgeW. Jones" Road Commissioner# ad-:, vising that the Board of Supervisors have allocated the City $2135.08 from gasoline tax funds for use on certain streets, was read.. '\ It was moved by Durbin" seconded by Peralta that same be referred to the City Engineer. Motion carried. A communication from the Community Chest, requesting per.miss- ion to place Community Chest Display Cards on electric light poles for the period of October 7th. to November 10th." was read. It was moved by Peralta" seconded by Durbin that same be referred to the City Clerk. Motion carried. The Minutes of the Meeting.of the Department of Water and Power were read for the meetings of September 21st and 28th. It was moved by Durbin# seconded by Peralta that same be approved as read. It was moved by Durbin" seconded by Peralta that the communica- tion be filed, and permit granted. It was moved by Durbin, seconded by Peralta that same be referred to the Police Department. Motion Carried. , A communication from H. C. Witherspoon, requesting a permit to conduct a w~lding supply business at 4901 Santa Fe Avenue, was read. It was moved by Peralta, seconded by Durbin that the communi- cation be filed, and permit granted. Motion carried. Communications from the following firms for permits to haul refuse upon and along the public streets of the City of Vernon, were read: Stephens Adamson Mfg. Co., of 2227 E. 37th Street; Luer Pack- ing Company, of 3026 E. Vernon Avenue; H. C. Witherspoon, of 4901 Santa Fe Avenue; and, Vernon Brewing Company, of 5151 Santa Fe Avenue. . It was moved by Peralta, seconded by Durbin that the communica- tions be filed, and permits granted. Motion carried. The following applications, all having the approval of the City Engineer, were read: Applica tion 5532: So. Calif. Edison Co., to ,set 2 poles in Magnolia Ave., approx. 275" s/o Fruitland Road, to serve Aluminum Co. Application 5533: So. Calif. Edison Co., to set 3 poles and 1 anchor e/s Ross St., N&S of 37th Street to serve Tannahill Service Station. Application 5534: So. Calif. Edison Co., to set one 50' pole and 3 anchors to clear construction at Owens Illinois Pacific Coast Co., Fruitland Road, e/o Soto Street. -3- Application 5535: So. Calif. Edison Co., to set 1 anchor on N1s 25th Street, 200' w/o Santa Fe Avenue. A~plication 5536: So. Calif. Edison Co., to set 1 pole and anchor on w/s Magnolia Ave., 40' s/o 50th Street, to serve Western Auto Supply. Application 5537: So. Calif. Edison Co., to set 1 pole and anchor on N & Sside Vernon Ave., 305' w/o Soto Street to serve Luer Packing Co. A pplication 5538: So. Calif. Edison Co., to set 1 pole and anchor on NIS 38th StreetW/O Santa Fe Ave., to serve H.L. Harvill Co. Applica tion 5539: So. Calif. Boady, to make connection into storm drain at 3~h and Ross Streets to drain Stanton Lumber Co. Ap~lication 5541: W. Rodwald for permit to connect to sewer a.t 3315 E. Vernon Avenue. It was moved by Peralta, seconded by Durbin that the a.pplica- tions be filed, and permits granted. Motion carried. Motion carried. ~ At this time the Consulting Engineer, and the City Engineer reported that John A. Roebling's SQns Company's bid, for the furnishing paper insulated, lead covered cable, as per Specification No. 107, was the lowest and best bid, and recommended that all bids for furnishing said paper insulated, lead covered cable be rejected except the bid of John A. Roebling's Sons Company, and that they be ..warded the contract~ It was moved by Durbin, seconded by Peralta that the recommend- ation of the Consulting Engineer and the City Engineer be filed, and their recommendation concurred in, and that all bids be rejected for the furnishing of paper insulated, ~ead covered cable, as per Specification No. 107, except the bid of John A. Roebling's Sons Company, and that they be awarded the contract for the furnishing of said merchandise, and that all unsucessful bidders' checks be returned, and the City Attorney draw the contract between said successful bidder and the City. Motion carried. An Ordinance, ORDINANCE No. 510, regulating "Used Car Dealers" was read for the first reading. It was moved by Durbin, seconded by Peralta that Ordinance No. 510 be passed for the first reading. Motion carried. Demands on the general fund in the sum of $11~777.19 were read. It was moved by Durbin, seconded by Peralta that the demands be allowed and warrants drawn for the s~e. Motion carried. adjourn.
